If that option refuses the change, Microsoft’s support guidance points to three blockers: a region change made within the last three months, a suspended account (often because of a past-due subscription balance), or a difference in legal-minor status between the old and new regions. Each has a specific check and fix, covered below.
How to change the console location on Xbox One or Xbox Series X|S
Microsoft’s support article covers both Xbox One and Xbox Series X|S with the same steps:
- Sign in to the console with the account you want to use.
- Press the Xbox button to open the guide.
- Choose Profile & system > Settings > System > Language & location.
- Under Location, select the new country or region.
- Update the system language or language region if the new location requires it.
- Select Restart now. The change applies after the console restarts.
If step 4 is greyed out or the change does not stick, the cause is almost always one of the blockers in the next section. Restarting alone will not clear them.
Why Xbox blocks the change
Microsoft names three conditions that can prevent a location change. Work through them in order, because the first one is a simple wait and the last one needs a decision.

The region was changed within the last three months
If you have already changed the console or account region recently, Xbox will refuse another change for three months. Microsoft’s wording is “You changed the country or region within the last three months.” There is no faster override. Plan the move so you do not need a second change inside that window.
The account is suspended
A suspended account blocks the change. Microsoft’s examples are a subscription payment card that has expired and a subscription with a balance due. To check and clear this:

- Sign in to your Microsoft account and open Services & subscriptions.
- Find the subscription that shows a past-due balance.
- Select Pay now and settle the balance, or update the expired card and pay.
- Return to the console and try the location change again.
Legal-minor status differs between regions
Xbox treats a user as a legal minor according to the rules of a region. If the account is a minor in the current region but not in the new one, or the reverse, the change is blocked. Microsoft does not describe a self-service fix for this case. If you are in this situation, contact Microsoft Support directly.
When none of these apply
If the checks above do not explain the error, Microsoft directs users to contact Microsoft Support for account-specific help. Have your Microsoft account email, the console’s region, and the exact error text ready.

Console location, account country, and payment are separate settings
Most confusion comes from assuming one setting controls the others. They do not. The table below shows where each one lives and what it governs.

Changing the console location does not, by itself, change your account profile country or your payment details. If you need the account itself to be in a new country, for example to add a card issued there, change the account profile first and then add the payment method.

What you lose or risk before you move
Microsoft’s support article warns that the funds in your Microsoft account will not move with you. Account balances cannot be transferred between regions, so spend the balance before you change the account location. A balance can be used for games, movies, in-app purchases, physical goods, and Xbox-related subscriptions in the region where you hold it, but that does not make it portable.
Subscriptions, games, apps, and movies bought in one region may not work after a move. Check which subscriptions and purchases you rely on before you change the setting. Microsoft’s guidance is to change your region only when you are moving to a new country or region for a long time, and that is the right test: a temporary trip or a region switch to access a different store is not what this setting is designed for.

Xbox 360 works differently
On Xbox 360 you cannot simply update the Location setting the way you can on Xbox One and Xbox Series X|S. Microsoft says the Xbox 360 process involves migrating the Xbox profile, and that migration may affect other subscriptions and services. Do not follow the Xbox One steps on a 360, and review your subscriptions before starting a profile migration.
