Work through the checks below in order, because the first one that fails is usually the cause. If none of the game-specific options work, Steam’s supported fallback is a Steam Digital Gift Card.
Check whether the recipient already owns the game
This is the most common reason and the quickest to confirm. Steam grays out any friend who already owns the game and removes them from the recipient list, so you cannot select that person at all. To verify, open the friend’s Steam Community profile and look at their games list. If the game appears there, the gift cannot go to that account, and a different friend or a gift card is the only route.

Work through the gift checks in order
- Is it a DLC? The recipient must already own the base game. Steam will not deliver an add-on to an account that lacks the game it extends. Gift the base game first, or use a gift card, if the recipient does not have it.
- Is the title or bundle giftable? Some titles have no gift option at checkout. Some bundles are tailored to the buyer’s account and cannot be sent to someone else. Steam marks these with the phrase “Complete Your Collection” on the store page. That label means the bundle is tied to the purchaser, so the only way to help a friend with it is to buy them individual items or a gift card.
- Are the accounts in different purchase regions? Regional pricing means some gifts cannot cross into another purchase region. Steam directs you to territory restrictions shown on the game’s Store page and in the checkout flow. Eligibility depends on the specific title and can change over time, so check both places at the moment you buy rather than relying on an earlier attempt.
- Is it a multipack? Steam states that multipacks cannot be bought as a gift. Some multipacks include extra copies that the buyer may give away, but Steam’s Extra Copies guidance limits that to specified four-packs and certain promotions. Most purchases do not include an extra copy, so a multipack that appears giftable is often just a single purchase for you.
- Does checkout offer “This is a gift”? If the option is missing, the game or add-on cannot be gifted. Steam attributes this to a few causes: common issues that block gifting, incompatibility with non-Steam versions of the product, or restrictions set by the developer or publisher.
What to do when the game cannot be gifted
Steam’s suggested alternative is a Steam Digital Gift Card. The gift card lets the recipient pick a game or add-on that suits their account and region, which avoids the restrictions that block a direct gift. The recipient redeems the card, the funds go into their Steam Wallet, and they spend that balance on the title on their own account.
Keep the limits of that route in mind. Wallet funds cannot be moved or gifted from one Steam account to another, so the card is the only supported way to pass value along. The recipient also chooses the purchase, so you lose control over which game they end up with.

Do not use a VPN or proxy to get around a region block
Some people try to disguise their location so a restricted gift goes through. Steam says disguising location to redeem a restricted gift breaches its terms and can lead to account restrictions. Steam Support has also said it cannot remove product region restrictions. The safe options are a different eligible title, or a gift card that the recipient can use within their own region.
Fix a purchase that fails for another reason
If the checks above pass but the purchase still fails, the problem may be technical rather than a gifting rule. Steam recommends the following sequence:

- Try the other purchase route: if you tried the Steam website, attempt the purchase in the Steam Client, or the reverse.
- Turn off proxy or VPN software before retrying, because it can interfere with checkout.
- If the error persists, contact Steam Support and include the exact error message on screen. The exact wording is the most useful detail for them to diagnose the failure.
Delivery timing, acceptance and refunds
A gift can be scheduled for delivery up to 12 months after purchase. Once delivered, the recipient has 30 days to accept it. If they take no action within that window, Steam cancels the gift automatically and refunds the purchaser. Declining a gift also triggers an automatic refund.
Refunds for a gift that was already redeemed follow different conditions. Steam states that a refund may be issued only if the purchase was made within 14 days and the recipient has played the game for less than two hours. The recipient must approve the refund request before the purchaser submits it. These are Steam’s stated conditions. Meeting them does not guarantee a refund, because each request remains subject to Steam’s refund policy and review process.

Rules on title and regional eligibility are set by Steam and by individual publishers, so the Store page and checkout message for the specific game are the final word for any given purchase.
