Steam’s surfaced English-language listing now shows an overall “Mixed” rating, while opinions remained divided after a major May 2026 update. The distinction matters if you’re trying to understand the launch backlash—or decide whether the game’s current design suits you.
Is Civilization 7 still Mostly Negative on Steam?
No—not in the surfaced English-language overall rating snapshot observed October 8, 2026. Steam showed “Mixed,” with 51% positive among roughly 29,600 English reviews. Steam ratings and review counts change, so that is a dated snapshot, not a permanent score. Steam’s listing displays the live rating.
The “Mostly Negative” label was reported for Steam’s Recent Reviews in June 2025. Windows Central reported that the recent-review window contained more than 1,300 submissions and was Mostly Negative, while the all-time rating was Mixed with more than 32,000 reviews. Those figures describe June 2025, not Steam’s current review totals. Windows Central’s June 3, 2025 report makes the time-window distinction clear.
Why did players object to Civilization VII?
Changing civilizations between Ages
The most visible design debate centered on the Age system. At the start of each Age, players could choose a different civilization to represent their empire. 2K presented this as a core part of the game’s structure, alongside building cities and wonders, advancing technology, and competing or cooperating with other leaders. 2K’s launch announcement describes the design.

- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
Some players disliked the change in identity and continuity. Windows Central reported complaints that the transitions could make campaigns feel clunky or disorganized, and that players felt pushed forward by the Age schedule. Those are player reactions, not objective measures of the game’s quality. The design also had defenders: Windows Central’s writer praised the recognizable Civilization feel, reduced late-game micromanagement, and greater emphasis on map position and resources.
Pacing and transitions
For players who prefer one civilization to develop continuously through a long campaign, being asked to make a new choice at each Age could feel disruptive. For others, the Age structure offered a way to refresh a campaign and reduce the burden of managing an increasingly sprawling empire. The disagreement is partly about what players want from a Civilization game, not simply whether a particular feature works.

What changed after launch?
Firaxis released the free Test of Time update in May 2026. PC Gamer reported that it let players keep the same civilization across Age transitions and reworked victory conditions. That directly addressed a prominent objection to the launch design, but it did not establish that every complaint had been resolved. PC Gamer’s May 20, 2026 coverage described early post-update Steam reviews as nearly evenly split, with positive reviews holding a slight 52% majority. The same report noted continued criticism of the interface, simplified systems, and DLC pricing; its percentage was an early snapshot, not a lasting consensus.
The game continued to receive updates after Test of Time: the official Steam community announcements list Update 1.5.0 Hotfix on September 30, 2026. An update’s existence does not, by itself, show that it fixed the issues players raised. The Steam announcements page provides the dated update record.

What the launch date and storefront listing say
2K announced that Civilization VII was available worldwide on February 11, 2025. Steam’s listing displays February 10, 2025. These are the dates shown by the publisher announcement and storefront, respectively; the listing display should not be silently treated as identical to the publisher’s launch date. 2K listed releases for PlayStation 5 and 4, Xbox Series X|S and Xbox One, Nintendo Switch, PC through Steam and the Epic Games Store, and Mac and Linux through Steam.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to read the review story
- Recent Reviews: A time-limited Steam review window. The Mostly Negative result discussed here was reported in June 2025.
- Overall rating: Steam’s aggregate review label. It was Mixed in Windows Central’s June 2025 report and in the English-language listing snapshot observed October 8, 2026.
- What changed: Test of Time added an option to keep the same civilization across Ages, but early post-update reactions remained divided.
- What the numbers cannot show: Review counts and percentages describe submissions in a particular Steam view; they do not establish what all players think or why every reviewer left a negative review.
For a player deciding whether to try the game, the practical question is whether the Age-based campaign structure and its changes suit their preferences—and whether the post-update version addresses the specific launch-era concern they had. The review label alone cannot answer that.
