Overwatch 2 stopped operating in mainland China on January 23, 2023, when Blizzard Entertainment’s publishing licenses with NetEase expired without a renewal agreement. Blizzard and NetEase both described a failed negotiation, but gave different public explanations. This was a suspension of Blizzard services in mainland China—not an announcement that Overwatch 2 was ending worldwide.
What caused Overwatch 2 to stop operating in China?
The immediate documented cause was the expiration of Blizzard–NetEase licensing agreements on January 23, 2023. The companies had not agreed to renew them, so Blizzard’s games covered by those licenses could no longer be published through that arrangement in mainland China. The agreement history was longstanding: Blizzard said its licensing arrangements with NetEase for the listed games in China dated back to 2008. The end of that arrangement affected service in the territory; it did not mean that Overwatch 2 had been shut down globally.
What did Blizzard and NetEase say about the failed renewal?
The companies’ public statements establish that renewal talks failed, but they do not disclose every private negotiating detail. Each party presented its own account of why no deal was reached.

Blizzard’s explanation
Blizzard said the parties “have not reached a deal to renew the agreements that is consistent with Blizzard’s operating principles and commitments to players and employees.” That was Blizzard’s stated rationale, not an independently verified account of all disputed terms.
NetEase’s explanation
In a November 17, 2022 statement, NetEase CEO William Ding said the companies had made efforts to continue working together but “there were material differences on key terms and we could not reach an agreement.” That was NetEase’s characterization of the negotiations. NetEase’s statement.

NetEase also reported that licensed Blizzard games accounted for a low single-digit share of its total net revenues and net income in 2021 and the first nine months of 2022. The figure describes the games’ reported contribution to NetEase’s business; it does not establish that this was a reason the negotiations failed.
Was Overwatch 2 banned in China or shut down worldwide?
The cited company announcements identify a licensing non-renewal as the immediate cause of the mainland China service suspension. They do not describe the event as an Overwatch-specific ban, and they do not establish that regulation played no role in the wider context. The affected territory was mainland China, and Blizzard described the suspension as covering most of its game services there, naming Overwatch among the affected titles.

Nor was this a global shutdown announcement. The service change followed the expiration of the China publishing licenses; the announcements did not say that Overwatch 2 was ending in other regions.

The April 2024 announcement said Blizzard games would return sequentially beginning in summer 2024 and described the renewed arrangement as covering titles in the Overwatch universe. It did not provide an Overwatch 2-specific restart date. The announcement therefore establishes a planned return window, not the date Overwatch 2 resumed service or its current server status.
