The Herobrine skin was removed from Skin Pack 1 on Xbox 360 and Xbox One on March 27, 2018. The reason for that removal is not established in the sources available. The Minecraft Wiki’s Skin Pack 1 page records the date and platform scope, but it does not say why the skin was taken out, and no official explanation from Mojang, Microsoft, or 4J Studios has been found.
What was removed
The item in question is a Herobrine avatar skin that belonged to the legacy Xbox Skin Pack 1. It is not the Herobrine legend, and it is not Herobrine as a character in Minecraft. Removing one skin from one pack does not mean Herobrine was taken out of the game.
The Minecraft Wiki’s Skin Pack 1 page is the main record of the change. Its scope is narrow:

Why no official reason is on record
The reason would most likely appear in one of two places: the original Xbox update note that accompanied the March 2018 change, or a statement from Mojang, Microsoft, or 4J Studios addressing the skin specifically. Neither was located in the sources used for this article. Until one of them surfaces, any stated motive is an inference rather than a documented decision.

- Security: the idea that the skin was pulled for a technical or safety problem. The only Java security notice on this subject is covered below, and it does not mention the Xbox pack.
- Content policy: the idea that Herobrine broke community rules. No source connects that policy to Skin Pack 1.
Two Java Edition notices that are often confused with this removal
Searches on this topic often turn up two official Java Edition notices. Both concern Java, and neither addresses the Xbox pack.
Java player-skin reporting in the 1.20.2 notes (2023)
The Java Edition 1.20.2 release notes describe a player reporting process for skins and usernames. The notes state: “Any reported skin or username will be reviewed manually by a team of trained Minecraft moderators, who will use the submitted evidence to decide whether the skin and/or username is in breach of our Community Standards.” This is a general moderation rule for Java Edition. The notes do not link it to the 2018 change to Skin Pack 1.

The 2018 skin-upload metadata update
A 2018 Java skin issue update said uploaded PNG files could contain inert metadata. Mojang then deployed an update that strips uploaded files down to image data. This change concerned how Java skin uploads were processed. The update does not describe the Herobrine pack removal as a security action.

Minecraft Marketplace is described in official help as a storefront for community-made content, including avatar skins. That help page’s FAQ notes the information may be out of date. The sources used here did not confirm that the Herobrine skin is currently listed there, and nothing in them shows the Xbox pack item returning. Do not assume that buying Marketplace content will restore the legacy skin unless a current listing shows it.
