Some Vaults still house communities; some open on a planned schedule; and others are left behind after a crisis or for reasons specific to their story. An empty Vault is not automatically a safe, working settlement waiting to be claimed.
Some Vaults are still inhabited
Vault 101
Bethesda says Vault 101 served residents of the Capital Wasteland for 200 years. In Fallout 3, the protagonist leaves after their father defies the Overseer and exits the Vault. That is a story about a resident leaving an inhabited community—not proof that Vaults are generally unlivable. Bethesda’s official Fallout 3 page describes Vault 101’s history.
Vault 33
In Bethesda’s account of the television adaptation, Lucy and her community live in Vault 33. Lucy leaves after the Vault fails to protect her and her family. Her departure follows the events of that story; it does not establish a universal reason people abandon Vaults. Bethesda’s announcement of Fallout coming to Prime Video identifies Vault 33 as Lucy’s home.
People leave for different reasons
Vault 13’s water-chip crisis
The original Fallout begins after Vault 13 has been occupied for 80 years and its water chip malfunctions. The Overseer sends the protagonist into the Wasteland to find a replacement before the water supply runs out. This is a specific emergency that sends one resident out, not evidence that every Vault is abandoned. Bethesda places the game in 2161 in its 2022 Fallout timeline and summarizes the Vault 13 premise on its official Fallout game page.

Vault 101’s father storyline
In Fallout 3, the protagonist follows their father after he leaves Vault 101. Bethesda dates the game to 2277 in its 2022 timeline. This departure is tied to the plot and the people involved, rather than a stated policy against settling in Vaults.
Some Vaults are meant to open; others have a different purpose
Vault 76 was scheduled to open
Bethesda says the inhabitants of Vault 76 emerge 25 years after the Great War to find Appalachia changed. That is a planned emergence, not an abandoned facility being repurposed by later settlers. The timing and premise appear in Bethesda’s 2022 timeline.

Vault 111 was an experiment
Bethesda’s Beyond the Show: Fallout Season 1 describes Vault 111 as a study of the effects of long-term cryostasis on its inhabitants. Its purpose illustrates why a Vault should not automatically be treated as a permanent settlement built for later residents. That specific experiment should not be assumed to describe other Vaults.

The answer depends on the Vault and what its story establishes. A Vault might be occupied, opened on a schedule, or left behind after a specific event. Bethesda’s general Fallout Shelter page describes Vault communities facing dangers from outside and within, but it does not document a particular hazard at every abandoned site.

- The first line of defence in any vault are the vault security guards. Ostensibly they protect and serve, ensuring any threats from the wasteland are kept and bay and keeping law and order in the vaults themselves

Without evidence about a named Vault, it is not safe to assume that it has working power, clean water, breathable air, sound structure, or no hostile occupants. Nor do Bethesda’s official summaries provide a technical inspection or a single explanation for every empty Vault. The careful answer is case by case: a location’s history and condition, where established, determine whether it could serve as a home.
