Epic Games CEO Tim Sweeney objects to Steam’s AI disclosures because he believes a visible label can stigmatize a game and make it harder to succeed. Steam’s policy is narrower than “any game made with AI,” however: it concerns AI-generated content, with reporting that distinguishes material players encounter from behind-the-scenes development tools. The sources reviewed do not establish that the labels actually reduce sales or wishlists.
What Steam’s AI disclosure is about
Valve announced its AI-content disclosure policy on 10 January 2024. Disclosed information appears on a game’s Steam store page. Valve also described a system for reporting illegal content in games that use live-generated AI. Valve’s Steamworks announcement is the primary source for the policy as it was introduced.
The distinction is between content generated using AI and tools that developers use to do their work. The UK House of Commons Library describes two categories: pre-generated content created during development and live-generated content created while the game runs. A January 2026 PC Gamer report says Steam clarified its form to focus on AI-generated content “consumed by players,” rather than efficiency tools used behind the scenes. Because the form has changed, consult Steam’s current developer guidance for its live wording and requirements.
Does Steam label every game that uses AI tools?
No—not according to the distinction in the reporting. A developer using AI as a workflow aid is not the same as a game containing AI-generated material that players encounter. The relevant question is whether AI generated content for the game or its marketing that falls within Steam’s disclosure requirements, not simply whether AI appeared somewhere in the production process.

That distinction matters because “AI-made” can describe very different things, from a tool that helps with routine development tasks to generated assets visible in a finished game. Steam’s disclosure is about the latter kind of player-facing content, subject to the current form’s wording. It is not a general ban on AI use.
Why Tim Sweeney says the labels are harmful
Sweeney, whose company Epic Games makes Fortnite, argues that a Steam label could discourage players and create a target for people hostile to AI use. In a June 2026 interview, he described AI’s useful role in development as reducing routine work, then criticized the storefront disclosure:

These are Sweeney’s views, reported by Tom’s Hardware on 25 June 2026. The label’s existence and the possibility of player reaction do not, by themselves, demonstrate that it causes a game to lose sales, wishlists, or reviews. No verified publisher statistic in the sources reviewed establishes that causal effect.
How Steam’s and Epic’s storefront approaches differ
The broad difference reported by the UK House of Commons Library is that Steam requires disclosures for specified AI-generated content, while the Epic Games Store does not require a similar disclosure. That comparison concerns storefront disclosure rules, not every AI policy or tool the companies may have.

What the dispute means for players and developers
For players, a disclosure is information about a game’s AI-generated content; it does not tell you by itself how much AI was used, whether the content is good, or whether the game is worth playing. For developers, the practical issue is whether their player-facing generated content falls within Steam’s current disclosure requirements. The policy does not equate every use of an AI-assisted workflow with a label.
The argument is therefore about what players should be told and how a storefront should present that information—not evidence that a particular label has already doomed a game. Sweeney favors avoiding the label because he sees a risk of stigma; Valve’s policy provides disclosure on the store page and addresses illegal content in live-generated AI through a reporting mechanism.
