Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The Entertainment Software Association (ESA) has asked the U.S. Trade Representative (USTR) to include the pseudonymous voices38 operation on its 2026 Notorious Markets list, arguing that its Denuvo-related cracks enable piracy downstream. That is an industry request, not a government designation: USTR makes the final decision, and as of TorrentFreak’s October 12, 2026 report, it had not announced which recommendations would be adopted.
What ESA asked USTR to do
In comments submitted on October 7, 2026, the ESA recommended that USTR identify voices38 as a notorious online market during the agency’s 2026 review of markets associated with counterfeiting and piracy. The request appears among the trade group’s broader comments on piracy-related activity. Its other recommendations address separate subjects, including game repackers, torrent and coordination sites, digital-goods marketplaces, cheat sellers, and handheld devices allegedly sold with unauthorized game libraries; those are not the voices38 allegation. TorrentFreak’s October 12 report describes the request and the status of the review, while ESA’s submission sets out the group’s arguments.

ESA’s filing is advocacy, not an official USTR finding or a court ruling. The recommendation does not mean voices38 has already been placed on the list, nor does the filing by itself establish the allegations as independently verified facts.

Why ESA says voices38 is different from a piracy storefront
An upstream source, not necessarily a place to download games
ESA characterizes voices38 as a persistent operation that develops and releases cracks, particularly for games protected by Denuvo Anti-Tamper. In the group’s account, those cracks make protected games usable without authorization. Other actors and services—including repackers, torrent indexes, cyberlockers, peer-to-peer networks, direct-download services, and forums—can then distribute the resulting unauthorized copies.

- Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
- Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
- Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
- Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
That distinction is central to ESA’s case: it argues that an operation can be a significant part of a piracy market without running a storefront or hosting complete game files. ESA describes voices38 as an upstream supplier whose releases can make downstream distribution possible.
ESA’s argument about the scale of the activity
Citing Reddit’s r/CrackWatch index, ESA says approximately two dozen games had been cracked or bypassed by voices38. It also says at least nine of its member companies use Denuvo Anti-Tamper for PC games. These are figures and characterizations presented by ESA in its 2026 submission, rather than measurements independently established by USTR.

ESA’s submission puts the argument this way: “Each crack therefore unlocks an entire downstream market for an unauthorized copy of that title. For a title that no other actor has made usable, but for Voices38’s crack there would be no functioning pirated copy for those markets to offer.” The statement reflects ESA’s position on the role of a crack; it is not a finding by the U.S. government.
What a listing could mean—and what it would not establish
ESA says designation could focus attention on identifying the operator, preserving evidence, disrupting distribution accounts and donation channels, and coordinating action across the forums, repositories, hosting services, peer-to-peer infrastructure, and other intermediaries it says are used to seed releases. In the filing, the group writes: “Designation would focus attention on identifying the operator, preserving evidence, disrupting distribution accounts and donation channels, and coordinating action across the forums, repositories, hosting services, peer-to-peer infrastructure, and other intermediaries used to seed each release.”

A place on the Notorious Markets list would be a USTR designation within its review process; it should not be confused with a court judgment or proof that every claim in a stakeholder submission has been established. The request is also not a statement that USTR has already taken the actions ESA describes. As of the October 12, 2026 report, the agency had yet to decide which recommendations would appear on the final list.

ESA’s comments also include estimates concerning FitGirl, a separate nomination in the same submission. The group estimated 15,484,145 users detected in peer-to-peer swarms between March and August 2026 and an estimated lost value of $1,083,735,308.55. ESA’s footnote says it calculated that value by applying a $69.99 MSRP to each detected user. That is ESA’s estimate—not independently verified actual losses—and it concerns FitGirl, not voices38. ESA separately claimed that zero links were removed after its notices to FitGirl between August 2025 and August 2026.
