GTA VI is set in Vice City, a fictional city in the fictional state of Leonida, and the series has a stated creative reason for staying American. Former Rockstar co-founder Dan Houser explained that the franchise’s identity is bound up with America’s Americana, guns, and outsized characters, while Rockstar North co-head Rob Nelson gave a GTA VI-specific reason for returning to Florida. What the available sources do not establish is a company pledge that every future GTA will stay in the US. The pattern makes an American setting likely, but it is a forecast, not an announced policy.
What Rockstar has confirmed about GTA VI’s setting
The official Rockstar Games page for GTA VI describes “Vice City, USA” and a criminal conspiracy that spans the state of Leonida. The same page identifies PlayStation 5 as a platform. Take-Two Interactive’s official announcement says the game heads to Leonida, “home to Vice City and beyond,” and quotes Rockstar founder Sam Houser:

Those statements are the only current official word on the setting. They confirm the location of GTA VI and nothing about the setting of any later game.

Dan Houser: why the series is about America
Dan Houser, a Rockstar co-founder and longtime writer, gave the clearest creative explanation for why full GTA games have stayed in the United States. In his words:
“For a full GTA game, we always decided there was so much Americana inherent in the IP, it would be really hard to make it work in London or anywhere else. You needed guns, you needed these larger-than-life characters—it just felt like the game was so much about America, possibly from an outsider’s perspective, but that was so much about what the thing was that it wouldn’t really have worked in the same way elsewhere.”
Three elements carry his argument: the American cultural material the satire draws on, gun-based gameplay, and characters who are larger than life. Houser’s view is a former insider’s assessment, and PC Gamer reports that he left Rockstar in 2020. It describes the franchise’s logic as he understood it, not a current official statement.

Why Miami, New York, and Los Angeles keep recurring
Houser also explained the recurring city choices. Discussing why “GTA kept coming back to Miami, New York, Los Angeles,” he pointed to a combination of glamour, underbelly, immigrant communities, and enormous wealth. Each city offers a contrast between a polished public image and a criminal or working-class underside, which is the tension GTA games are built around. Hitmarker and PC Gamer both reported these remarks.

Rob Nelson, Rockstar North co-head, gave the GTA VI-specific explanation in a Famitsu interview. The English text below is from a GTAVice.net translation, not an official Rockstar transcript:
“Modern-day Florida and Miami have an enormous variety of people, lifestyles and areas. They have tremendous character and a great deal of appeal. After Liberty City and Los Santos, the idea quickly came together that we simply had to return to this place in the modern day.”

Nelson’s reasoning is about the present day. Where Houser’s argument concerns the franchise’s identity, Nelson’s concerns how much variety a modern Florida setting offers, and it explains the return to the state after the series’ earlier cities.
Cities Rockstar reportedly considered
Obbe Vermeij, a former Rockstar technical director, has recalled that the studio considered settings including Rio de Janeiro, Moscow, Istanbul, and Tokyo. He suggested that when a game takes many years and a large investment, a familiar American city can feel like a safer choice, because players already have a mental image of it.

Will future GTA games stay in the US?
The historical pattern is strong. The series has been built around American cities, and Houser’s argument ties the identity of a full GTA game to American material. That gives a reasoned basis for expecting future installments to follow the same pattern.
A reason is still not a commitment. Houser’s comments are a former co-founder’s view, Vermeij’s are a retrospective account of unrealized concepts, and Nelson’s concern GTA VI. No source reviewed contains a Rockstar statement that all future GTA games will be set in the United States, and no future location has been announced.

A sales figure that does not explain the setting
Take-Two’s 2023 announcement said Grand Theft Auto V “has sold over 190 million units to date.” That is a company-reported figure as of 2023, not a current total, and it says nothing about why Rockstar chooses American settings. No source reviewed offers a named statistic that explains the setting choice, so none should be used to imply one.
How readers are asking the question
The three questions readers most often phrase are “Why is GTA 6 set in Vice City?”, “Why are GTA games always set in America?”, and “Will future GTA games ever be set outside the US?” The first two have direct answers in the sources above. The third has the answer already given in the forecast section: a plausible pattern, with no company commitment behind it.
For GTA VI itself, the physical release is Grand Theft Auto VI for PlayStation 5, which is the platform named on Rockstar’s official page.
