Haxorus has a strikingly high 147 Attack, is Dragon-type, and evolves from Axew through Fraxure. Those traits can make it feel comparable to Pokémon commonly called pseudo-legendaries. But perceived strength, type, or place in an evolution line does not change the reported 540 total.
People may also use informal definitions that mention evolution-line length or the level at which a Pokémon evolves. The available evidence does not establish one authoritative checklist for those traits, so they are less reliable as a definitive test than the commonly cited stat-total comparison.
