Why the wait can be long
The spawn-selection detail cited by the Terraria Wiki for Desktop version 1.4.5.8 describes a 1-in-7 roll to select a Demon variant, followed by a 1-in-10 roll to replace that Demon with a Voodoo Demon. Multiplying those conditional rolls gives 1 in 70, but it is not a reliable overall spawn rate: earlier spawn-selection branches can preempt them, so the actual frequency is lower and variable. A long wait alone does not show that the game is broken.
This figure is specific to the cited Desktop 1.4.5.8 code reference. It should not be assumed to apply unchanged to other platforms or Terraria versions. Calamity documents a craftable Voodoo Demon Voodoo Doll that blocks nearby Voodoo Demon spawns. Check whether that item’s spawn-blocking effect is active near your search area.
