Why did Steam remove adult games from sale?
Valve told PC Gamer on July 18, 2025 that it had been notified that certain games on Steam “may violate the rules and standards set forth by our payment processors and their related card networks and banks.” Valve said it was retiring those games from sale because losing payment methods could prevent customers from purchasing other games and content on Steam.

This is Valve’s explanation for the removals, not an independently documented account of every processor’s position. Contemporary coverage also reported that Mastercard denied directing restrictions on lawful transactions. The available accounts do not establish all private communications between Valve and its payment partners.
What do Steam’s rules say about adult content?
Steam’s developer onboarding guidance bars content that may violate the rules and standards of Steam’s payment processors, related card networks and banks, or internet network providers. It specifically mentions “certain kinds of adult only content.” The rule is broad and partner-dependent; the guidance does not list every covered category.

Valve’s Content Survey guidance asks developers to disclose mature content. Valve says the survey and pre-release review are intended to enforce legal limits, respect developers’ creative freedom, and meet customer expectations. Disclosure does not exempt a game from the rules: Steam says products must comply whether or not content is reported in the survey. Developers must also disclose adult content included in uploaded builds even when it is inaccessible or does not appear during normal play.
What is known—and not known—about the delistings?
- Scale: Contemporaneous reporting described hundreds of games being removed, but no authoritative Steam-published total or complete list has been established. The exact number and affected titles should not be treated as verified.
- Existing purchases: Valve described retiring games from sale. That wording does not establish that players who had already bought a title lost access to it; Valve’s reported statement did not promise or describe such a library removal.
- Developer response: Valve said it was directly notifying affected developers and issuing app credits for a future game they might distribute on Steam.
- Regional status: The available sources do not establish the status of every affected title in every region.
How to read Valve’s explanation
Two separate things are at issue: Steam’s standing content rule and Valve’s stated reason for applying it to particular games. The published rule identifies payment-processor, card-network, bank, and internet-provider standards as constraints, especially for some adult-only content. Valve’s reported statement says it acted after receiving notice about certain games and to protect payment availability across the platform. Neither account identifies every affected title or reveals all partner communications.

Likewise, a reported count and a confirmed inventory are not the same. “Hundreds” conveys the scale used in contemporary coverage; it should not be converted into a precise figure or a complete list.
