Usually, a windmill won’t activate because enemies are still nearby, Aiden can’t complete the climb with his current stamina, or you haven’t reached the circuit box at the top. If you mean assigning a district to a faction, that is done at a water tower or electrical station—not at the windmill. The Old Villedor Master Windmill is a special case: it is already active from the start.
Check these blockers in order

Clear enemies around the windmill
Look beneath and around the structure for enemies before trying the circuit box. PowerPyx’s windmill walkthrough notes that nearby enemies can prevent activation.

Make sure Aiden has enough stamina
Some windmills require more stamina than Aiden has early in the game. If you cannot finish the climb, collect Inhibitors and upgrade stamina before returning. PowerPyx says each stamina upgrade takes three Inhibitors; its guidance is from a 2022 walkthrough, not a guarantee that every windmill has the same requirement.

Finish the parkour route and reach the interaction point
Windmills are climbing challenges. Follow the structure’s route all the way up, then look for the circuit box or activation point. Reaching the base, or getting partway up, is not the same as completing the activation.

Are you trying to activate the windmill or assign a faction?
Activating a windmill opens its safe-zone or settlement function. It does not let you choose which faction controls the district. District alignment is determined by assigning a facility such as a water tower or electrical station; nearby faction structures reflect that alignment. The Windmills entry on the Dying Light Wiki describes this distinction.
Check whether it is the Old Villedor Master Windmill
The Old Villedor Master Windmill is already active at the beginning of the game. It is not a normal windmill activation, and it cannot be used to change Trinity’s district alignment. If this is the windmill you mean, look for a different windmill for the climb-and-activate activity.

If the prompt is still missing
After clearing enemies, completing the climb, and confirming the location, the available guides do not establish a windmill-specific fix for a missing interaction prompt. They also do not show that reloading, reaching a particular story point, or assigning a faction will necessarily resolve it. Treat a bug as possible, but the sources do not identify a confirmed cause or fix for your particular save, platform, or game version.
