Check the game’s unlock condition and privacy first, then reconnect if you played offline. If the condition was met and the achievement still has no Steam record, the game’s developer may need to investigate how that title submits achievements.
First, identify where the achievement is missing
Steam achievements are tied to a specific game application and the player’s Steam account. An achievement missing from one place does not necessarily mean it failed to unlock.

Steamworks says achievements are specific to an application. Community display also has release and visibility conditions; it may not show achievement information before those conditions are met. Steamworks: Stats and Achievements and Steamworks: Community
Check whether it is hidden or still locked
Hidden achievements are intentionally absent from a user’s Community page until they are earned. A missing entry therefore does not, by itself, show that Steam failed to record an unlock. Compare what happened in the game with the achievement’s exact condition; some conditions may require a particular mode, difficulty, or sequence of actions.

Steamworks explains hidden achievements in its Stats and Achievements documentation. The game’s own description is the relevant guide to what you must do to earn one.
Check whether the game is private
If the achievement is missing specifically from your profile or friends’ activity, check the game’s privacy status. Steam Support says marking a game private hides its achievements from profile showcases and hides related game activity from friends’ Activity feeds. That privacy behavior concerns visibility; it does not establish that the game failed to register an achievement.

If you played offline, reconnect and let Steam update
Steam’s Offline Mode disables client features that require a connection. Steam recommends starting a game online first to check for updates and installation requirements. Reconnect to Steam, let any available update finish, and launch the game again to check whether the achievement appears.

Steamworks says Steam keeps a local cache of achievement and stat data so the APIs can be used in offline mode, and that data that could not be committed can be saved until the next online session. This is not a guarantee that every game records offline progress or successfully submits it later; how a title handles progress depends on its implementation.

Keep Steam Cloud sync separate from achievement unlocking
Cloud synchronization and achievement recording are different systems. Steam Support says offline play delays Cloud synchronization until you go online. A Cloud status can help explain a delayed save sync or a save conflict, but the cited guidance does not say that Cloud syncing unlocks Steam achievements.

If you met the game’s stated condition, checked that the achievement is not merely hidden or absent from a private profile, and reconnected after playing offline, contact the game’s developer or support team. Include the achievement name, what you did to meet its condition, whether you played offline, and where it is missing.

Steamworks documents an implementation path in which a game calls SetAchievement and then StoreStats to submit an unlocked achievement. A developer can investigate whether that title’s achievement logic and submission path behaved as intended. This does not establish that the developer is at fault in any individual case.
