We are competing more and more with everything from TikTok to movies.” Booty also said, “We are all seeking to meet people where they are,” referring to releasing Halo on a competing platform. The phrase “bigger competitor” is best read as a strategic framing, not a formal ranking of market rivals. PlayStation competes with Xbox as a gaming platform; TikTok and movies compete for people’s time and attention in other forms of entertainment. The available reporting does not establish that audiences are interchangeable or that people are choosing TikTok instead of Xbox in measurable numbers.

Why Xbox would put Halo on PS5
The immediate context was the announcement that Halo: Campaign Evolved would be available on PS5. GameSpot reported that Xbox hoped to bring more players into its ecosystem by making flagship games available to a wider audience. A game on rival hardware can reach people who do not own an Xbox console, while still serving Xbox’s broader games-and-services strategy. The reported comments do not establish that this was the release’s only rationale.

This also explains why “meet people where they are” matters to the quote: if Xbox sees its competition as a wider contest for entertainment attention, reaching players on more devices is one way to make its games available where those players already choose to play.
How Xbox’s wider strategy fits the remark
In an official Xbox business discussion in 2024, Booty said large games such as Roblox and Fortnite could be bigger than any one platform, describing a shift from a model where the platform itself was the main draw. He also discussed Xbox’s commitment to its platform and Game Pass alongside a goal of bringing more games to more players. Xbox’s business update places hardware, services and game reach within the same strategy.

Booty described cross-play and cross-save as ways to let people play with friends on the devices they choose. Phil Spencer said Xbox intended to support play across multiple places, including through cloud gaming and content. He called Xbox hardware a “critical component” while recognizing that not every Xbox player would use Xbox-built hardware. Taken together, those statements describe a strategy in which hardware remains important but is not the only route to Xbox games or communities.

Is Xbox giving up on consoles or exclusives?
The TikTok remark alone does not show that Xbox is abandoning console hardware or ending exclusives. Booty was describing a broad competition for attention; Xbox’s 2024 statements explicitly maintained hardware’s importance while also emphasizing games on more devices. The Halo announcement is evidence of a game reaching PS5, not proof that every Xbox game will follow or that Xbox will stop making consoles.

Those are separate questions from whether Xbox is widening distribution for selected games. The available statements establish an interest in meeting players on their chosen devices, but do not supply a complete future release policy.
Xbox has framed competition broadly before
In 2020, Phil Spencer identified Amazon and Google as future competitors in a discussion focused on cloud gaming and broadening access to games. That earlier framing shows Xbox leadership has looked beyond console manufacturers before, but it came in a different moment and context; it does not prove the same companies or priorities remain unchanged. A counterargument: games and short videos may not compete in the same way
Mike Ybarra, former Blizzard president and former Xbox corporate vice president, offered a different view in 2025. He argued that gaming competes for time differently from short-form video because games tend to be longer experiences and the audiences do not completely overlap. That is an opinion, not a measured rebuttal: the cited comments establish competing interpretations, not comparative screen-time data or audience substitution.
