The file is associated publicly with Adobe Lightroom, Lightroom Classic, and Photoshop Elements 12. Adobe applications keep it in their own installation folders, including paths such as:

The procedure-entry-point error is particularly important. It does not mean that downloading a newer copy of wichitafoundation.dll will solve the problem. It normally means the DLL and another Adobe component do not belong to the same release.
Fix 1: Update the Adobe application
Updating is the safest repair for a current Lightroom or Lightroom Classic installation because it replaces incomplete or mismatched application files with a consistent Adobe release.

- Close Lightroom, Lightroom Classic, Photoshop Elements, and other Adobe applications.
- Restart Windows.
- Open the Adobe Creative Cloud desktop application.
- Sign in if prompted.
- Select Apps.
- Find Lightroom or Lightroom Classic.
- Select Update if it is available.
- If the application is not installed correctly, select Install instead.
- Wait for the installation to complete, then restart Windows again.
- Launch the Adobe application.
The repair worked if the application opens without the original wichitafoundation.dll message. Open an existing catalog or project only after confirming that the application itself starts.
If Creative Cloud reports an installation failure, note the exact error, restart Windows, and repeat the installation. If the same DLL error returns, continue with a complete uninstall and reinstall rather than copying individual files.
Fix 2: Uninstall and reinstall Adobe completely
A clean reinstall is the most reliable fix when the file is missing, the entry point is absent, or an old Adobe release has been mixed with newer files.
Before uninstalling Lightroom, back up your catalogs and photographs. Removing the application should not require deleting them, but application removal is not a substitute for a backup.

For current Creative Cloud applications
- Close all Adobe applications.
- Open Creative Cloud.
- Select Apps.
- Find the affected Adobe application.
- Select the three-dot menu beside it.
- Choose Uninstall.
- Keep personal settings or remove them according to the on-screen choices. If you have customized settings that matter, preserve them.
- Restart Windows.
- Open Creative Cloud again.
- Select Apps, find the Adobe application, and choose Install.
- Start the application and test it before restoring optional plug-ins or custom components.
For older standalone Lightroom installations
Open Control Panel, select Programs and Features, select Adobe Lightroom [version], and choose Uninstall. Restart Windows, then reinstall using the correct Adobe installer for that release.
Older standalone products require special care. Lightroom 6 is discontinued and is not available for purchase through Adobe’s current store workflow. A current Creative Cloud installation may not repair a discontinued standalone copy. Use the supported installer you legitimately received for that exact release, and do not mix its files with a newer Lightroom installation.
The reinstall worked when the new application directory contains the file and the application starts normally. If the error remains, compare the full path shown in the error with the path of the newly installed application. A reference to an old Adobe folder often indicates a duplicate installation or a stale shortcut.

Fix 3: Check for incompatible duplicate Adobe files
An entry-point error such as AgTransitCargo_pushTransitCargo could not be located indicates incompatible Adobe components.
Check for duplicate Adobe folders under:
C:Program FilesAdobeC:Program Files (x86)Adobe- Any custom folder selected during an older installation
Do not combine files between these folders. Do not copy wichitafoundation.dll from one Lightroom installation to another. Remove the affected application through its normal uninstaller, restart Windows, and install one complete matching release.
If the error dialog names a specific path, that path is useful evidence. A file under an old Lightroom directory may be loading before the current installation because of a shortcut, service, plug-in, or leftover application entry.
Fix 4: Check antivirus quarantine
Security software can quarantine or block an Adobe DLL. This is a possible cause, not proof that the file is safe.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving the Adobe installation folder or
wichitafoundation.dll. - Do not restore the file blindly.
- First update Windows Security and run a scan.
- If the Adobe installation is from a legitimate Adobe installer and the detected file matches that installation, follow your security software’s documented restore process.
- Repair or reinstall Adobe after restoring it.
- Add an exclusion only if you understand the security impact and the file has been verified.
If the file repeatedly disappears after reinstalling, leave the application closed and investigate the quarantine event. A file removed again immediately is not repaired by repeatedly downloading replacements.

Fix 5: Repair the Microsoft Visual C++ dependency only when named
wichitafoundation.dll is not a Microsoft Visual C++ runtime file. Repairing Visual C++ will not replace it.

Download the supported Microsoft Visual C++ Redistributable from Microsoft’s official documentation, then install the package matching the Adobe application’s architecture. The available packages include x64, x86, and ARM64. The architecture must match the application, and older redistributables can remain installed side by side.

- Restart Windows.
- Launch the Adobe application.
- If the same Adobe DLL error remains, repair or reinstall Adobe. The runtime package is not a replacement for the Adobe component.
Fix 6: Repair Windows components when other programs are also failing
Use Windows repair commands only when there are broader signs of operating-system corruption, such as several unrelated applications failing or the Adobe installer itself refusing to work.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
DISM repairs the Windows component store. SFC checks protected Windows files. Neither command normally restores an Adobe-private DLL, so a successful scan does not eliminate the need to reinstall Lightroom or Elements.
Repeating SFC and DISM without knowing what changed makes troubleshooting harder. Outbyte PC Repair can scan for related Windows issues and show what it finds, while its repair functions require the full version; reinstalling the Adobe application remains the definitive fix for this file.
If DISM or SFC reports that it could not complete, record the message and address the Windows problem before attempting another Adobe installation.
Fix 7: Check permissions, storage, and architecture
A damaged drive, blocked folder permission, or incompatible application build can prevent Adobe from loading its own library.
Check the file path shown in the error:
- Open File Explorer.
- Browse to the Adobe application folder.
- Confirm whether
wichitafoundation.dllis present there. - Right-click the Adobe application folder and select Properties.
- Open the Security tab and confirm that your Windows account can read and execute files in the folder.
- Check the drive for errors if other files are also disappearing or becoming unreadable.
- Run a malware scan if the file was modified or removed unexpectedly.
Do not mix 32-bit and 64-bit Adobe files. Installing a 32-bit runtime beside a 64-bit application, or copying a DLL from a different architecture, does not create a compatible installation.

Device Manager is not normally a repair tool for this file because wichitafoundation.dll belongs to an Adobe application, not a hardware driver. If Adobe fails only after a graphics-driver update and other graphics applications also malfunction, update the display driver from the computer or graphics-card manufacturer’s official source.
When several driver versions must be checked manually, Outbyte Driver Updater can scan and identify stale drivers; its driver installation features require the full version. A driver update does not replace the Adobe DLL, so reinstall Adobe if the error names this file directly.
What not to do
Do not download the DLL from a random website
Standalone DLL downloads are risky because the file may contain malware, belong to a different Adobe release, or use the wrong architecture. Even a genuine-looking file may leave the actual dependency or version mismatch unresolved.
Use Adobe Creative Cloud or the correct Adobe installer for the product and release instead.
Do not copy it into System32 or SysWOW64
System32 and SysWOW64 are Windows system directories. Adobe application libraries normally belong in the Adobe application’s own folder. Copying the file into a system directory can cause the wrong program to load the wrong version and can create security and maintenance problems.
Do not run regsvr32 as a generic fix
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. There is no reliable indication that wichitafoundation.dll is a COM server that should be registered.
Running:
regsvr32 wichitafoundation.dll
will not repair a missing Adobe installation and may produce another misleading error. Reinstall the owning Adobe application instead.
Do not delete catalogs or photographs
Uninstalling Lightroom should not require deleting catalogs, previews, or photographs. Back them up first, and remove only the application that is being repaired unless you specifically intend to remove its data.

FAQ
Is wichitafoundation.dll part of Windows?
No. Published application paths associate it with Adobe software, not Windows. It should not normally be placed in C:WindowsSystem32 or C:WindowsSysWOW64.
Which Adobe programs use it?
Public reports document Lightroom, Lightroom Classic, and Photoshop Elements 12. Other Adobe products may have used related components, but the owning application should be identified from the full path in the error.

The message can refer to a dependency required by the DLL. It can also result from an incomplete installation, blocked file, or incompatible Adobe components.
Will SFC restore the file?
Normally no. SFC repairs protected Windows files, not ordinary Adobe application files. Repair or reinstall the Adobe application.
Should I repair Visual C++ for every Wichita error?
No. Do so when the message names a Microsoft runtime DLL or reports a related runtime failure. Visual C++ does not contain wichitafoundation.dll.
What should I give Adobe support?
Provide the exact error text, Adobe product and release, full path shown in the dialog, Windows edition and architecture, recent update or migration details, and any antivirus quarantine history.
