Wild Zone 16 is Bleu Plaza, below Wild Zone 5 near the Rust Syndicate Office. Its reported Pokémon include Falinks, Medicham, Flaaffy, Froakie, Barbaracle, Starmie and Florges, plus an Alpha Ampharos. The guides consulted do not list item pickups for the zone, so there is no supported item list to provide.
Where to find Wild Zone 16 and how to unlock it
Nintendo Life places Wild Zone 16 at Bleu Plaza, directly below Wild Zone 5 and near the Rust Syndicate Office. It reports that the zone opens at Rank C after you defeat Corbeau. VGC also describes it as a late-game area unlocked after several main missions, but does not specify that same Rank C trigger.
Nintendo Life recommends being above level 42 before exploring. That is a guide recommendation, not an official entry requirement.

When to look for the fountain Pokémon
Barbaracle is the clearest night encounter: both guides associate it with nighttime. For Florges, check the fountain area during the day; VGC adds that the weather should be sunny.
Starmie is less consistent across guides. Nintendo Life reports a nighttime appearance near the fountain, while VGC reports rainy weather at any time of day. If it is absent, try the other reported condition and check the in-game time and weather rather than relying on one fixed window.

How to approach Froakie and catch Alpha Pokémon
The Pokémon Company International advises that Pokémon which flee when they notice you are easier to approach from cover or behind: “Some Pokémon will flee immediately if they spot you, so hide out of sight or approach from behind to make yourself harder to notice.” Froakie is specifically reported to flee when spotted, making a concealed approach a sensible first try.
The official gameplay overview also says lowering a Pokémon’s HP in battle makes it easier to catch. Alpha Pokémon are especially powerful and harder to catch, so take care before engaging one. These are general game mechanics, not zone-specific guarantees.
