A release that goes live at a single moment will carry a different calendar date in a time zone that is many hours ahead of the US, which is the most likely explanation for the July 9 and July 10 difference. The Xbox Store labels Wuthering Waves “Free+”, which means there is no upfront price for the base game. That label is not a promise that you will never spend money. The same listing says the game offers in-game purchases, including random items, so a free download can still include paid chances at items.
