Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Windows Update showing 100% is not proof that installation has finished. Windows may still be finalizing files, waiting for a restart, or unable to complete because of a service, connection, storage, cache, or system-file problem. Save your work, connect the PC to power and a reliable internet connection, restart normally, and then run the Windows Update troubleshooter. If the percentage remains unchanged, reset the update cache, repair the component store with DISM, run System File Checker, and retry the update in that order.
What “100%” means and whether you should restart
The percentage is a progress indicator, not a completion certificate. At 100%, Windows can still be applying pending actions, committing files, or preparing a reboot. Some updates do not finish until Windows restarts. Microsoft notes that many updates require a restart, and its troubleshooting guidance covers updates that appear stuck at both 0% and 100%.

If the desktop or update screen still responds, save open documents, close applications, connect the charger or mains power, and choose Start > Power > Restart. Do not repeatedly interrupt a machine that is actively restarting or showing a normal “working on updates” phase. After Windows loads, open Windows Update and select Check for updates. A restart is a normal part of the process; it does not by itself erase the update.
If the interface is completely unresponsive, allow the device to remain connected to power and avoid disconnecting external storage while you determine whether it is still working. A forced shutdown should be a last resort because interrupting servicing can leave Windows in a pending state. Once you can boot again, continue with the checks below rather than repeatedly restarting.

Why an update can stop at 100%
- Pending restart or finalization: the download and installation percentage can reach 100% before the final reboot and cleanup complete.
- Windows Update service trouble: Background Intelligent Transfer Service (BITS) or the Windows Update service can stop responding.
- Corrupted update cache: damaged data in SoftwareDistribution or Catroot2 can make Windows reuse an incomplete package.
- Component-store or protected-file corruption: servicing files used to install updates may be inconsistent.
- Connection problems: Windows can need Microsoft Update servers to retrieve additional files or verify a package.
- Insufficient storage: an update or feature upgrade may need more free space than the downloaded package itself.
- Manual-package mismatch: a package for a different Windows edition, processor architecture, or prerequisite servicing level can fail even when the download appears complete.
Use the low-risk checks first
1. Protect your work and establish a stable setup
- Save personal files and close programs.
- Connect a laptop to AC power.
- Use a stable internet connection; avoid switching networks during the retry.
- Disconnect unnecessary USB devices, docks, external drives, and other hardware if the problem continues. Keep essential keyboard, mouse, display, and network equipment connected.
- Back up important personal files before advanced repair. A USB flash drive is one possible backup destination; it is not a cure for the stuck update.
2. Restart and check again
Use Start > Power > Restart. After sign-in, go to the Windows Update page and select Check for updates. If the same update completes, no further repair is needed. If it returns to 100% and stops again, continue instead of cycling through restarts.
3. Run the Windows Update troubleshooter
Use the path that matches your Windows edition:
| Windows version | Settings path | What to do |
|---|---|---|
| Windows 11 | Start > Settings > System > Troubleshoot > Other troubleshooters | Find Windows Update, select Run, apply any recommended correction, then restart and check for updates. |
| Windows 10 | Start > Settings > Update & Security > Troubleshoot > Additional troubleshooters | Select Windows Update, run the troubleshooter, apply its recommendations, restart, and check again. |
The troubleshooter can identify common service, configuration, and update-database problems without changing system folders manually. If it reports that it could not resolve the issue, record the message and proceed to the cache reset.
Reset the Windows Update cache
Use this procedure when a restart and troubleshooter do not clear the 100% state. It requires an administrator account. The commands stop the update services, rename their data folders, and start the services again so Windows can create fresh update data. Renaming preserves the old folders until Windows proves it can rebuild them.

- Open Start, type
cmd, right-click Command Prompt, and choose Run as administrator. Approve the User Account Control prompt. - Run each command separately and wait for its completion message before entering the next one:
net stop bits net stop wuauserv ren %systemroot%softwaredistribution softwaredistribution.bak ren %systemroot%system32catroot2 catroot2.bak net start bits net start wuauserv - Close Command Prompt and restart Windows.
- Return to Windows Update and select Check for updates.
If a stop command says the service is not running, continue with the remaining commands. The folder-rename commands must be entered from an elevated prompt and only after the related services have been stopped. Do not delete the renamed folders while troubleshooting; they provide a rollback point and may contain useful diagnostic data.
Repair Windows components with DISM and SFC
Use these tools when the cache reset fails, update errors recur, or Windows reports damaged component files. Keep the computer connected to the internet. Microsoft says DISM repair works best when connected to Microsoft Update so it can obtain missing or corrupted files.
Run DISM first
- Open Command Prompt as administrator again.
- Enter
DISM.exe /Online /Cleanup-image /Restorehealthand press Enter. - Wait for the operation to finish. Progress can pause for a while; do not close the window or restart during the operation.
DISM repairs the Windows component store that servicing uses. A successful completion message means the command finished, not that every future update is guaranteed to install.

Run System File Checker second
- In the same elevated Command Prompt, enter
sfc /scannow. - Wait until verification reaches 100%. Do not close the window while SFC is scanning.
- Restart Windows when the command completes.
- Open Windows Update and check again.
Running SFC before DISM can leave SFC without a sound component source. The DISM-then-SFC order gives protected-file repair the best available local foundation. If DISM reports pending actions, restart as requested and run the command again before retrying the update.
Check free storage before another attempt
Open Settings > System > Storage in Windows 11, or Settings > System > Storage in Windows 10, and inspect the system drive. Microsoft’s stuck-at-0%-or-100% guidance lists these minimum free-space figures for an upgrade:
| Upgrade architecture | Free space listed by Microsoft |
|---|---|
| 32-bit | At least 16 GB |
| 64-bit | At least 20 GB |
Those figures apply to the upgrade guidance and are not a promise that every individual update needs exactly that amount. Remove or move files only after confirming that they are backed up. Windows’ temporary-file cleanup can recover space, but do not delete folders manually from the Windows directory.

If you downloaded an update package manually
A package obtained outside the normal Windows Update flow can fail because it targets a different edition, processor architecture, or servicing baseline. Before retrying, verify:
- the installed Windows edition, such as Home or Pro, matches the package;
- the architecture is correct, such as 32-bit or 64-bit;
- required servicing-stack or other prerequisite updates are installed;
- the package applies to your Windows release and build.
Microsoft’s servicing guidance specifically calls out edition, architecture, and prerequisite checks for manual packages. If any of these do not match, obtain the package intended for the installed release rather than repeatedly running the same file.

When built-in repair still fails
Repeat the Windows Update check only after the preceding command or restart has completed. If the same update remains at 100% after the troubleshooter, cache reset, DISM, SFC, storage check, and package verification, document the exact update name and any displayed error code. Keep personal files backed up before making larger changes.

A repair-installation or clean-installation path is more disruptive than the built-in fixes. Microsoft provides Windows installation and clean-installation tools; use the edition and architecture that match the device, and read the data-loss implications before proceeding. A clean installation can remove applications, settings, and files, so it should be considered only after backup and after less-destructive options have been exhausted. Installation or recovery media normally requires a USB flash drive with enough capacity for the selected media; the drive is a delivery method, not a guaranteed solution to the 100% symptom.
Windows 10 lifecycle warning
Microsoft states that free Windows 10 Windows Update software updates, technical assistance, and security fixes ended on October 14, 2025. A Windows 10 computer can still display an update problem, but the end-of-support date changes what assistance and security servicing are available. Microsoft recommends moving to Windows 11 when the hardware and edition meet its requirements. Check compatibility and back up data before planning an upgrade.
Quick Recap
Manual-fix checklist
- Save work, connect power, use stable internet, and back up important files.
- Restart normally and check Windows Update again.
- Run the Windows Update troubleshooter using the path for Windows 11 or Windows 10.
- From an elevated Command Prompt, stop BITS and Windows Update, rename SoftwareDistribution and Catroot2, restart the services, reboot, and retry.
- Run
DISM.exe /Online /Cleanup-image /Restorehealth, wait for completion, then runsfc /scannowand wait for verification to reach 100%. - Confirm available storage, using Microsoft’s 16 GB (32-bit upgrade) and 20 GB (64-bit upgrade) figures as the upgrade baseline.
- For manual packages, verify edition, architecture, and servicing prerequisites.
- Use repair or clean-installation media only after backup and only when the less-disruptive sequence has failed.
