“The code execution cannot proceed because winrsmgr.dll was not found.” Similar messages include “winrsmgr.dll is missing,” “could not be loaded,” and “is corrupted.” winrsmgr.dll is a genuine Microsoft Windows component named WSMan Shell API, part of Windows Remote Management (WinRM), not a Visual C++ runtime, DirectX file, or ordinary game library.
Which fix applies to you
Use this list to choose the right path:
- The file is missing from Windows or several management features fail: install Windows updates, then run DISM and SFC.
- The error began after an update, upgrade, cleanup, or failed repair: complete servicing and repeat the Windows repair commands.
- Windows Security recently quarantined a file: inspect Protection history before restoring anything.
- The error affects one application only: identify that application, update or repair it, and check whether it bundles an incompatible private copy.
- You use Windows 7, Windows 8.1, or an older Windows Server release: install the correct official Windows Management Framework package.
- The file exists in an unexpected folder: verify its Microsoft signature and do not replace it blindly.
- SFC repeatedly reports unrepaired files: investigate disk or filesystem corruption and prepare for System Restore or an in-place repair.
What winrsmgr.dll does
WSMan Shell API supports WinRM client shell operations. These include creating a remote shell, running commands, sending input, and receiving output through the Windows implementation of the WS-Management protocol. Microsoft documents WinRM as a Windows component rather than a separate consumer application. Microsoft’s WinRM overview

Fix 1: Update Windows, then repair system files
This is the safest and most likely fix for a missing or corrupted copy.
Install pending updates
- Press Windows + I to open Settings.
- Select Windows Update.
- Choose Check for updates.
- Install every available update.
- Restart Windows, even if it does not immediately request a restart.
- Try the affected program or Windows feature again.
Windows servicing can restore a missing protected component. If the error remains, repair the component store and system files.
Run DISM and SFC
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- After DISM completes successfully, run:
sfc /scannow
- Wait until the verification reaches 100 percent.
- Restart the computer and test the affected program again.
Microsoft recommends running DISM before SFC because DISM can repair the component source that SFC uses. Microsoft’s SFC and DISM guidance
Success usually means SFC reports that it found no integrity violations or found corrupt files and successfully repaired them. If SFC says it could not repair some files, restart and run the same sequence once more.
When manually repeating DISM and SFC becomes difficult, Outbyte PC Repair can scan for system problems and show what needs attention; its free scan identifies issues, while repair features require the full version. It is optional, and Windows repair remains the correct first-line method.
Use a matching repair source if DISM cannot find files
If DISM reports that source files could not be found, Windows Update may itself be damaged. Use a Windows installation image or another repair source that closely matches your edition and build:
Recommended Free Tools
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with a real path containing a compatible Windows repair source. Do not copy that example path literally unless it exists. A mismatched source can fail or repair the wrong component.
After DISM completes, run:
sfc /scannow
Restart and test again.
Fix 2: Check whether WinRM is installed and running
WinRM is automatically installed with currently supported Windows versions. A disabled service does not normally make the DLL disappear, but checking the service can distinguish a WinRM configuration problem from a missing-file problem.
- Press Windows + R.
- Type:
services.msc
- Press Enter.
- Find Windows Remote Management (WS-Management).
- Check its status and startup type.
- If a program specifically requires WinRM, follow that program’s documented setup instructions before changing the service.
You can also inspect the service from an elevated Command Prompt:
winrm enumerate winrm/config/listener
If Windows reports that WinRM is not configured, that is different from winrsmgr.dll being missing. Do not use WinRM configuration commands as a substitute for DISM and SFC.

Fix 3: Check Windows Security Protection history
Antivirus remediation can remove or quarantine a legitimate system file, although an unexpected copy may also be malicious.
- Open Start and select Windows Security.
- Choose Virus & threat protection.
- Select Protection history.
- Look for an event involving
winrsmgr.dll. - Expand the detection and inspect its path, detection name, and action.
- Do not restore the file merely because its name looks familiar.
A legitimate system copy should normally be under the Windows directory and have a valid Microsoft digital signature. A copy in an application folder requires closer investigation. If Defender quarantines the file again after restoration, leave it quarantined, update Defender, and run a full scan.
After dealing with the detection, run DISM and SFC so Windows can restore the protected component from a trusted source.
Fix 4: Repair the application reporting the error
Although winrsmgr.dll belongs to Windows, an application can report the error when it requests WinRM or carries an incompatible private copy.
First identify the executable shown in the error:
- Note the program name in the error window.
- Check whether the error started after that program updated.
- Open the developer’s official settings or support page.
- Install the program’s latest compatible update.
- Use Settings → Apps → Installed apps.
- Select the program, choose the available Repair option, and test it.
- If Repair is unavailable or fails, uninstall the program.
- Restart Windows.
- Reinstall it using the developer’s official installer.
Do not replace winrsmgr.dll inside the application folder with a file copied from another computer. The program may be loading a private file rather than the Windows component, and the correct fix may be an application update.
If SFC reports that it repaired the file but the same program still fails, check the executable named in the message. It may have another missing dependency or may be searching its own directory first.
Fix 5: Install the correct legacy WMF package
This step mainly applies to older systems such as Windows 7 SP1, Windows 8.1, and older supported Windows Server releases. Windows Management Framework includes WinRM components, but WMF 5.1 is not the normal repair route for current Windows 10 or Windows 11.
Use Microsoft’s official WMF 5.1 download, then select the package matching the operating system and architecture:

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not register or download the DLL manually
regsvr32 is not a general missing-DLL repair command. It is intended for DLLs that expose registration entry points such as DllRegisterServer. There is no evidence that winrsmgr.dll is a self-registering COM component.
Do not run:
regsvr32 winrsmgr.dll
It may produce an entry-point or registration error without repairing Windows.
Avoid random DLL download websites as well. An isolated download can contain malware, have the wrong architecture, carry an incompatible build, or hide the underlying component-store damage. Microsoft does not provide a current public download page specifically for a standalone winrsmgr.dll.
The safe sources are Windows Update, DISM, SFC, a matching Windows installation source, and—on legacy systems—the official WMF package.
Check architecture and file signature
If you find copies of the file, verify rather than replace.
- Right-click the file.
- Select Properties.
- Open the Digital Signatures tab.
- Confirm that the signer is Microsoft and that Windows reports the signature as valid.
- Check the file location and compare it with the Windows directories above.
A 32-bit and 64-bit DLL are not interchangeable. Do not copy a file from another Windows release simply because the filename matches.

If SFC repeatedly reports that it cannot repair files, or other Windows files also disappear, the problem may involve filesystem or storage corruption.
Back up important data first. Then:
- Open Command Prompt as administrator.
- Run:
chkdsk C: /scan
- Follow any repair instructions Windows provides.
- Review the SFC result and, when needed, the CBS log for the affected component.
- Run DISM and SFC again after disk repairs.
If the system remains unstable, use System Restore:
- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Choose a restore point created before the error began.
- Follow the wizard and restart.
System Restore does not replace personal files, but it can remove recently installed drivers, utilities, or system modifications. Microsoft’s System Restore guidance
Driver and hardware-related cases
A driver does not normally supply winrsmgr.dll, so updating drivers is not a primary fix. Consider it only when the error began after a hardware change, system utility, or broader Windows instability.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the recent change.
- Right-click the device and choose Update driver.
- Select Search automatically for drivers.
- If the problem began immediately after an update, open Properties → Driver and choose Roll Back Driver when available.
- Restart Windows.
When checking many devices manually becomes time-consuming, Outbyte Driver Updater can scan and identify outdated drivers; its free scan shows the findings, while driver installation requires the full version. It is optional, and it should not replace Windows servicing for a missing system DLL.
If nothing repairs the file
If Windows Update, DISM, SFC, System Restore, and the appropriate legacy package do not resolve the error, use an in-place Windows repair installation or Windows recovery options. Back up important files first.
If the message names a specific application, reinstall that application from its official installer after confirming that Windows itself is healthy. If the file appears outside the Windows directory with an invalid signature, scan the system and investigate that file separately rather than copying a replacement over it.
FAQ
Is winrsmgr.dll legitimate?
Yes. It is the Microsoft WSMan Shell API component used by Windows Remote Management.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIs winrsmgr.dll a game or Visual C++ file?
No. It is not a Visual C++ redistributable, DirectX component, or known game library. A game or application may trigger the error while requesting Windows functionality, but that does not make the DLL part of the game.
Should I download winrsmgr.dll?
Normally no. Restore it through Windows Update, DISM, and SFC, or install the correct official WMF package on a legacy system.
Should I run regsvr32?
No. winrsmgr.dll is not established as a self-registering COM DLL, so registration is not an evidence-based repair.
Why does the error appear in only one program?
That program may be loading a private incompatible copy, may have damaged files, or may be the first application to use WinRM. Check the executable named in the error and repair the application after repairing Windows.
