Start with this diagnostic checklist
Before changing Windows, answer three questions:
- Which program shows the error? The strongest known association is Microsoft Publisher 2000 or an Office 2000 installation.
- When does it appear? Note whether it happens during startup, after an uninstall, following antivirus quarantine, or after moving the program to another PC.
- Is Windows 64-bit?
pubole9.dllis reported as a 32-bit Win32 application component. A 64-bit version is not a valid substitute.
pubole9.dll is an old OLE support component associated with Publisher 2000, not a normal Windows system file. The safest fix is to repair or reinstall the original Publisher or Office installation that placed it on the computer.
What pubole9.dll does
The file is commonly identified as “OLE 2.0 Support DLL.” OLE, or Object Linking and Embedding, was used by older Windows applications to insert and exchange objects such as text, pictures, spreadsheets, and other document content.

Available historical file metadata associates pubole9.dll with Microsoft Publisher 2000 Version 6.0 and reports it as a 32-bit component. Those details come from independent file records rather than a current Microsoft file manifest, so they should be treated as identification clues, not as a reason to download a replacement from a file repository.

The application that installed the file owns the repair. Windows cannot reliably reconstruct a missing Publisher component from its own system files.
What the error messages mean
You may see wording such as:
- “The program can’t start because pubole9.dll is missing from your computer.”
- “The code execution cannot proceed because pubole9.dll was not found.”
- “The specified module could not be found.”
- “Error loading pubole9.dll.”
- “pubole9.dll is either not designed to run on Windows or it contains an error.”
The wording points to different failure types:
- Missing or not found: The file was deleted, quarantined, never installed, or is outside the program’s expected folder.
- Could not be loaded: The file may exist, but Windows cannot load it or one of its dependencies.
- Not designed to run on Windows: The file may be damaged, the wrong architecture, incompatible with the application, or not actually a valid DLL.
- Wrong OLE DLLs: Historical Publisher setup problems could occur when related OLE files from another Office application could not be replaced while a program was still running.
A “specified module could not be found” message does not always mean the named DLL itself is absent. A dependency required by the DLL can also be missing.
Fix 1: Repair Publisher or Office from its original media
This is the most effective repair because setup restores the complete application environment, including shared files, registry entries, dependencies, and the correct versions of related OLE components.
If Office 2000 is listed in Windows
- Close Publisher, Word, and every other Office program.
- Press Windows + R.
- Type
appwiz.cpland press Enter. - Select Microsoft Office 2000.
- Choose Change, Change/Remove, or Uninstall/Change, depending on Windows.
- Select Repair Office.
- Insert the original licensed installation disc or provide its original installation source when prompted.
- Restart Windows after setup completes.
- Launch Publisher again.
Microsoft’s archived Office 2000 repair path uses Control Panel → Add/Remove Programs → Microsoft Office 2000 → Change/Remove → Repair Office. Current Windows may display slightly different labels.
If Publisher was installed separately
Use the original Publisher installer rather than an Office repair entry:
- Insert the licensed Publisher disc or mount its original installation image.
- Open the disc or image in File Explorer.
- Right-click the setup program and select Run as administrator.
- Choose Repair if the installer offers it.
- If repair is unavailable, choose Remove or uninstall Publisher from Apps or Programs and Features.
- Restart the computer.
- Run the installer again and select a complete installation.
- Apply any updates that are supplied with your legitimate installation package.
- Test Publisher before copying documents or custom templates back into the program folder.
If setup reports that a file is in use, restart Windows and try again before removing anything manually. A running Office process can prevent older OLE files from being replaced.
How to tell whether repair worked
The repair succeeded if Publisher starts without the pubole9.dll message and can open or create a document. If the same message returns, check the antivirus quarantine before repeating the installation.

Security software can remove old binaries because of age, reputation, packing, or suspicious behavior. A quarantine event does not prove the file was malicious, but restoring an unverified copy is unsafe.

- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving
pubole9.dllor the Publisher installation folder. - Open the event and record the detection name and affected path.
- Do not restore the file if the detection is unclear or the file came from an unofficial download.
- Scan the original Publisher or Office installation media.
- Repair or reinstall from that media instead of restoring a random standalone DLL.
If the file disappears again after a clean installation, run a full Microsoft Defender scan and inspect whether another security product is also active. Do not add a broad exclusion for the entire Windows or Office directory.
Fix 3: Reinstall instead of copying an old program folder
An old Publisher folder copied from another computer may contain some executable files but omit:
- shared Office components
- registry configuration
- installer records
- required dependencies
- the correct file paths
- licensing and setup information
Delete the copied installation only after backing up your documents, templates, and custom fonts. Then install Publisher or Office normally from the original licensed media.
Copying only pubole9.dll into the application folder can produce a different error because the program may then reach another missing dependency or encounter an incompatible file version.
Fix 4: Check 32-bit and 64-bit compatibility
The reported pubole9.dll component is 32-bit. That means it belongs with a 32-bit Publisher-era application and its 32-bit dependencies.
A 64-bit edition of Windows can generally run many 32-bit Win32 applications, but this does not make every old installer compatible. Some legacy setup programs contain 16-bit components that current 64-bit Windows cannot run natively.
To check your Windows architecture:
- Open Settings.
- Select System.
- Choose About.
- Read System type.
Do not replace the file with a 64-bit DLL. If the application itself is 32-bit, install or repair the matching 32-bit product.

- Right-click the installer.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose an older Windows version.
- Select Run this program as an administrator.
- Click Apply, then OK, and run setup again.
Compatibility mode cannot make a 16-bit installer run on 64-bit Windows. If the installer still fails, use a properly isolated legacy environment or virtual machine with installation media you are licensed to use.
Fix 5: Do not begin with regsvr32
regsvr32 is appropriate for a self-registering DLL that exposes a DllRegisterServer entry point. There is no verified evidence that pubole9.dll requires registration.
Running this command from an arbitrary folder is therefore not a reliable repair:

It may return an error stating that DllRegisterServer was not found. That does not mean Windows needs another copy of the file. It usually means the DLL is an application-support library, not a self-registering ActiveX or COM component.
Do not place the file in C:WindowsSystem32 or C:WindowsSysWOW64 to force registration. Those directories serve different system architectures, and adding an old application DLL there can create conflicts without repairing Publisher.
Fix 6: Check Windows component health only as a secondary step
Because pubole9.dll is not established as a protected Windows component, System File Checker normally will not recreate it. These commands are useful when Windows itself is damaged or other built-in files are failing.
- Open Start and type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows and test Publisher.
DISM should run before SFC. If both commands report that Windows is healthy but Publisher still shows the error, return to repairing the Publisher or Office installation.
Manually hunting through Windows components and repeating SFC/DISM without knowing what changed can waste time. Fix 7: Do not treat drivers as the primary cause
A graphics, chipset, storage, or printer driver does not normally restore a Publisher OLE component. Update drivers only if Device Manager shows a separate hardware problem or another application reports a driver-specific error.
To check:
- Right-click Start.
- Select Device Manager.
- Expand categories such as Display adapters, Storage controllers, and Printers.
- Look for a warning icon.
- Right-click the affected device and select Properties.
- Read the status on the General tab.
- Use Update driver only for that identified device.

Fix 8: Use recovery or a legacy environment when necessary
If Publisher worked recently and System Restore includes the installation:
- Open Start and search for Create a restore point.
- Open it and select System Restore.
- Choose a restore point from before the file disappeared.
- Review affected programs.
- Start the restore and restart Windows.
System Restore is not a substitute for original installation media. Use it when the failure followed a recent uninstall, cleanup operation, or system change.
If Publisher 2000 cannot run reliably on current Windows, preserve the documents first. A virtual machine or another isolated legacy computer may provide a more suitable environment than repeatedly modifying the host system. Keep old software offline or tightly controlled, use trusted installation media, and export important documents to PDF or another supported format.
FAQ
Is pubole9.dll part of Windows 10 or Windows 11?
No authoritative evidence establishes it as a normal protected Windows component. It is associated with an older application installation, most notably Publisher 2000.
Which program causes the error?
Publisher 2000 or an Office 2000 installation is the strongest identified source. The exact triggering program depends on which legacy software is installed on the computer.

No. A downloaded copy may contain malware, be the wrong architecture, have a mismatched version, or leave the actual installation problem unresolved. Use the original licensed Publisher or Office media instead.
Should I copy it into System32 or SysWOW64?
No. Those folders are not general-purpose storage for application DLLs. Copying the file there can cause path, architecture, and version conflicts.
Will Visual C++, DirectX, or .NET fix it?
They will not normally restore this Publisher-specific OLE component. Install a runtime only when the error explicitly names that runtime as missing.
What if the file exists but still cannot load?
A dependency may be missing, the file may be corrupt, or the application may be incompatible with the current Windows architecture. Repair the complete application rather than replacing only the named DLL.
