wisc30.dll errors usually mean the application that installed Microsoft’s legacy SOAP component is incomplete, damaged, or loading the wrong dependency. Common messages include:
- “The program can’t start because WISC30.dll is missing from your computer.”
- “Error loading WISC30.dll. The specified module could not be found.”
- “Failed to load WISC30.dll.”
- “WISC30.dll could not be loaded.”
- “WISC30.dll is corrupted.”
- “The application was unable to start correctly (0xc000007b).”
- “WISC30.dll is not designed to run on Windows or it contains an error.”
Which fix applies to you
Use this order:
- The error names Microsoft Office or an Office document: repair Office.
- The error names an old business, accounting, document, or web-service application: reinstall that application from its original installer or vendor media.
- The problem began after antivirus detection: check Windows Security Protection history before restoring anything.
- The application is 32-bit on 64-bit Windows: verify that the installed DLL and parent application have matching architecture.
- The message says “specified module could not be found,” but the file exists: repair the parent application because a dependency may be missing.
- The problem started after an update, cleanup, or uninstall: use System Restore if an appropriate restore point exists.
- The application still fails after repair: inspect the exact executable, DLL path, architecture, and dependent files instead of downloading a replacement DLL.
What wisc30.dll is
wisc30.dll is associated with Microsoft Office SOAP components and the Microsoft SOAP Toolkit 3.0. Its description is “WinInet Office Soap Connector Library 3.0.” Microsoft Corporation is the original publisher associated with the file.
The DLL was used by legacy Office-related and SOAP-dependent applications. It is not a normal Windows core component, so you should not expect every Windows 10 or Windows 11 installation to contain it.
Available historical evidence points primarily to a 32-bit DLL. Some later Office installations used the original filename WiOSC30.DLL, so the filename and location can vary between products and releases.

Microsoft SOAP Toolkit 3.0 is obsolete. Microsoft no longer provides the original isolated toolkit as a current Download Center package, which is why downloading a loose copy of wisc30.dll is not a safe repair strategy. Microsoft’s support discussion confirms the toolkit’s retired status.
Fix 1: Repair Microsoft Office
If the error appears while opening Word, Excel, Outlook, Access, or another Office-related program, repair the Office installation first.
Microsoft 365 or Click-to-Run Office
- Save your work and close all Office applications.
- Open Start.
- Select Settings.
- Choose Apps.
- Select Installed apps.
- Find Microsoft 365 or Microsoft Office.
- Select the three-dot menu beside it.
- Choose Modify.
- Select Quick Repair.
- Select Repair and allow the process to finish.
- Restart Windows.
- Open the application that produced the error.
If Quick Repair does not help, repeat the process and select Online Repair. Online Repair is more comprehensive and may reinstall damaged Office components, but it can require a stable internet connection and Office sign-in.
Microsoft’s current Office repair procedure is documented in its Office repair instructions.
MSI-based Office
Older Office installations may show a Change button instead of Modify.
- Open Control Panel.
- Select Programs.
- Open Programs and Features.
- Select Microsoft Office.
- Choose Change.
- Select Repair.
- Follow the prompts.
- Restart Windows and test the affected application.
If Office repair completes but the same executable reports the same error, uninstalling and reinstalling Office may be necessary. Use the original Office account, disc, or organizational deployment source rather than a third-party DLL archive.
What success looks like
The application should open without the loader message. If the same error returns immediately, note whether the dialog names Office itself or a separate program. wisc30.dll alone cannot identify the application that needs repair.
Fix 2: Reinstall the legacy application that needs the DLL
Many older applications bundled or expected SOAP Toolkit components. If the error appears when starting a specialized business application, document utility, or internal company program, that application is the most likely owner.

- Write down the exact program name shown in the error.
- Open Settings → Apps → Installed apps.
- Search for that program.
- Select its three-dot menu.
- Choose Uninstall only if you have the original installer, license information, and required data backups.
- Restart Windows.
- Reinstall the program from its original vendor installer or trusted company deployment media.
- Start the application again.
If the application has its own Repair option, use that before uninstalling it. Some installers place application-specific DLLs beside the program executable rather than in C:WindowsSystem32.

Do not assume that copying the DLL into System32, SysWOW64, or the application folder will work. The application may require other SOAP, MSXML, or runtime files, and Windows may load a different copy according to the DLL search order described by Microsoft’s DLL loading documentation.
Fix 3: Check Windows Security quarantine
Antivirus software can quarantine a legitimate old DLL, especially when it is inside an obsolete application.
- Open Start.
- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Choose Protection history.
- Look for an event involving
wisc30.dllor the parent application. - Expand the event and record the original file path and detection name.
- Check whether the detected file belonged to the installed application.
Do not restore the file simply because its name matches the error. Verify its original location, publisher, digital signature, and source. A safer response is to repair or reinstall the parent application so the vendor-supplied copy is restored.

Microsoft warns that restoring a detected file can cause another detection. Its Protection History guidance explains the available actions.
If the file is unsigned, appears in a temporary folder, or has a company name other than Microsoft when it is supposed to be an Office component, leave it quarantined and perform a full security scan.
Fix 4: Check 32-bit and 64-bit compatibility
A 32-bit application requires a 32-bit version of the DLL. A 64-bit application requires a 64-bit version. A 64-bit Windows installation can run 32-bit applications through WOW64, but it does not make a 32-bit DLL suitable for a 64-bit process.
Check the application architecture:
- Open Task Manager with
Ctrl+Shift+Esc. - Select Details.
- Locate the application process.
- Right-click the column headings.
- Choose Select columns.
- Enable Platform, where available.
- Compare the application architecture with the installed Office or legacy application.
You can also inspect the application’s documentation or installation folder. Do not infer architecture from the Windows version alone.

Do not move files between System32 and SysWOW64 as a guess. On 64-bit Windows, those folders serve different system environments, and Microsoft documents the behavior in its WOW64 file-system guidance.
If a 32-bit Office installation is involved, repair or reinstall the 32-bit Office product rather than installing a different DLL architecture manually.

Fix 5: Repair Windows components
Windows repair commands will not normally reinstall an application-owned wisc30.dll. They are useful when Windows component corruption is also preventing Office or another installer from working correctly.
Open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to finish. Then run:
sfc /scannow
Restart Windows after both commands complete and test the original application.

Running these commands repeatedly will not recreate a missing SOAP Toolkit file. If the commands report repairs but the application still cannot load wisc30.dll, return to Office or application repair.
When manually comparing DISM and SFC results, it is easy to repeat commands without knowing which component changed. Fix 6: Install pending Windows updates
Windows Update is not a source for the obsolete SOAP DLL, but current updates can resolve installer, compatibility, and servicing problems.

- Choose Check for updates.
- Install available updates.
- Restart when prompted.
- Return to Windows Update and check again.
- Test the affected program.
Do not expect Windows Update to add wisc30.dll to a clean Windows installation. The file belongs to an application or legacy component, not to the standard Windows operating system.
Fix 7: Check drivers only when the timing supports it
Drivers are not the usual cause of a missing Office SOAP DLL. Consider a driver update only if the failure began immediately after a graphics, storage, chipset, or other device change and the application is also reporting broader system instability.
To check drivers manually:
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the recent change.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Check the driver provider and date.
- Select Update Driver.
- Choose Search automatically for drivers.
- Restart Windows if an update is installed.
For a clean rollback, open the same Driver tab and select Roll Back Driver when available. Do not replace unrelated drivers merely because wisc30.dll is missing.
Manually checking many device vendors can mean hunting versions and guessing which driver is stale. Fix 8: Use System Restore after a recent change
System Restore can help when the error began after an application removal, cleanup operation, update, or other system change.

Win+R. - Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point from before the error began.
- Select Scan for affected programs.
- Review the programs and drivers that will change.
- Select Close, then Next.
- Select Finish.
- Allow Windows to restart.
System Restore normally does not remove personal documents, but it can change installed programs, drivers, system files, and registry settings. Microsoft provides additional System Restore instructions.
If no suitable restore point exists, continue with repair or reinstallation of the parent application.

If instructed to register the file, open Command Prompt as administrator, change to the directory containing the vendor-installed DLL, and use the matching tool:
For a 32-bit DLL on 64-bit Windows:
C:WindowsSysWOW64regsvr32.exe "C:pathtowisc30.dll"
For a 64-bit DLL:
C:WindowsSystem32regsvr32.exe "C:pathtowisc30.dll"
On 32-bit Windows, use the available System32 copy of regsvr32.exe.
A successful registration produces a confirmation dialog. An entry-point error, architecture error, or dependency error means registration is not the right repair. Microsoft documents the command in its regsvr32 reference.

Avoid DLL download sites and search-result mirrors. A downloaded replacement may contain malware, have the wrong architecture, belong to a different build, omit dependent files, or create DLL hijacking risk. It may also hide the real problem, such as a damaged Office installation or an incomplete legacy application uninstall.
Use these sources instead:
- Office: the installed Office repair process or the Microsoft account and installer associated with your Office license.
- Legacy application: the original vendor installer, company deployment share, or vendor support channel.
- Quarantined file: the original application repair or reinstall process after verifying the detection.
- Windows components: Windows Update, DISM, and SFC.
There is no verified current Microsoft download page for an isolated wisc30.dll.

If the error remains
Record the following before contacting the application vendor or an administrator:
- The complete error text.
- The executable named in the error.
- The application’s installation folder.
- The path of every
wisc30.dllcopy found on the computer. - Whether Windows is 32-bit or 64-bit.
- Whether Office is 32-bit or 64-bit.
- Whether the file is digitally signed by Microsoft.
- The date the problem began.
- Any Office repair, uninstall, antivirus quarantine, cleanup, or update immediately before the failure.
- Whether the file exists but a dependent module may be missing.
A dependency inspection tool can then identify which library the executable cannot load. Do not replace files based only on their names.
FAQ
Is wisc30.dll a Windows system file?
No. It is associated with Microsoft Office SOAP components and legacy applications that used Microsoft SOAP Toolkit 3.0. It should not normally be present on every Windows computer.
Is wisc30.dll malware?
The filename alone does not establish whether a copy is safe. Check its path, Microsoft digital signature, version information, and antivirus status. A copy in a temporary or download directory deserves additional scrutiny.
Should I install Visual C++, DirectX, or .NET?
