It supports screen-capture-style video encoding, so an older recorder, media-authoring program, or video application may fail when Windows cannot load it.
Do not start by downloading a replacement DLL. The safest repair is to restore the Windows media component through Windows Update, DISM, and System File Checker, then repair the specific application that reported the error.
What wmvsencd.dll does
wmvsencd.dll belongs to the Windows Media codec components and is associated with the MSS2 screen-video format. It encodes sequential screenshots and other highly static screen-capture video.
It is not normally a Visual C++ runtime, DirectX redistributable, or .NET file. Installing those packages will not usually restore this component.

The error may appear as:
- “The program can’t start because wmvsencd.dll is missing from your computer.”
- “wmvsencd.dll was not found.”
- “Cannot find wmvsencd.dll.”
- “wmvsencd.dll could not be loaded.”
- “The procedure entry point could not be located in the dynamic link library wmvsencd.dll.”
- “wmvsencd.dll is either not designed to run on Windows or it contains an error.”
The exact message matters. A missing dependency, damaged application, wrong architecture, or incompatible legacy program can produce an error that names wmvsencd.dll even when that file is not the only problem.
Version and architecture guide
Microsoft has shipped this component in multiple Windows builds. The following examples are not a complete version list.

On 64-bit Windows, the 64-bit system copy normally belongs in:
%windir%System32
The 32-bit copy normally belongs in:
%windir%SysWOW64
This naming is counterintuitive. SysWOW64 holds many 32-bit system files so 32-bit programs can run on 64-bit Windows. A 32-bit application may need the 32-bit component, while a 64-bit application needs the 64-bit component.
Do not copy a file between these folders merely because it has the same name.
Most likely fix: repair Windows component files
Damaged component storage, an incomplete update, or cleanup software removing a protected file can cause this error. Repair Windows before attempting application-specific work.
1. Install updates and restart
- Open Start and select Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart Windows, even if the update screen does not require it.
- Try the affected application again.
If the error remains, continue with DISM and SFC.
2. Run DISM as administrator
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the command to finish. Do not close the window while it is working.
- Restart Windows when it completes.
DISM repairs the Windows component store, which gives SFC a reliable source for restoring damaged system files.
3. Run System File Checker
Open an elevated Command Prompt again and run:
sfc /scannow
Wait until verification reaches 100 percent, then restart the computer.

A successful result may say that Windows Resource Protection found no integrity violations, or that it found corrupt files and repaired them. Test the original program after restarting.
If SFC reports that it could not repair some files, run DISM again, restart, and run sfc /scannow a second time. If DISM cannot obtain repair files from Windows Update, Microsoft supports a matching installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example source only with a Windows image that matches the installed edition and build. Do not use an unrelated ISO or invent a repair path.
Repeatedly hunting for individual DLL versions makes it difficult to know what changed. Outbyte PC Repair can scan for system issues and show what needs attention, while the repair action requires the full version; it is optional, and DISM plus SFC remain the standard Windows repair path.

Windows 10 and Windows 11 N editions omit certain media technologies. If you have an N edition, the missing media components may explain why an older screen recorder or media application cannot load wmvsencd.dll.
To check and install the feature:
- Open Settings.
- Select System, then About.
- Look at Windows specifications and check the edition name.
- If it ends in N, return to Settings.
- Select Apps.
- Select Optional features.
- Choose View features.
- Search for Media Feature Pack.
- Select it, choose Next, and select Add.
- Restart Windows.
This applies to Windows N editions. It is not a universal fix for ordinary Home, Pro, or Enterprise installations.
After restarting, open the affected application again. If the application still reports the same error, repair the application as described below.
Repair the program that fails
If only one recorder, game, media editor, or older application fails, the application may have an incompatible dependency or damaged installation. The filename alone cannot identify one universal program responsible for the error.

- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, return to the same screen and use Reset if you understand that the application may lose local settings or stored data.

For older desktop software:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the affected program.
- Choose Repair or Change, if available.
- Follow the installer prompts.
- Restart Windows and test the program.
If the application came from a developer’s official installer, download its current installer from that developer and reinstall it. For a game, use the launcher’s Verify, Scan and repair, or equivalent option. The exact menu depends on the launcher.
A legacy application may depend on older Windows Media behavior that is no longer fully compatible with current Windows versions. If repair and reinstalling do not help, look for an updated release or replace the program rather than forcing a random DLL into a system folder.
Check antivirus quarantine
Security software can quarantine a legitimate system file, although restoring a file without checking the detection can be dangerous.
In Windows Security:
- Open Start and search for Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand a detection related to
wmvsencd.dll. - Check the file path, detection name, and signature information.
- Restore it only if you have verified that it is the legitimate Microsoft system file and the detection is a false positive.
Do not blindly select Allow on device. If the file is in an application folder, the application installation may be compromised even when the filename looks correct. Run a full security scan and reinstall the application from its official source when necessary.
Confirm the architecture without copying DLLs
A 32-bit program and a 64-bit program can require different system components. Check the application’s architecture through its documentation or installer rather than guessing from the error text.
As a general rule:
- 64-bit Windows components normally use
%windir%System32. - 32-bit Windows components on 64-bit Windows normally use
%windir%SysWOW64. - 32-bit Windows has no 64-bit system component directory.
Do not place an x86 file in System32, place an x64 file in SysWOW64, or replace a Windows-managed file with one taken from another computer. A “not designed to run on Windows” message often indicates a mismatched build or architecture rather than a simple missing file.
Update display and media drivers only when relevant
A graphics or media-driver problem can affect screen-recording software, but drivers do not normally own wmvsencd.dll. Use this step when the failure began after a display-driver change, or when the application also shows video corruption, capture failures, or graphics errors.
Use Windows Update first
- Open Settings.
- Select Windows Update.
- Select Advanced options.
- Open Optional updates.
- Expand Driver updates, if available.
- Install the relevant display or media driver.
- Restart Windows.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click the graphics device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart after installation.
Avoid replacing a Windows media DLL as a substitute for a driver update.

Driver versions can be tedious to compare manually across graphics, chipset, and capture hardware. Outbyte Driver Updater can scan and identify outdated drivers, while driver installation requires the full version; it is optional and does not replace repairing the calling application.

Do not download wmvsencd.dll from a random DLL site
A downloaded DLL may be unsigned, modified, the wrong Windows build, or the wrong architecture. It may also leave the damaged component store, application installation, or malware problem untouched.
Use Windows Update, DISM, SFC, Media Feature Pack where applicable, and the official installer for the program that failed.
Do not run regsvr32 as a generic repair
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. It does not restore missing Windows files or repair component servicing.
There is no general Microsoft-supported instruction to register wmvsencd.dll manually to fix these loader errors. Running commands such as the following can produce another error without repairing the cause:
regsvr32 wmvsencd.dll
Use component repair instead.
Do not install unrelated redistributables blindly
Visual C++, DirectX, and .NET repair their own components. They do not normally supply wmvsencd.dll. Install them only when the affected application specifically requires them and provides an official installer or documented prerequisite.
If the error still remains
If DISM, SFC, the N-edition check, application repair, and quarantine review do not resolve a system-wide problem, try a recovery option.

This reinstalls the same Windows version while preserving apps, files, and settings.
If the problem began immediately after an update, driver installation, or application change, use System Restore if a suitable restore point exists. Back up important files before using recovery tools.

When contacting support, record the exact error text, the failing application, the Windows edition and build, whether Windows is 32-bit or 64-bit, and whether the error occurs in every media application or only one. That information distinguishes a Windows component problem from an application-specific incompatibility.
FAQ
Is wmvsencd.dll a legitimate Windows file?
Yes. It is the Microsoft Windows Media Video 9 Screen Encoder component. Its presence does not mean that every copy found on disk is trustworthy, so verify the location and repair it through Windows rather than replacing it manually.
