Creating an account in Network Admin does not let that person edit every site—or any site—until you add them to a site and assign a role. Super Admins control the network; site Administrators manage only the sites where they have that role. Once you treat account creation, site membership, capabilities and content ownership as separate decisions, onboarding and offboarding become predictable.

How user management works in WordPress Multisite
A Multisite network has two overlapping scopes. The network scope contains every user account registered anywhere in the installation. The site scope determines which of those accounts can sign in to a particular site and what they can do there.

- Network account: The account exists in the network user directory. Network Admin’s Users > All Users screen lists every account, and Users > Add User creates one.
- Site membership: A network account must be added to an individual site before it can work in that site’s dashboard.
- Site role: The site assigns a bundle of capabilities such as publishing, editing or user administration. The usual roles are Subscriber, Contributor, Author, Editor and Administrator.
- Network privilege: A Super Admin can perform network operations that are outside a site Administrator’s remit.
This model is useful for a video-games network with separate sites for reviews, news, guides and community content. One contributor might write on the reviews site, edit on the guides site and have no access to the news site. You do not need separate logins, but you do need separate memberships and roles.
Super Admin and site Administrator are different jobs
Super Admin is a network-wide permission set. In Multisite, it includes capabilities such as manage_network_users, manage_sites, manage_network_plugins, manage_network_themes and manage_network_options. Those capabilities affect the installation or the entire network, not just one publication.

An Administrator is a site-level role. Even with the Administrator role on one site, a person is not automatically allowed to create sites, manage network plugins or change network-wide options. A site Administrator’s capabilities are intentionally narrower than those of a single-site Administrator because network changes can affect every site.

Do not use “Administrator” as a synonym for “owner of the network.” Role names are capability bundles, not a simple seniority ladder. A person may be an Editor on one site and an Administrator on another without being a Super Admin.

Use the following sequence when you want a person to work on a particular site.
1. Create or locate the network account
- Sign in with a Super Admin account and open Network Admin.
- Go to Users > Add User. Enter the person’s username or email details, or locate an account that already exists in the network directory.
- Save the account. At this point, the person has a network identity but no automatic membership in every site.
Keeping this step separate lets you reuse one account across multiple sites. It also prevents accidental access: a newly created network account is not, by itself, an invitation to every site.
2. Add the account to the target site
- Open the target site’s dashboard, then go to Users.
- Choose the control for adding an existing user to the site.
- Enter the network account’s username or email and submit the form.
The user is now a member of that site. Repeat this membership step for each additional site that the person needs. Membership on one site does not imply membership on another.
3. Assign the least-privileged suitable role
Select the role that matches the work rather than granting Administrator by default:

- Subscriber: Basic account access with no routine publishing responsibility.
- Contributor: Can write content but normally cannot publish it independently.
- Author: Can publish and manage the person’s own posts.
- Editor: Can manage broader editorial content, including other authors’ work.
- Administrator: Site-level administrative control, still below Super Admin for network operations.
These labels describe the capabilities assigned by WordPress. If a custom role or plugin changes capabilities, verify the actual permissions instead of relying on the label alone.
4. Use the site-level Add New route only when it is enabled
Some networks let a site Administrator open Users > Add New and create or invite a user directly. A Super Admin can disable this route in Network Admin settings. If the menu is missing or the form rejects a valid request, check the network setting before changing roles; the restriction may be intentional.
How to change access safely
Changing a role changes the capability bundle for that site. It does not convert a site Administrator into a Super Admin, and it does not change the person’s membership on other sites.
Change one user
- Open the relevant site’s Users screen.
- Find the account and choose Edit or the role selector.
- Select the new role and save.
- Ask the user to sign out and back in if the dashboard still reflects the old permissions.
Change several users in bulk
Select the users on the Users screen, choose a bulk action, select the destination role and apply it. Bulk changes are efficient for a new season or editorial restructure, but review the selected accounts first. A single mistaken selection can grant publishing or administrative capabilities to an entire group.

If someone should leave one site but continue working elsewhere, remove that person from the site’s Users screen rather than deleting the network account. Their identity and memberships on other sites remain available. This is the normal offboarding action for a contributor moving from a guides site to a news site.
How to remove a user without losing posts
Deletion is a content-ownership decision as well as an access decision. When you delete a user, WordPress presents a confirmation step that lets you delete that user’s posts and links or attribute them to another user. Choose deliberately before confirming.

Preserve the content by reassigning it
- Open the appropriate Users screen and select the account to remove.
- Choose Delete and review the confirmation page.
- Select the option to attribute the user’s posts and links to an existing account that will own the work going forward.
- Confirm the deletion and check several affected posts to verify the new author attribution.
Reassignment is usually the right choice when the material remains part of your publication: game reviews, walkthroughs, news archives and evergreen guides should not disappear simply because an author’s login is retired.
Delete the content only when that is the decision
If the posts and links must be removed for editorial, legal or licensing reasons, choose the deletion option and confirm that the resulting gaps are acceptable. Export or archive material according to your organization’s retention policy before deleting it.
Important limitation
The currently logged-in user cannot delete their own account from that screen. A different authorized administrator must perform the action. In a network, also confirm whether you intend to remove a person from one site or eliminate the network account and its access everywhere.
Manage Super Admin access with WP-CLI
WP-CLI is useful when you need a repeatable, auditable way to review or change network-level access. Run these commands from the WordPress installation with the appropriate server account and a working WP-CLI setup.
List current Super Admins
Run:
wp super-admin listRecord the output before making a change. This gives you a baseline for an access review and helps identify whether the intended account is already privileged.
Grant Super Admin
Run:
wp super-admin add <user>Replace <user> with the account’s numeric user ID, login name or email address. The command adds network Super Admin privileges; it is not a site-role change.

Revoke Super Admin
Run:
wp super-admin remove <user>Use the same accepted identifier formats. Afterward, run wp super-admin list again and confirm that the account is no longer listed. Revoking network privilege does not automatically remove site memberships or alter the person’s site role, so review those separately.
Operational safeguards
- Use a precise identifier, preferably one you have verified from the list output.
- Record who requested the change, who approved it and when it was applied.
- Grant Super Admin only for a defined operational need; ordinary writing and editing do not require it.
- Test the account’s resulting access in a controlled session rather than assuming the command changed every layer of permission.
Network settings that affect onboarding
When the expected Add User workflow is unavailable, inspect Network Admin settings. The network can control whether site Administrators may add users through Users > Add New. A disabled setting forces onboarding through a Super Admin or another centrally controlled process.
The same settings area includes email notifications for new user registrations and new site registrations. Review notification recipients and wording when a team reports missing invitations or unexpected registration messages. Notification behavior does not itself grant site access; membership and roles still have to be assigned.

“The account exists, but the user cannot open the site dashboard.”
Check site membership first. Confirm the account appears on that site’s Users screen and has a role. A network account alone is insufficient.
“The user can edit one site but not another.”
Compare memberships and roles site by site. Multisite does not copy a role from one site to its neighbors.
“A site Administrator cannot add a new user.”
Check whether the network allows site-level user creation. If that route is disabled, a Super Admin must create or locate the account and then add it to the site.

“An Administrator expected to manage plugins or network options.”
Those are network capabilities associated with Super Admin, not normal site Administrator access. Do not promote the user automatically; determine whether the task genuinely requires network privilege.
“A departing author’s work is missing after deletion.”
Review the deletion choice. If posts were deleted rather than attributed to another user, restore them from a backup or editorial archive if one exists. For future offboarding, select reassignment during the confirmation step.
A practical governance model for a Multisite publishing network
Use a short access record for every staff or contributor account. Record the network username, the sites where the account is a member, the role on each site, the reason for any elevated privilege and the date of the last review.
- Onboarding: Create or locate one network account, add it only to required sites and assign the minimum role that supports the person’s tasks.
- Role changes: Use the site Users screen, review bulk selections carefully and document why a capability bundle changed.
- Offboarding: Remove site memberships that are no longer needed, decide who owns the person’s posts and links, then remove network-level privilege if applicable.
- Super Admin review: Periodically run
wp super-admin list, confirm every entry still has a network-level reason and revoke unnecessary access. - Content continuity: Reassign useful work before deleting an account so author departure does not become accidental content loss.
This approach separates access from ownership. A person can lose the ability to sign in while their published work remains correctly attributed to the account that now maintains it.

The key rule is simple: account creation, site membership, site role and Super Admin status are separate controls. Apply each one only when the person’s actual responsibility requires it, and make an explicit content-ownership choice whenever an account is deleted.
