You may see one of these messages when an old Access or SQL Server replication tool starts:

  • “The program can’t start because wzcnf.dll is missing from your computer.”
  • “The code execution cannot proceed because wzcnf.dll was not found.”
  • “Error loading wzcnf.dll. The specified module could not be found.”
  • “The process failed to get information about the interactive resolver component from the registry.”
  • “The application was unable to start correctly because wzcnf.dll was not designed to run on Windows.”

wzcnf.dll is a genuine Microsoft application component used by the legacy Conflict Viewer and Interactive Resolver. It is not a normal Windows system DLL, and the safest fix is to repair or reinstall the old Access, Office, SQL Server, MSDE, or replication component that installed it.

The 60-second answer

Do not download wzcnf.dll from a random DLL website or copy it into C:WindowsSystem32.

This 32-bit Microsoft DLL belongs to replication tooling associated with Microsoft SQL Server 7.0 and Microsoft Jet 4.0. A normal installation may place it below:

C:Program FilesCommon FilesMicrosoft SharedDatabase ReplicationConflict Viewerwzcnf.dll

Some older installations placed it directly under Database Replication, and language or Office versions can use different paths.

The best repair order is:

  1. Identify the old program that still needs Conflict Viewer.
  2. Repair or reinstall that parent program.
  3. Confirm that wzcnf.dll, wzcnfclt.exe, and wzcnfrc.rll are present.
  4. Re-register the DLL only if it exists and the error specifically indicates missing COM registration.
  5. Use SFC and DISM only as secondary Windows integrity checks.

What wzcnf.dll actually is

The file description is:

Replication Conflict Viewing and Resolution for Microsoft SQL Server 7.0 and Microsoft Jet 4.0

Microsoft’s replication documentation distinguishes between the Conflict Viewer used after synchronization and the run-time Interactive Resolver used while resolving conflicts. wzcnf.dll is associated with that older resolver technology, not with modern Windows itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The related executable is usually:

wzcnfclt.exe

The resolver may also require a language resource file such as:

Resources1033wzcnfrc.rll

The 1033 folder is an example of an English-language resource directory. Other installations can use a different language identifier.

This is a 32-bit Win32 application component. It is not a device driver, DirectX file, Visual C++ runtime, or general-purpose Windows dependency. It is also not proof of malware merely because it is old. Trust depends on its location, digital signature, and association with a legitimate Microsoft installation.

What causes the error

Cause What it usually means Best response
Parent application removed or damaged The DLL and related resolver files are gone Repair or reinstall the original product
COM registration missing The file exists, but Windows cannot find its resolver registration Register the confirmed 32-bit DLL
Companion file missing The DLL loads, but the executable or language resource is absent Repair the installation
Wrong architecture or legacy incompatibility A 32-bit component is being used in an unsuitable environment Use the 32-bit registration tool and repair the parent product
Antivirus quarantine Security software removed or isolated the file Verify the original file, then restore or reinstall it
Missing dependency Windows reports a module failure caused by another required component Repair the application and investigate its dependencies
Windows component corruption Broader operating-system damage affects application loading Run DISM followed by SFC

The message “specified module could not be found” does not always mean that wzcnf.dll itself is absent. It can also mean that a dependency used by the DLL cannot be loaded.

Fix 1: Repair the program that installed Conflict Viewer

This is the most likely solution.

Think back to the application that used Access or SQL Server replication. It may be an old Access database, a custom business program, Microsoft Replication Manager, SQL Server or MSDE tooling, or an Office installation with legacy database features.

Repair Microsoft Office or Access

  1. Save your work and close all Office applications.
  2. Open Settings.
  3. Select Apps.
  4. Select Installed apps.
  5. Find Microsoft Office, Microsoft 365, or the relevant Access installation.
  6. Select the three-dot menu.
  7. Choose Modify.
  8. If offered a choice, select Online Repair.
  9. Select Repair and follow the prompts.
  10. Restart Windows.
  11. Start the application that reported the error.

Online Repair is the more comprehensive Office repair option. An MSI-based Office installation may show Change instead of Modify; choose Repair in that installer.

If the program came from separate installation media, rerun its original setup and select the database, replication, or Conflict Viewer feature. Do not assume that repairing a completely different copy of Office will restore a component installed by SQL Server or a custom application.

How to tell whether repair worked

The repair worked if the original application starts without the wzcnf.dll message and can open its replication or conflict-resolution screen.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the error remains, check whether the parent product was actually repaired. A modern Microsoft 365 installation may not contain the old replication component at all. In that situation, locate the original installer or identify the SQL Server/MSDE product that supplied the resolver.

Fix 2: Check the DLL and its companion files

Before registering anything, check whether the original installation still contains the required files.

Open File Explorer and inspect likely locations such as:

C:Program FilesCommon FilesMicrosoft SharedDatabase Replication
C:Program FilesCommon FilesMicrosoft SharedDatabase ReplicationConflict Viewer

Search the relevant application folders for:

wzcnf.dll
wzcnfclt.exe
wzcnfrc.rll

The resource file may be inside a language-specific directory:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Resources1033wzcnfrc.rll

Do not treat a matching filename in Downloads, a temporary directory, or an unrelated writable folder as a valid installation.

Check the digital signature

  1. Right-click wzcnf.dll.
  2. Select Properties.
  3. Open the Digital Signatures tab if it is present.
  4. Select the signature and choose Details.
  5. Confirm that Windows reports a valid Microsoft signature.

A signature check is useful, but it is not a substitute for repairing the parent application. If the file is unsigned, located in an unexpected folder, or associated with a recent suspicious download, do not register it. Remove the questionable copy according to your security software’s guidance and reinstall the legitimate application.

If one of the companion files is missing, repair or reinstall the original product. Do not restore only the DLL from another computer unless it is the same product build, language, architecture, and trusted installation source.

Fix 3: Repair the COM registration

Use this step when wzcnf.dll is present but the program reports:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The process failed to get information about the interactive resolver component from the registry.

An archived Microsoft support response identifies this COM registration:

HKCRCLSID{A2CA91F1-7328-4949-8611-8BEDB4AD503C}InprocServer32

Its default value is expected to point to the installed wzcnf.dll.

Register from the correct folder

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Change to the folder containing the legitimate DLL. For example:
cd /d "C:Program FilesCommon FilesMicrosoft SharedDatabase ReplicationConflict Viewer"
  1. Run:
regsvr32 wzcnf.dll
  1. Read the result and restart the application.

A successful registration message means the DLL’s registration entry point completed. It does not prove that every companion file or dependency is intact.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Register correctly on 64-bit Windows

The historical Conflict Viewer component is 32-bit. On 64-bit Windows, use the 32-bit registration utility from SysWOW64:

%SystemRoot%SysWOW64regsvr32.exe "C:Program FilesCommon FilesMicrosoft SharedDatabase ReplicationConflict Viewerwzcnf.dll"

Adjust the path if the file is installed elsewhere.

The names are confusing: SysWOW64 contains the 32-bit system tools on 64-bit Windows, while System32 contains the 64-bit tools. Using the wrong regsvr32 can register the component in the wrong registry view.

If the command reports that DllRegisterServer cannot be found, stop. That result means this registration method does not apply to the file you selected, or the file is damaged or incompatible. Reinstall the parent application instead of forcing registration.

If registration succeeds but the same error remains, inspect the exact CLSID registration, confirm that it points to the current DLL path, and verify that wzcnfclt.exe and the correct .rll file are still present.

Fix 4: Check antivirus quarantine

If the file disappeared suddenly, inspect Windows Security or your installed antivirus product.

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Look for an event involving wzcnf.dll, wzcnfclt.exe, or the parent application.
  5. Review the file path and detection details.

Restore a quarantined file only when all of these are true:

  • It came from the expected Microsoft application directory.
  • The parent program is legitimate.
  • Its digital signature is valid, where available.
  • You have confirmed that the quarantine event is a false positive.

Afterward, repair or reinstall the parent product rather than relying on the restored copy. Run a full security scan. Do not disable antivirus protection to install a DLL from an unverified source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 5: Run DISM and SFC for broader Windows corruption

SFC and DISM are not the primary repair for wzcnf.dll, because this is generally an application component rather than a protected Windows system file. They are appropriate when other Windows files are also failing or when Office repair produces unrelated system errors.

  1. Open Start.
  2. Type cmd.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Restart Windows.
  2. Test the original application again.

Run DISM first, then SFC. If SFC reports that it repaired files, restart before testing. If both commands complete without resolving the error, return to repairing the Office, Access, SQL Server, MSDE, or replication installation.

Running these commands repeatedly without identifying the parent product is unlikely to restore an application DLL.

When manually hunting through Windows components and trying to determine what changed, Outbyte PC Repair can scan for reported problems and show what needs attention; its repair functions are provided by the full version, and it is not required for this fix.

Fix 6: Do not treat drivers or Windows Features as the solution

wzcnf.dll is not a device driver. Updating a graphics, chipset, storage, printer, or network driver will not normally restore the Conflict Viewer. Device Manager is relevant only if the same computer has a separate hardware problem.

To check for unrelated driver issues:

  1. Right-click Start.
  2. Select Device Manager.
  3. Look for devices with a yellow warning icon.
  4. Expand the relevant category.
  5. Right-click the affected device.
  6. Select Update driver.
  7. Choose Search automatically for drivers.

Do not uninstall a working device merely because wzcnf.dll is missing. Likewise, enabling random items under Windows Features will not install this legacy Microsoft application component. .NET Framework, DirectX, and Visual C++ redistributables are not established direct fixes for this file.

If you are separately repairing outdated hardware drivers and want to avoid hunting through device vendors and version lists, Outbyte Driver Updater can scan for reported driver issues; the full version performs driver installation, but it is unrelated to the definitive repair of Conflict Viewer.

Should you install Jet40Repl.exe

Not as a general wzcnf.dll fix.

The archived Microsoft Jet replication package documentation lists files such as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Msrclr40.dll
Msrecr40.dll
Msrpfs40.dll
Mstrai40.exe
Mstran40.exe

It does not list wzcnf.dll. The package may be relevant when the diagnosed failure involves those Jet replication files, but installing it should not be presented as a guaranteed way to restore Conflict Viewer.

Microsoft also documented that later MDAC releases no longer contained Jet components. Modern database engine packages are therefore not automatic replacements for this old resolver.

Should you install Microsoft 365 Access Runtime

Usually not for this specific error.

Microsoft 365 Access Runtime is a modern Access database engine package with separate 32-bit and 64-bit choices. It is not documented as a replacement for the legacy Conflict Viewer. Installing it blindly can also create architecture conflicts with an existing Office installation.

Use it only when the application vendor specifically requires it and its architecture matches the rest of the installed Office environment. For a missing wzcnf.dll, repair the original product first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why copying the DLL is a poor fix

Avoid these common actions:

  • Downloading wzcnf.dll from a DLL catalog or file-sharing site.
  • Copying it into C:WindowsSystem32.
  • Copying it into C:WindowsSysWOW64 just because Windows is 64-bit.
  • Replacing a signed file with a different historical build.
  • Registering every copy found by a disk search.
  • Installing unrelated runtimes until the message disappears.

An arbitrary copy can have the wrong build, language, architecture, or dependencies. It can also leave the COM registration pointing to a file that later disappears. The safe sources are the original Microsoft installation media, the installed product’s repair process, or a legitimate product installer supplied by the organization that deployed the application.

When System Restore is appropriate

System Restore is reasonable when the problem began immediately after a known software removal, update, or system change and the original installer is unavailable.

  1. Open Start.
  2. Search for Create a restore point.
  3. Open it.
  4. Select System Restore.
  5. Choose a restore point from before the change.
  6. Review the affected programs.
  7. Back up important databases.
  8. Complete the restore and restart Windows.

System Restore may not restore the full application correctly, and it should not replace a proper product repair when installation media is available.

If the old application no longer works

Some legacy Access and SQL Server replication workflows may no longer be supported on the installed Windows or Office version. A successful DLL registration cannot make an obsolete application compatible with every current configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If repair and registration fail, record:

  • The name and version of the application requesting the file.
  • Whether Windows is 32-bit or 64-bit.
  • The full path of any surviving wzcnf.dll.
  • The presence of wzcnfclt.exe and wzcnfrc.rll.
  • The exact error text.
  • Whether the original installer can be located.
  • Whether antivirus removed the file.
  • The result of the repair and registration commands.

The practical next step may be migrating the replication workflow, using a supported replacement, or running the legacy application in an isolated virtual machine approved by the organization. Keep database backups before changing the environment.

FAQ

Is wzcnf.dll part of Windows?

No. It is a Microsoft application component associated with the legacy Conflict Viewer and Interactive Resolver. It is not normally a Windows System32 or SysWOW64 operating-system DLL.

Is wzcnf.dll malware?

The filename alone cannot answer that. A legitimate copy should be in the expected Microsoft Shared application directory and should be associated with a trusted Microsoft installation. Check its path and digital signature.

Does regsvr32 always fix it?

No. It applies when the legitimate DLL exists but its COM registration is missing or damaged. It does not restore a deleted DLL, a missing resource file, or an incompatible parent application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why does Windows say the specified module is missing when the DLL is present?

The message can indicate that a dependency of wzcnf.dll cannot be loaded. It can also result from incorrect registration, architecture problems, or missing companion files.

Should I copy the file from another computer?

Only if it is the same trusted product build, language, and architecture. Repairing or reinstalling the original product is safer and restores registration and companion files together.

Will SFC restore wzcnf.dll?

Usually not. SFC repairs protected Windows system files, while wzcnf.dll normally belongs to an application. Use SFC and DISM for broader Windows corruption, not as the first repair.

Is Microsoft Access Runtime the replacement?

It is not documented as a replacement for the old Conflict Viewer. Install it only when the application specifically requires it and the architecture is compatible with the existing Office installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the correct final fix?

Restore the original Conflict Viewer installation, including its COM registration and companion files. If that legacy workflow is no longer compatible with the current system, migrate it or run it in an appropriate isolated legacy environment rather than downloading an unrelated DLL.
