Xbox app vs. Steam: Which PC game launcher should you use?

Choose the Xbox app if Game Pass, Xbox console-to-PC entitlements, cloud gaming, or one view of games installed from supported PC storefronts matter most. Choose Steam if your priority is streaming your Steam library to other devices or using Remote Play Together for supported local multiplayer games. Neither is the universal winner, and you can install both: the right choice depends on how you acquire and play games.

The evidence does not support a complete, current ranking of store size, family features, prices, or overall compatibility. The comparison below sticks to documented functions and explains where you must check an individual game, subscription tier, or country.

The short answer

Use the Xbox app when your PC gaming revolves around Microsoft’s ecosystem. Its Windows app combines Game Pass browsing and downloads, a PC game store tab, cloud gaming, chat, Xbox-console remote play, and a library view that can include installed games from supported PC storefronts. It is particularly useful when you already own an Xbox or subscribe to Game Pass.

Use Steam when you specifically need Steam’s PC-to-device streaming or Remote Play Together. Steam Remote Play streams a game running on a PC with Steam to supported devices. Remote Play Together lets the owner of a supported local multiplayer game host friends online; Steam documents support for up to four players, with more possible when connections are fast.

If you buy games in both ecosystems, running both launchers is often the practical answer. The Xbox app can list some installed games from other storefronts, but that listing is a launch convenience, not a transfer of ownership or a replacement for the store account that licensed the game.

What the Xbox app includes

Game Pass discovery and downloads

The official Xbox PC app page describes browsing and downloading Game Pass titles from the Windows app. Availability depends on the Game Pass plan, the title, and your region. A Game Pass listing is subscription access under the plan’s terms; it is not the same as purchasing a permanent license.

A PC game store inside the app

The app also includes a PC game store tab. That gives you a place to discover or acquire PC titles while using the same application for Game Pass and your installed-library view. The available catalog and purchasing terms are not established by the sources used for this comparison, so check the individual game’s store page before buying.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cloud gaming

Xbox lists cloud gaming as an Xbox PC app capability. In an Xbox Wire update dated July 28, 2025, Microsoft said Game Pass Ultimate members could stream more than 250 select games they owned through the Xbox PC app in countries where Xbox Cloud Gaming was supported at that time. “More than 250” is a dated program statement, not a verified live October 2026 catalog count. Titles, tiers, network requirements, and supported countries can change.

Xbox console remote play

The same Xbox app page lists remote play from an Xbox console. This is different from Steam Remote Play: the Xbox app feature is about accessing a console from the PC, while Steam’s feature streams a PC game running Steam to another device.

Chat and a consolidated library

Xbox describes chat and an aggregated library as part of the PC app. Xbox Wire says installed games from supported PC storefronts can appear in My Library and Most Recent, and that storefront listings can be toggled in the app’s settings. The feature is therefore useful as a launcher hub for games already installed on the PC.

What Steam is the better fit for

Streaming a Steam library from your PC

Steam Remote Play streams your Steam library from a host PC running Steam to supported devices. The game is executed on the host computer; the other device receives the streamed experience. This makes Steam the more direct choice when your goal is to play your existing Steam collection away from the monitor attached to the host PC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remote Play Together for local multiplayer

Remote Play Together is designed for supported local multiplayer games. The owner launches the game on the host PC and invites friends to join online. Steam’s current documentation says up to four players can join, or more when participants have fast connections. Support is game-specific: a title must implement local multiplayer in a way that Remote Play Together supports.

Do not treat Remote Play Together as a general multiplayer service for every Steam game. Online multiplayer modes, local-co-op modes, and Remote Play Together are separate capabilities that a developer may or may not provide.

Feature-by-feature comparison

Question Xbox app Steam What the evidence supports
Game Pass access Browse and download Game Pass titles; cloud gaming is listed as an app feature. Not established by the cited material. Choose Xbox when a subscription library is central to your use.
Installed games from other PC storefronts Supported storefront installations can appear in My Library and Most Recent; listings can be toggled in settings. Not established by the cited material. Xbox can serve as a consolidated view, but it does not transfer licenses.
Xbox console-to-PC entitlement Participating Xbox Play Anywhere titles can grant Xbox and PC access with one purchase. The sources do not say that a Steam purchase qualifies for Play Anywhere. Check the individual game’s Play Anywhere designation before buying.
PC-to-device streaming Cloud gaming and Xbox-console remote play are documented. Steam Remote Play streams a Steam game from a PC to supported devices. Choose the service that matches the machine hosting the game.
Local multiplayer over the internet No equivalent feature is established in the cited material. Remote Play Together supports supported local multiplayer games; up to four players, or more with fast connections. Steam is the documented choice for this particular use.
Current store breadth, prices, family features, and full system requirements Not established as a like-for-like comparison. Not established as a like-for-like comparison. Compare the specific game and account terms rather than assuming one platform wins.

How the Xbox app’s cross-store library works

The Xbox app’s aggregated view is easy to misunderstand. Xbox Wire says installed games from supported PC storefronts can be surfaced in My Library and Most Recent. You can toggle storefront listings in the app’s settings, which lets you reduce clutter if you do not want every supported source shown.

This does not merge accounts, move save data, or convert a purchase made elsewhere into an Xbox entitlement. The documented behavior is discovery and launching of games that are already installed. The account that sold or licensed the game remains the account that governs ownership, updates, cloud saves, achievements, refunds, and other store-specific terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To use the consolidated view

  1. Install and open the Xbox app on a supported Windows PC.
  2. Sign in with the Microsoft account used for the Xbox or PC games you want to access.
  3. Open My Library or Most Recent to see the games the app detects.
  4. Open the app’s settings and toggle storefront listings to show or hide supported storefront sources.
  5. Launch a detected game from the Xbox app, remembering that its original storefront account still controls the license.

Xbox Play Anywhere: useful, but title-specific

Xbox Play Anywhere is a cross-entitlement program, not a promise that every Xbox game includes a PC copy. Microsoft’s current developer page states that the Xbox Store has more than 1,000 Play Anywhere-enabled titles. That is Microsoft’s program figure, not an independent count.

For a participating title, Microsoft says one purchase grants access to the Xbox console and Windows PC versions. Microsoft’s digital-goods rules also say that only participating games qualify and that a game can be played on one device or console at a time. The designation belongs to the individual game, not to the Xbox app as a whole.

Check before buying

  1. Open the game’s product page in the Xbox ecosystem.
  2. Look for the Xbox Play Anywhere designation.
  3. Confirm that the edition you are buying is the participating edition, rather than an add-on or a different release.
  4. Verify that you are signing in with the Microsoft account that will use the entitlement on both devices.

A Steam purchase is not established as a Play Anywhere purchase by the cited sources. If a game is sold on both platforms, treat the Xbox and Steam licenses as separate unless the publisher or store page explicitly says otherwise.

Cloud gaming versus Steam Remote Play

These services solve different problems. Xbox cloud gaming runs a supported game on Microsoft’s cloud infrastructure, so your local PC does not need to install or render that title. Steam Remote Play runs the game on your own host PC and streams the result to another device.

Consideration Xbox cloud gaming Steam Remote Play
Where the game runs Microsoft’s cloud service, for eligible titles and regions. Your PC running Steam.
What you need An eligible Game Pass tier, an eligible title, a supported country, and a suitable connection; the catalog changes. A PC with the game installed and Steam running, plus a supported receiving device and connection.
Ownership model Access depends on Game Pass or the relevant cloud entitlement. You stream games in your Steam library.
Best reason to choose it You want to play without installing or upgrading the local PC for every title. You want to use the hardware and library you already maintain on your PC.

Xbox describes an Xbox wireless controller as sold separately for Xbox Cloud Gaming on Meta Quest in the July 2025 update. That does not establish that a controller is required for every PC cloud-gaming session; check the control options for the device and title you plan to use.

Windows requirements and compatibility checks

Xbox lists Windows 10 or Windows 11 version 22H2 or higher for the PC app, 150 MB of storage, and a 720p display. Those are app requirements, not a guarantee that every game will run well. Individual games have their own CPU, GPU, memory, storage, input, and operating-system requirements, and Xbox notes that higher-end systems improve performance.

Before choosing the Xbox app

  • Confirm that the PC is on Windows 10 or 11, version 22H2 or later.
  • Leave at least 150 MB available for the app itself, plus substantially more for installed games.
  • Check the title’s own requirements; the app requirement is not the game requirement.
  • For cloud gaming, verify that your country is supported and that the title is eligible under your Game Pass tier.
  • For console remote play, make sure the Xbox console and account are configured for remote access.

Before choosing Steam for streaming

  • Identify the PC that will host the game and keep Steam running on it.
  • Confirm that the particular game is in your Steam library and supports the multiplayer or streaming mode you intend to use.
  • Check the receiving device and network conditions before relying on Remote Play for a group session.
  • For Remote Play Together, verify that the game supports that feature; ordinary online multiplayer is not a substitute.

Decision guide by player type

Choose Xbox first if you are a Game Pass subscriber

The Xbox app puts Game Pass browsing and downloads in the same Windows application as chat, the PC store tab, cloud gaming, and the aggregated library. This reduces the need to switch applications when your main question is “What can I play through my subscription?” It does not eliminate the need to check whether a title is currently included, downloadable, or streamable in your region.

Choose Xbox first if you own an Xbox console

Play Anywhere can provide a second copy on Windows for participating titles, and the app lists remote play from an Xbox console. The benefit is strongest when the exact games you buy carry the Play Anywhere designation. Non-participating games do not gain that entitlement merely because they are visible in the Xbox app.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose Xbox as a launcher hub for a mixed PC library

If you have games installed from several supported PC storefronts, the Xbox app can expose them in one library and recent-games view. Use it as an index and launch surface, not as a replacement for the underlying storefronts. If a game fails to appear, it may be outside the supported storefront list, not installed in a way the app detects, or controlled by a different account.

Choose Steam for PC-to-device play

Steam is the documented fit when the game should continue running on your own PC while you play on another supported device. This is especially relevant if your games, saves, and upgrades are already organized in Steam and you do not need Game Pass or Xbox entitlements.

Choose Steam for couch co-op with friends online

Remote Play Together addresses the specific case where one owner has a supported local multiplayer game and wants friends to join remotely. The documented limit is up to four players, with more possible when connections are fast. Confirm feature support for the title before planning a session.

Common questions and failure points

“Does the Xbox PC app show Steam games?”

It can show installed games from supported PC storefronts in My Library and Most Recent, and storefront listings can be toggled in settings. The evidence does not promise that every Steam game will appear, nor does it say that a Steam license becomes an Xbox license. If a title is missing, launch it from the storefront that owns it and check whether that storefront is enabled in the Xbox app’s settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Can I play Xbox Play Anywhere games on Steam?”

Play Anywhere is an Xbox cross-entitlement program for participating Xbox and Windows PC titles. The cited Microsoft material does not say that buying a game on Steam grants the Play Anywhere entitlement. Check the game’s Play Anywhere label and buy through the participating Xbox store when that entitlement is what you need.

“Why can’t I stream every Xbox game from the cloud?”

Cloud access depends on the Game Pass tier, title eligibility, and supported geography. The July 28, 2025 statement about more than 250 owned games applied to Game Pass Ultimate members in countries where Xbox Cloud Gaming was supported at that time; it is not a permanent catalog guarantee.

“Why does Remote Play Together not work for my game?”

Remote Play Together is limited to supported local multiplayer games. A game may have online multiplayer while lacking the local multiplayer implementation that the feature requires. Check the game’s Steam feature listing and test the host connection before inviting a full group.

“Which launcher is cheaper?”

The available material does not provide a current, like-for-like comparison of Steam prices, Game Pass prices, regional pricing, sales, refunds, or family features. Decide first whether you want subscription access or individual purchases, then compare the current terms on the specific store pages for the games you intend to play.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical setup plan

If Xbox is your primary launcher

  1. Update Windows to version 22H2 or later and install the Xbox PC app.
  2. Sign in, then review Game Pass, the PC store tab, and My Library.
  3. Enable the storefront listings you want in settings.
  4. For an Xbox-owned title, verify Play Anywhere before assuming the PC version is included.
  5. For cloud gaming, confirm your Game Pass tier, country support, and the title’s eligibility before uninstalling a local copy.
  6. For console remote play, follow the Xbox console’s remote-access setup and test the connection with one game.

If Steam is your primary launcher

  1. Install Steam on the PC that owns and runs the game.
  2. Sign in and install the title you want to stream or host.
  3. For Remote Play, leave the host PC awake, connected, and running Steam.
  4. For Remote Play Together, confirm that the game supports the feature, start the local multiplayer session, and invite participants through Steam.
  5. Test with one guest before scheduling a larger session; Steam documents up to four players, with more dependent on connection speed.

Bottom line for 2026

The Xbox app is the better match for Game Pass, Xbox console integration, Play Anywhere titles, cloud gaming, and a consolidated view of supported installed storefront games. Steam is the better match for streaming a Steam-hosted PC library to other devices and for Remote Play Together sessions in supported local multiplayer games. Because store breadth, pricing, family features, and complete compatibility are not established here as a fair current comparison, choose by the feature you will actually use rather than by assuming one launcher is universally superior.
