That cut followed Xbox CEO Asha Sharma’s assessment that the service had “become too expensive for players.” The two moments are separate: the statement came from a internal memo reported in April, and the price change was a public announcement made eight days later. The price cut also came with a trade-off. Future Call of Duty releases no longer arrive on day one in Ultimate. Starting in November 2026, Xbox is also adding monthly limits on cloud gaming hours by tier.
Two separate moments: the memo and the price cut
April 13, 2026: the internal memo
Windows Central reported that an internal memo from Sharma, seen by The Verge, described the Game Pass model of the time as unfinished. The memo’s central line, as quoted in that reporting, was:
As an Amazon Associate I earn from qualifying purchases.
“Short term, Game Pass has become too expensive for players, so we need a better value equation. Long term, we will evolve Game Pass into a more flexible system which will take time to test and learn around.”

The memo was an internal assessment and a call for a better value equation. It did not announce a price cut. Sharma also described the more flexible system as longer-term work that would require testing. The “too expensive” wording is her judgment, not the result of a published survey or independent study of players’ finances; no such study was identified in the reporting reviewed.

Xbox said players can buy additional cloud hours and can also buy cloud playtime without a Game Pass subscription. The price of extra hours, the purchase options, and market-by-market availability were not included in the September announcement; Xbox said it would share them later. Until then, any comparison that depends on what extra hours cost is incomplete.

Xbox estimated that the change would affect about 4% of Game Pass subscribers. That is the company’s own projection, and it describes the scope of the limit, not how many players stream heavily in practice.

What Xbox has said about growth and revenue
Xbox’s June 10, 2026 account of the trend
Xbox said its Game Pass offering had started to grow again after more than eight months of decline. The company described these as early results. Treat the statement as a time-specific description from June 2026, not an audited subscriber count or a settled trend, and not a figure that tells you current membership.
Microsoft’s revenue outlook
Microsoft said it expected Xbox content and services revenue to decline in the low teens for its fiscal 2026 third quarter. The company cited a strong first-party content comparison and recent Game Pass price changes, alongside its focus on delivering more value to gamers. The outlook does not isolate the price change as the cause of the decline, and it is not a reported subscriber metric.
Deciding whether the new terms matter to you
The headline price cut helps most people who would have considered Ultimate at $29.99 but mainly play other titles. The cloud limits and the Call of Duty timing change matter more depending on how you play. Check the following before you decide:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Do you stream games? If you rarely use cloud gaming, the 15, 10, or 5 hour allowances are unlikely to affect you.
- Do you use cloud play heavily? If your sessions regularly exceed the limit for your tier, the extra-hour price will decide whether the plan still makes sense. Xbox has not yet published that price.
- Is day-one Call of Duty central to your plans? From the April 21 change, future releases reach Ultimate about a year after launch, so buying the game or waiting may be a better fit.
- Where do you live? The $22.99 price is the reported US price. Confirm your local price in your console or PC storefront before assuming any change.
Because Xbox has deferred pricing for extra cloud hours, plans that rely heavily on cloud streaming are the ones to revisit after that update is published.
