Xbox PC Game Pass Stuck on “Syncing Data” in Windows 11: Fixes That Work

Xbox PC Game Pass “Syncing data” hangs usually involve cloud-save locks, account authentication, Gaming Services, or a game-specific conflict. Follow this Windows 11 troubleshooting order before reinstalling anything.

If Xbox PC Game Pass stays on “Syncing data”, the problem is usually not the game download. The Xbox Game Saves service is trying to authenticate, obtain the game’s save-data lock, compare local and cloud saves, or resolve a conflict. Close the game on every device, restart Windows, update Xbox-related apps, and run the Gaming Services Repair Tool first. Only reinstall Gaming Services or the game after those lower-risk steps fail.

What “Syncing data” means

The message appears during the game’s startup cloud-save process. Xbox Game Saves checks the Xbox network, obtains the save-data lock, compares local and cloud timestamps, and then downloads, uploads, or resolves the save data. A normal sync may show “Syncing data for…” while the cloud copy is downloaded. See Microsoft’s Game Saves synchronization documentation.

A permanent spinner can therefore result from an authentication failure, a save lock held by another device, a local/cloud conflict, damaged Gaming Services, a broken Microsoft Store registration, or a game-specific package or save problem. Microsoft does not provide one universal Windows 11 error code or fix for this symptom.

Try these fixes in order

1. Close the game everywhere and restart Windows

First close the game on the affected PC. Also close it on an Xbox console, another PC, or a cloud-gaming session using the same account. Another active session can retain the Game Saves lock.

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. In Processes, select the game and choose End task.
  3. End the Xbox app if it is still running.
  4. Choose Start > Power > Restart.

Do not repeatedly relaunch the game while its old process remains active. Xbox documents that a title acquires and releases a cloud-save lock during its session; an abandoned or still-running process can prevent a clean retry. See Microsoft’s Game Saves tools documentation.

2. Update Windows, Xbox, and Gaming Services

Install Windows updates first:

Start > Settings > Windows Update > Check for updates

Restart if Windows requests it. Then update Microsoft Store components:

  1. Open Microsoft Store.
  2. Select Library.
  3. Select Get updates (some current Store versions label this Check for updates).

Install available updates for the Xbox app and Gaming Services. These are Store-delivered components, so an outdated dependency can cause the Xbox app to stall during startup or save synchronization. Microsoft’s current Store guidance is available in its article on fixing Microsoft Store apps.

3. Check the Xbox and Microsoft Store accounts

The Xbox app and Microsoft Store may use separate sign-in sessions. Confirm both accounts before changing or reinstalling anything:

  • The Xbox app is signed in with the account that owns the Game Pass subscription.
  • Microsoft Store is signed in with the account authorized to install the Xbox app and Gaming Services.
  • No hidden Microsoft account authentication prompt is waiting in Windows.

To check the Store account, open Microsoft Store and select the Profile icon near the search box. In the Xbox app, select the profile picture. Sign out and back in if the wrong account is displayed or the profile does not load.

Xbox and Microsoft Store services require a Microsoft account. A local Windows account can also contribute to Store availability or authentication problems. Microsoft explains Microsoft account requirements in its account guidance.

4. Run the Gaming Services Repair Tool

Gaming Services is separate from the Xbox app, and repairing the Xbox app alone may not repair it. Microsoft provides a dedicated Gaming Services Repair Tool for PC.

If the Xbox app opens:

  1. Open the Xbox app for PC.
  2. Select your Profile picture.
  3. Select Support.
  4. Select Gaming Services Repair Tool.
  5. Select Start Troubleshooting.

If the Xbox app will not open, use Microsoft’s downloadable tool:

If the tool reports “completed with failures” or hangs during repair, that does not prove the game’s save is corrupt. The repair tool itself may be unable to fix damaged Gaming Services, Store data, or Windows app registration. Continue with the app repair steps below.

5. Repair, then reset the Xbox app

Windows 11 provides separate Repair and Reset actions:

Start > Settings > Apps > Installed apps > Xbox > … > Advanced options

  1. Select Repair.
  2. Restart or retry the game.
  3. If syncing still hangs, return to the same page and select Reset.

Microsoft recommends trying Repair before Reset. Resetting removes the app’s Windows data and registration state; it is not the same as uninstalling the game, but back up any accessible local saves before destructive troubleshooting. Apply the same sequence to Gaming Services and Microsoft Store:

Start > Settings > Apps > Installed apps > Gaming Services > … > Advanced options

Then, if required:

Start > Settings > Apps > Installed apps > Microsoft Store > … > Advanced options

6. Clear the Microsoft Store cache

  1. Press Windows key + R.
  2. Enter wsreset.exe.
  3. Select OK.

A blank Command Prompt window should appear. Microsoft says it normally closes after about ten seconds and opens Microsoft Store automatically. Restart Windows after the Store opens, then try the Xbox app again.

wsreset.exe clears the Microsoft Store cache. It does not reset the Xbox cloud save or delete the cloud copy. Microsoft documents this as a Store troubleshooting step in its guidance for when the Microsoft Store cannot find or install an app.

7. Reinstall Gaming Services

Use this step only after the Repair Tool and Windows app repair/reset steps fail. It requires administrator access and changes the system’s Gaming Services installation.

  1. Search Windows for PowerShell.
  2. Right-click Windows PowerShell and select Run as administrator.
  3. Run:
Get-AppxPackage Microsoft.GamingServices | Remove-AppxPackage -AllUsers

In the same elevated PowerShell window, run:

start ms-windows-store://pdp/?productid=9MWPM2CQNLHN

Install Gaming Services from the Microsoft Store page and restart Windows.

The Store product identifier is 9MWPM2CQNLHN. The removal command is not merely a cache clear; it removes the Gaming Services package for all users. Microsoft Community support has provided this sequence for Gaming Services installation failures, including examples documented in this Microsoft Q&A response and this installation troubleshooting response.

8. Reinstall the Xbox app only when the app itself is damaged

If the Xbox app opens, prefer Repair and then Reset before uninstalling it. If it cannot be repaired, a Microsoft Community troubleshooting response gives this removal command:

Get-AppxPackage Microsoft.XboxApp | Remove-AppxPackage -AllUsers

To open the Store listing, it gives:

start ms-windows-store://pdp/?productid=9MV0B5HZVK9Z

Package names can change. Current Xbox app packages may use the family name Microsoft.GamingApp, so do not force the old command if PowerShell returns no package. Check the installed package or use Windows Settings and Microsoft Store instead. See the relevant Microsoft Q&A discussion.

Game-specific checks

Verify and repair the game

If only one title is affected, check whether the Xbox app offers file repair:

  1. Open the Xbox app.
  2. Open My Library.
  3. Select the game’s More options (…) button.
  4. Select Manage.
  5. Open Files.
  6. Select Verify and repair.

The option is not available for every title or installation type. Do this before reinstalling the game. Reinstallation may remove local files without fixing account authentication, Gaming Services, Store registration, or a cloud-save lock. Use the number of affected games as a diagnosis

Symptom Most likely scope Prioritize

Game Saves synchronization is title-specific: each game initializes its save provider and identifies its own service configuration and save container. That is why a single affected title points more strongly toward a game-level issue than a system-wide Gaming Services failure.

Cloud-save problems to check before deleting anything

Another device may hold the save lock

Close the game on every Xbox console, PC, or cloud-gaming session using the same account. Switching devices while the first session is active can produce a wait, conflict, or takeover prompt.

Offline progress may not be in the cloud

A game can continue offline and write local progress, but that progress is not uploaded until the device reconnects and the title completes a save sync. Do not launch the same game on another device until the original PC has successfully uploaded its latest progress.

A conflict prompt may be hidden

When local and cloud copies both changed, Game Saves is designed to show a choice of which version to use. If the dialog is behind another window, blocked by notification settings, or fails to render, the game may appear to be stuck on the initial sync screen. Check the taskbar, minimize other windows, and look for a prompt before cancelling.

OneDrive can affect ordinary Windows save folders

For games that use ordinary Windows folders rather than the Xbox-managed save container, OneDrive synchronization of Documents can interfere with save synchronization and may contribute to corruption. Microsoft’s PC developer guidance recommends the Windows Saved Games known folder for titles that manage saves independently. This is game-dependent: identify the title’s save location and make a backup before moving or deleting anything. Do not delete a suspected save folder blindly. See Microsoft’s PC developer FAQ.

Repair Windows system files if Gaming Services still fails

If Gaming Services cannot install or Microsoft Store apps are broadly malfunctioning, use Microsoft’s supported DISM-then-SFC sequence from an elevated Command Prompt:

  1. Search for Command Prompt.
  2. Right-click it and select Run as administrator.
  3. Run:
DISM.exe /Online /Cleanup-image /Restorehealth

After DISM completes, run:

sfc /scannow

Do not close the window until SFC reaches 100 percent. Restart Windows afterward and retry Gaming Services. Microsoft’s procedure is documented in Use the System File Checker tool.

Fixes you should not use as a first response

There is no current global “sync game data to the cloud” switch

Do not rely on guides that claim a current Windows 11 Xbox app contains a global toggle to enable or disable cloud saves. The documented flow is controlled by the game’s Game Saves implementation and Xbox services, not by a universal Xbox-app switch.

Do not delete Gaming Services registry keys for a generic sync hang

Commands such as these are widely copied:

Remove-Item -Path "HKLM:SystemCurrentControlSetServicesGamingServices" -Recurse
Remove-Item -Path "HKLM:SystemCurrentControlSetServicesGamingServicesNet" -Recurse

They come from Microsoft’s 2021 support article for specific Windows 10 errors 0x80073D26 and 0x8007139F. They are not the current first-line Windows 11 procedure for a generic “Syncing data” hang. Use the Repair Tool and app repair/reset steps first. Reserve registry deletion for a Microsoft Support-directed recovery or a clearly matching installation error. The historical article is KB5004327.

Reinstalling the game is not a universal cloud-save fix

A damaged package can justify verification or reinstallation, but reinstalling does not directly repair account authentication, Gaming Services, Store registration, a cloud-save lock, or a local/cloud conflict. Diagnose the scope first.

Do not wait indefinitely

Microsoft documents synchronization during gameplay and upload attempts at session end, but does not define a normal maximum duration for the initial sync dialog. After closing the game and restarting Windows, an indefinitely spinning dialog should be treated as a failed sync or dependency problem rather than proof that the cloud save is still processing.

Do not change every Xbox service to Automatic without a specific reason

Community guides sometimes recommend changing all Xbox-related Windows services manually. Microsoft’s current consumer guidance does not recommend blanket startup-type changes for this symptom. Avoid them unless a specific service error or Microsoft Support instruction identifies the service involved.

Recommended decision path

  1. Close the game on every device and restart Windows.
  2. Update Windows, Microsoft Store, Xbox, and Gaming Services.
  3. Confirm the Xbox and Store accounts.
  4. Run the Gaming Services Repair Tool.
  5. Repair, then reset, Xbox, Gaming Services, and Microsoft Store.
  6. Run wsreset.exe.
  7. If all games still fail, reinstall Gaming Services.
  8. If only one game fails, use Verify and repair and investigate that title’s saves.
  9. Run DISM and SFC if Store or Gaming Services installation remains broken.
