Xbox is surveying some users about an extreme return to console exclusives, including hypothetical Xbox-only versions of Fallout, The Elder Scrolls, DOOM, PHYSINT, Diablo and parts of Minecraft. The survey is market research, not an announcement: Microsoft has not confirmed that any of these games will become exclusive, published results, or set a timetable.
What the survey’s most aggressive scenario says
GameSpot reported on October 14, 2026, that a subset of Xbox users saw a hypothetical announcement covering “all future title releases from every Xbox-developed gaming franchise except Call of Duty.” Under that scenario, those future releases would be console-exclusive to Xbox. The wording leaves PC unchanged, so “exclusive” in the prompt refers to console platforms rather than a total ban outside Microsoft hardware.

The scenario gives Minecraft a separate, more specific condition: existing Minecraft titles would no longer be available to buy on PlayStation or Nintendo consoles, and those versions would receive no new content updates. Content players already own would remain unaffected, and “Nothing changes on PC with this announcement,” according to the wording reproduced by GameSpot.
“Nuclear” is a description of how far-reaching the hypothetical is, not a name Microsoft has given to a product plan. It is broader than making one upcoming game exclusive because it covers the future output of nearly the entire Xbox-developed portfolio, with Call of Duty explicitly carved out.

Which franchises and games are covered?
Windows Central said it verified screenshots provided by an Xbox Insider. GameSpot and Windows Central reported questions involving these properties:
| Franchise or project | How it appears in the survey |
|---|---|
| Fallout | The survey asks where respondents would play hypothetical exclusive Fallout content. |
| The Elder Scrolls | Questions repeat the same hypothetical-exclusivity approach. |
| DOOM | Questions repeat the same hypothetical-exclusivity approach. |
| PHYSINT | Hideo Kojima’s project is included in the repeated franchise questions. |
| Diablo | Questions repeat the same hypothetical-exclusivity approach. |
| Minecraft | It receives the special purchase, update and already-owned-content conditions described above. |
The reports do not say that every listed title is currently planned for Xbox-only release. They establish only that these names were used to test reactions to possible platform restrictions.

What Xbox is asking respondents to do
For hypothetical exclusive content, respondents choose the behavior that best matches their likely response:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Play on an existing Xbox.
- Buy a new Xbox Series X|S.
- Play on a PC.
- Skip the game because it would be unavailable on their preferred console.
- Choose something else.
- Say they have no interest in the content.
Those choices let Xbox measure more than simple approval or disapproval. They test whether exclusivity could move people to existing hardware, persuade them to purchase a new console, shift play to PC, or cause them to opt out entirely. The survey wording does not establish how many people selected any answer.

Is Xbox actually making Fallout or Elder Scrolls exclusive?
No confirmed policy has been announced. GameSpot noted that Xbox Research conducts many surveys and that research findings do not necessarily result in marketplace changes. Windows Central reported that the screenshots were genuine, but neither report provided a sample size, response percentages, implementation schedule or launch commitment.
There is a wider strategic reason the question is being asked. In an April 2026 communication reported by GamesRadar+, Xbox leadership said it would “reevaluate” its approach to exclusivity and windowing. That statement confirms an ongoing review, not approval of the all-encompassing scenario tested here.

What the hypothetical would mean on each platform
Xbox consoles
Owners of an existing Xbox would be among the respondents’ listed paths for playing the hypothetical exclusive content. The survey also tests whether the prospect would convince someone to buy a new Xbox Series X|S. It does not say that buying one is required for any announced game.
PC
The quoted “nuclear” prompt says PC would see no change. A player could therefore select PC rather than an Xbox console, although the survey does not specify a release date, technical requirements or whether every future title would launch on PC simultaneously.
Best Value
PlayStation and Nintendo consoles
The broad scenario would remove future releases covered by its wording from rival consoles. Minecraft is treated differently but still significantly: new purchases and content updates would stop on PlayStation and Nintendo systems, while already-owned content would continue to be available. The reports do not describe a timetable or a mechanism for such a change.
Call of Duty
Call of Duty is the explicit exception in the quoted scenario. The wording does not say that its existing or future releases would become Xbox-console exclusive under this hypothetical.
What is known—and what is not
- Known: A survey was reported on October 14, 2026; Windows Central said it verified the screenshots; and the questions name Fallout, The Elder Scrolls, DOOM, PHYSINT, Diablo and Minecraft.
- Known: The most aggressive prompt tests console exclusivity for future releases from Xbox-developed franchises other than Call of Duty, while the quoted wording leaves PC unchanged.
- Not known: The number of respondents, their answers, the geographic or demographic makeup of the sample, or whether Microsoft will act on the findings.
- Not known: Any release window, final platform list, transition plan for existing games, or requirement to purchase a particular Xbox model.
For now, the practical answer to “Is Xbox exclusivity coming back?” is that Microsoft is studying how players might react to it. The survey demonstrates that a broad exclusivity strategy is being considered as a scenario, but it does not demonstrate that the scenario has been approved.
