A “poor” stream-health warning means YouTube is detecting a problem in the video stream reaching its servers; it does not, by itself, prove ACT Fibernet is at fault. Start by reading the exact warning and timestamp in Live Control Room, then check your encoder settings and test the computer’s outbound connection. If you use Wi-Fi, try Ethernet as a diagnostic before contacting ACT.
1. Read YouTube’s exact warning first
In YouTube Live Control Room, open the stream’s health indicator and note the full warning and its timestamp. YouTube’s live-stream error messages distinguish issues that need different fixes; the overall “poor” status alone is not specific enough to diagnose.
- A warning about bitrate, resolution, frame rate, codec, keyframe timing, or audio points you toward encoder configuration.
- A warning that YouTube is receiving too little video points toward an inconsistent or insufficient incoming feed. YouTube’s Live Streaming API health-status documentation describes video-ingestion starvation this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.”
Unresolved errors may continue to appear. Use the timestamp to match the warning against your encoder logs, local recording, network activity, and any change you made at that time.
2. Check the encoder and local output
Look at the encoder preview and, if available, a local recording. Confirm the picture and audio are normal, the encoder is not overloaded, and the software is up to date. If the local output is clean but the stream sent to YouTube is not, an outbound connection problem becomes more plausible; YouTube’s live-stream troubleshooting guidance recommends checking the internet connection in that situation.

Do not change several settings at once. First fix anything named in the timestamped warning, then observe whether the health indicator clears or a different error appears.
3. Match encoder settings to YouTube’s profile
Open YouTube’s current encoder settings and bitrate table and select the values for your codec, resolution, and frame rate. YouTube’s H.264 table recommends the following video bitrates:

These are YouTube’s recommended encoder settings for H.264, not a promise that your internet connection can sustain them. The recommended bitrate differs for AV1 and H.265. Do not treat any one figure as a universal target: use the profile and error message that apply to your stream.
YouTube’s current settings guidance also specifies RTMP or RTMPS transport, H.264/H.265/AV1 video, up to 60 fps, constant bitrate (CBR), a recommended two-second keyframe interval (no more than four seconds), and AAC or MP3 audio; for stereo audio it recommends 128 Kbps. Confirm the current table before making changes, since supported configurations can change.

4. Test the connection from the streaming computer
- Run an upload-speed test on the same computer and network used for streaming. Record the time and result.
- Note whether other people or devices are using the connection, especially for uploads or other sustained traffic. A speed-test result is only a snapshot; it does not prove that the connection stays stable throughout a live stream.
- If you stream over Wi-Fi, connect the computer directly to the router by Ethernet if practical, then test again under comparable conditions. This helps separate a local wireless problem from a wider connection problem. ACT’s general buffering advice lists weak Wi-Fi and shared network use as possible causes and recommends Ethernet as a troubleshooting step.
- Compare the timestamped YouTube warning with the wired and wireless tests. If the warning appears only under one condition, that comparison is more useful than guessing from the overall health label.
If you need a cable to try a wired test, a Cat6 Ethernet cable is one practical option. It is a diagnostic accessory, not a guaranteed fix; it will not correct an encoder configuration error or an ISP-side fault.
5. When to contact ACT Fibernet
Contact ACT if connection tests show trouble or the stream continues to lose incoming video after you have checked the encoder and tried a wired connection. Give support the warning times, upload-test results, whether other network activity was present, and whether Ethernet changed the result. YouTube also advises contacting the internet service provider when connection tests find issues.

ACT’s published buffering guidance concerns general playback and possible causes such as unstable connections, Wi-Fi, shared network load, server congestion, or video quality exceeding available capacity. It is not a report of a current ACT outage or a diagnosis of an individual live-stream problem.
