If you changed who owns a YouTube channel and the new person cannot start a live stream, first check how access is managed. A role in YouTube Studio channel permissions and an owner or manager role on a Brand Account are different systems. In Studio permissions, a manager can manage live streams; a viewer cannot go live or end a stream. If you are transferring Brand Account primary ownership, the incoming person must have been an owner for at least seven days.
First identify which access system the channel uses
YouTube has separate procedures for Studio channel permissions and Brand Account roles. A change in one system does not necessarily change a person’s role in the other. Start in YouTube Studio: open Settings → Permissions and inspect the access model and the new person’s assigned role. YouTube directs Brand Account users to channel permissions when setting up delegated access.
Decide what you are trying to change: permission to operate live streams, or ultimate control of the Brand Account. Those are not the same task.
If the new person only needs to manage live streams
Use YouTube Studio channel permissions and assign a role with the necessary capabilities. A manager can manage live streams. A viewer cannot start or end streams. The Studio owner can also manage live streams, but channel permissions do not let that owner transfer ownership to another user.

- Open YouTube Studio → Settings → Permissions.
- Check the access model and assigned role. If the channel is using channel permissions, review the new person’s role there.
- Assign or update the role for the task. For stream operation, use a role that can manage live streams, such as Manager; do not rely on a Viewer role.
- Have the person sign in to their own Google Account and check whether the live-stream controls are available in YouTube Studio.
Role eligibility is not a guarantee that the channel itself can currently livestream. If the appropriate controls remain unavailable, check the channel’s own status and live-stream eligibility in Studio rather than assuming that changing ownership removed a restriction.
If you need to transfer Brand Account primary ownership
This is an account-control handoff, not just permission to run streams. YouTube Help says the incoming person must already be an owner and must have held that owner role for at least seven days before being made primary owner. A manager cannot change the primary-owner role.

- Confirm the incoming person is a Brand Account owner. Being a manager is not enough to perform a primary-owner transfer.
- Wait until the person has been an owner for at least seven days.
- Use the Brand Account owner controls to make the eligible person primary owner. If the role change is unavailable, check the person’s role and how long they have held it.
YouTube recommends role-based access rather than sharing account passwords. If the person only needs to operate streams, granting the appropriate Studio permission avoids treating a full primary-owner handoff as a routine access fix.
If you are moving the channel to another Brand Account
Moving a channel is different from assigning a stream-management role or changing primary ownership. YouTube’s move prerequisites include being signed in as the current primary owner, opting out of channel permissions, and removing users who have Studio permissions. Before confirming the move, inspect the destination carefully: replacing a destination account’s existing channel can delete that channel and its content.

- Verify the current account is the channel’s primary owner.
- Check that channel permissions have been opted out of and Studio-permission users have been removed, as required for the move.
- Verify the destination Brand Account and its existing channel before proceeding. Replacing an existing channel can delete its content.
If your goal is only to let the new person start or manage streams, consider role delegation instead of moving the channel.

When access still does not work
- The person can see the channel but cannot start a stream: Recheck the role in Studio Permissions. Viewer access does not include going live or ending streams; a manager can manage live streams.
- The primary-owner change is unavailable: Confirm the incoming person is an owner, not a manager, and has held owner status for at least seven days.
- You cannot find the expected permissions: Determine whether the channel uses Studio channel permissions or Brand Account roles. They have separate ownership procedures.
- The role looks correct but livestreaming is still unavailable: Check the channel-specific status and live-stream eligibility in Studio. Role capability alone does not establish current eligibility.
- You are about to move the channel: Stop and check the destination channel first; replacing it can delete its content.
