If Victoria 3 will not open, crashes during loading, or closes while playing, the right fix depends on where the failure occurs. Check AVX support and required runtimes first, then isolate mods and user files before verifying Steam files or reinstalling the Paradox Launcher. Back up saves before resetting or deleting anything under Documents.

1. Check AVX support and the PC requirements
Paradox states that Victoria 3 requires an AVX-compatible processor. If the CPU lacks AVX, reinstalling the game, updating drivers, or changing graphics settings cannot make it compatible. Check Paradox’s AVX guidance if the game has never launched.

See the current official requirements because supported systems can change. In Windows, identify the CPU under Task Manager → Performance → CPU, then check AVX support on Intel’s or AMD’s official specification page. Meeting minimum requirements is a compatibility floor, not a guarantee of crash-free late-game or heavily modded play.
2. Repair Visual C++ and legacy DirectX components
Missing or damaged Microsoft runtime components can prevent a game from starting without displaying a useful error. Paradox recommends installing the latest supported Microsoft Visual C++ Redistributables. Install or repair both the x64 and x86 packages, then restart Windows.
If the problem began after a Windows reinstall or on a new PC, install Microsoft’s DirectX End-User Runtime as well. This supplies legacy components such as d3dx9_41.dll and d3dx9_43.dll that some games still require. Do not download individual DLL files from third-party websites.

A mod can remain active through a launcher playset even when you believe you are running the base game. Outdated mods, stale metadata, and saves created with a different game version can all cause crashes.
- Open the Paradox Launcher and select Victoria 3.
- Choose a playset with no mods, or disable every active mod.
- If the launcher is unusable, temporarily unsubscribe from Victoria 3 Workshop mods.

This is safer than immediately deleting the folder and also resets settings, generated data, and mod metadata. If the fresh profile works, restore saves one at a time and test before restoring mods or other files. A save that depends on a mod may not load without that mod.

For launcher-specific problems, Paradox also documents an advanced reset involving files such as .launcher-cache, content_load.json, dlc_load.json, game_data.json, mods_registry.json, and the mod folder. File names can vary by launcher version, so use the official mod and playset guidance rather than deleting unrelated Paradox folders.
4. Verify the Steam installation
- Open Steam → Library.
- Right-click Victoria 3 and choose Properties.
- Select Installed Files.
- Choose Verify integrity of game files.
- When it finishes, restart Steam and test with no mods enabled.
Verification can replace missing or corrupted files in the Steam installation. It does not necessarily repair saves, Documents data, launcher metadata, graphics drivers, or antivirus blocks. It may also redownload files changed by mods or third-party tools. Steam’s Victoria 3 technical-support page is the relevant platform reference.
5. Repair or bypass the Paradox Launcher
First determine whether the launcher or the game is failing. If the launcher does not open, freezes, shows a JavaScript error, or cannot hand the game to Steam, use Paradox’s Launcher v2 troubleshooting steps. If the launcher opens normally but Victoria 3 itself does not, launcher repair alone is unlikely to solve the game crash.
- Exit Victoria 3 and Steam completely, including Steam’s tray process.
- Restart Windows.
- Start Steam as administrator once and test the game. Treat this as a permission diagnostic, not a permanent requirement.
- Check antivirus quarantine for
bootstrapper-v2.exe. - In Steam, open Victoria 3 → Properties → Installed Files → Browse. Open the
binariesfolder if present and run the Victoria 3 executable directly.
If the direct executable works, the launcher handoff is the likely failure. To reinstall the launcher, go to Windows Settings → Apps → Installed apps, uninstall Paradox Launcher v2, exit Steam, and remove leftover launcher data if present:

6. Check Windows Security and antivirus blocks
Security software can quarantine the launcher or prevent Victoria 3 from writing to Documents. Open Windows Security → Virus & threat protection → Protection history and look for quarantined Steam, Paradox Launcher, or Victoria 3 files.

After confirming a file is legitimate and located where expected, allow the relevant applications through your security software:
steam.exe- the Paradox Launcher executable
- the Victoria 3 executable
Also check Ransomware protection → Controlled folder access. If it is blocking the game from writing to Documents, allow Victoria 3 through that feature. Windows may redirect Documents through OneDrive, which can add another permission or synchronization problem.
You can briefly disable real-time protection as a diagnostic test, but turn it back on immediately. Permanent antivirus removal is not a safe or reliable fix.
7. Disable overlays and conflicting utilities

Return CPU and GPU overclocks or undervolts to stock settings. If the crash disappears, the system was unstable under the previous settings rather than proving that Victoria 3’s files were damaged.
If you can reach the display settings, try Borderless mode. Paradox includes Borderless in its generic startup troubleshooting guidance; it is a diagnostic option, not a guaranteed fix. You can also use the direct-executable test from Fix 5 to separate launcher problems from graphics initialization problems.

A clean reinstall is justified after verification, a fresh user folder, runtime repairs, and launcher troubleshooting have failed. It cannot fix a CPU without AVX, overheating, unstable drivers, defective hardware, or an upstream game bug.
- Back up

- Close Steam.
- Delete the remaining Victoria 3 installation folder under the Steam library.

- Reinstall Victoria 3.
- Run Steam’s file verification.
- Launch once with no mods and test a new game.
- Restore saves and mods incrementally.
Paradox’s clean-install guidance covers the principle of removing both installation and user-data remnants. Do not keep repeating reinstalls if a clean profile still crashes; collect evidence instead.

Steam versus Xbox Game Pass
The steps above primarily describe the Steam version. Xbox Game Pass and Microsoft Store installations use different permissions and may place files under protected WindowsApps locations. Do not apply Steam executable paths or manually delete protected Store folders. What to send Paradox support
If Victoria 3 still crashes after a clean, no-mod launch, check recent Paradox patch notes and known-issue discussions before assuming the fault is local. Then submit a useful report containing:
- Windows version
- CPU, GPU, and installed RAM
- Steam or Game Pass edition
- Victoria 3 version and Paradox Launcher version
- The exact crash stage
- Whether a new game works
- Whether a fresh user folder works
- Active mods and the launcher playset
- Crash dumps, launcher logs, screenshots, and the approximate crash time
This information distinguishes a broken save or configuration from a launcher issue, hardware limitation, driver problem, or game-wide bug far more effectively than another reinstall.
