There is no official all-time ranking of EA Sports Ultimate Team cards, and a card’s overall rating cannot be compared fairly across different annual games. This is an editorial shortlist of nine notable cards, ranked by their release-era significance, documented rating and recognition in retrospectives—not by a common gameplay test or a claim of player consensus.
The available evidence supports three FIFA 14 Team of the Year (TOTY) cards and one FIFA 15 TOTY card particularly well. For the other five places, the evidence here does not establish specific cards well enough to rank them responsibly, so this list does not fill those slots with guesses.

How this ranking works
Ultimate Team cards belong to particular annual editions; they are not interchangeable items with a single all-time power scale. This ranking gives weight to three things: how prominent the card was in its edition, its documented rating and TOTY status, and whether a retrospective identifies it as memorable. TOTY is a meaningful historical marker, but it is not proof that a card was the most effective in gameplay.

It also said TOTY items were available in FUT packs for a limited time and by chance. That release context explains why these cards were notable and scarce in their game cycle; it does not establish the odds of packing any individual player or a universal gameplay ranking. -
FIFA 15 TOTY Cristiano Ronaldo
EarlyGame’s 2022 retrospective calls out this 99-rated item as a memorable TOTY card, making it the strongest high-rated later-edition pick in the available material. The 99 is the card’s reported overall rating, not a real-world statistic, and the retrospective’s judgment should not be mistaken for an official or measured all-time verdict. EarlyGame’s retrospective.
-
FIFA 14 TOTY Lionel Messi
EA’s FIFA 14 announcement named Messi among the special TOTY in-form items. WeFUT lists his FIFA 14 TOTY card at 98 overall. The combination of an official release record and a high historical card rating makes him a strong inclusion, though neither source demonstrates that he was the edition’s most effective card. -
FIFA 14 TOTY Cristiano Ronaldo
Ronaldo was also named in EA’s FIFA 14 release announcement, and WeFUT records the card at 98 overall. His co-equal rating with Messi is not a basis for claiming they played identically or that one was definitively better; it does support placing both among the edition’s most prominent documented TOTY cards. FIFA 14 TOTY Zlatan Ibrahimović
EA included Ibrahimović in the same FIFA 14 special-item release, and WeFUT lists his card at 96 overall. That lower figure than the two 98-rated cards is a recorded rating difference, not evidence by itself of a corresponding difference in match impact. EA’s FIFA 14 announcement; WeFUT’s card record.

Why this is a shortlist, not a fabricated top nine
The supplied evidence identifies memorable FIFA 17-era cards as a category, but does not substantiate five more exact card-and-edition pairings with enough detail to rank them. FIFAUTeam describes FIFA 17 as an era of expanding card types and SBCs, while EarlyGame offers retrospective candidates from later TOTY editions. Neither supports naming specific additional winners or claiming a consensus order. FIFAUTeam on FIFA 17 Ultimate Team features; EarlyGame’s retrospective.
Accordingly, the numbered entries above are the cards that can be individually supported from the available sources, not a claim that only four cards belong in Ultimate Team history’s top tier. Extending the list to nine would require checking each additional card’s exact edition and item type against reliable records. No firsthand gameplay test or representative player survey establishes an objective order here.

What TOTY tells you about a historic card
EA’s FIFA 15 announcement described TOTY items as special blue in-form cards and said the limited-time rollout began January 12, 2015. The announcement is useful for understanding their distinctive release and appearance, rather than as proof of card strength. EA’s FIFA 15 TOTY announcement.
For FIFA 14, EA confirms the named players and special release; WeFUT supplies the edition-specific ratings cited above. Keep those roles separate: EA’s announcement establishes the release context, while the database provides the rating figures. WeFUT’s publication year is not stated in the available record.
Can you still get these cards?
These are historical digital items from specific game editions, not physical football trading cards or products that automatically come with a used game disc. A physical copy of FIFA 14 may let someone revisit that edition if they have compatible hardware, but it does not buy, restore or transfer the original Ultimate Team cards. Current used-copy availability, hardware compatibility and legacy online functionality are not established here.
