If Steam says there’s no internet connection, first check whether Steam itself is having an outage, then determine whether the problem affects your whole connection or only the Steam client. Work through the checks below in order; each isolates a different cause, and none is a guaranteed fix.
1. Check whether Steam is down
Before changing settings on your PC, check Steam’s server status guidance. A Steam-wide service problem can look like a local connection failure. If Steam services are unavailable or Steam’s sites are timing out, changing your computer’s network settings will not bring the service back; wait and try again later.

2. Check whether other apps can reach the internet
Try opening a few unrelated websites or using another online app on the same device. If those fail too, the issue is more likely your local network, router, or internet provider than Steam. If everything else works and only Steam is offline, continue with the Steam-specific checks.

Exit Steam completely, reopen it, and try connecting again. If that does not help, restart the computer and launch Steam once it is back online. Steam recommends restarting the client and computer in its basic troubleshooting for installation and update issues; this is a low-risk way to clear a stuck client state, though that guidance is not a universal sign-in fix.

4. Restart your modem and router
Restarting your network hardware can help if the router or modem has stopped handling connections reliably. Use the hardware maker’s normal restart procedure, allow the equipment to reconnect to your provider, then try Steam again. Steam includes refreshing network hardware in its advanced troubleshooting advice.
5. Test a different network link
Unstable Wi-Fi or powerline networking can interrupt Steam even when the connection appears active. If possible, connect the computer directly to the router with Ethernet and test Steam. Steam Support recommends a direct wired connection as a way to determine whether the network link is the problem in its network connectivity guidance. If you cannot test by wire, try another Wi-Fi band or move closer to the router.

On Steam Deck, a USB-C-to-Ethernet adapter may be needed for a wired test, depending on your hardware setup. A cable or adapter is diagnostic equipment, not a guaranteed repair.
6. Refresh Steam’s firewall permissions
A firewall can block Steam after installation or a client update, even if Steam connected before. Check your operating system’s firewall or security application and make sure Steam is allowed through it. If the firewall has a list of allowed apps, remove outdated Steam entries if necessary and authorize the current Steam executables again; then restart Steam. Steam explains this possibility in its firewall troubleshooting guidance.

Do not leave your firewall disabled. If you briefly turn it off as a diagnostic test, restore it immediately afterward and add the appropriate Steam permissions instead.
7. Check security software and other background programs
VPNs, proxies, security tools, or other background applications may interfere with Steam’s connection. Close or temporarily reconfigure one likely culprit at a time, then test Steam so you can identify whether it matters. Restore normal protection and settings after each test. Steam’s connectivity guide also recommends checking for interfering applications and malware; avoid broadly uninstalling security software as a first step.

8. Ask whether your network blocks Steam
School, university, workplace, and proxy networks may restrict the ports Steam needs. If you are on a managed connection, ask its network administrator whether Steam traffic is permitted rather than trying to change network policy yourself. Steam’s required ports page lists protocols and ports for particular Steam features; games may also require additional ports.
9. Look for an ISP or time-of-day pattern
If Steam works at some times but regularly fails at others, compare the connection at different hours. Steam says ISP blocking or traffic management can be a possible cause of time-dependent connectivity problems in its network connectivity guidance. If the pattern persists, contact your internet provider and describe when Steam fails and whether other services are affected.

Use Offline Mode only if you prepared it earlier
Offline Mode is a fallback for playing supported games without a live Steam connection, not a way to sign in for the first time without internet. Steam requires you to set it up while online: remember your login, update and launch the games you want to play, then choose Steam > Go Offline. Steam explains the setup and limitations in its Offline Mode instructions. Features that need Steam Network access, and games that require an active connection, will not work offline.
If the problem is limited to downloads or updates rather than connecting to Steam, Steam’s installation and update troubleshooting includes clearing the download cache. That is not a universal fix for a client that cannot sign in.
