To play the PS5 edition, PS4 owners must purchase it separately; whether PS4 save data transfers is not established by Atlus’s upgrade FAQ.
Can you upgrade a PS4 copy of Persona 5 Royal to PS5?
No. In an FAQ published July 21, 2022, Atlus said it had no product for purchasers of the PS4 version to upgrade to the PS5 version, and directed players who want to play on PS5 to buy the PS5 edition. That means owning the PS4 game does not entitle you to the PS5 edition for free or at an upgrade price. Atlus’s FAQ

Does a PS5 edition of Persona 5 Royal exist?
Yes. The US PlayStation Store lists Persona 5 Royal for PS5, with a release date of October 21, 2022. The store describes that edition as including over 40 previously released downloadable content items; that is the store’s content count, not a measure of technical upgrades. PlayStation Store listing
Atlus’s official product page also lists PlayStation 5 and provides selectors for Physical Standard, Digital Standard, and Collector’s Edition. Which formats are available and in stock can vary by region and date, so check your local store listing before buying. Atlus official product page

Do you have to buy Persona 5 Royal again on PS5?
If you want the PS5 edition, Atlus’s stated route is to purchase that separate edition. You can also keep playing your PS4 copy rather than buying it again. PlayStation describes Royal as an extended edition of the original Persona 5, adding characters, confidants, story, locations, and features. PlayStation’s overview

Atlus’s upgrade FAQ addresses purchase entitlement, not save compatibility. It does not confirm whether a PS4 save can be transferred to the PS5 edition, so do not assume your progress will carry over. If preserving a save is essential, check current PlayStation or Atlus support information before purchasing the separate version.
