If “To Kill or Not to Kill” does not appear in Dying Light 2: Stay Human, try progressing the related Central Loop story and side quests before checking the Fish Eye again. Player reports point to Observatory, Renegades, the Carrier aboard the PK ship, Rats in the House, and the timing of the nearby metro as possible factors—but this sequence is not an official or guaranteed fix.
First, identify which problem you have
There are three different symptoms with different things to try:

- The quest giver is missing: follow the reported progression route below and check the Fish Eye afterward.
- You only need Avery’s Map: try collecting the memento in free roam without waiting for the quest.
- The quest started, but a door says “Please wait”: that is an in-quest progression issue, not a missing quest trigger.
The reports cited here are individual player experiences. They do not establish how common the issue is, and Techland has not confirmed these trigger conditions in the sources available.
If “To Kill or Not to Kill” does not appear
Players have connected the quest’s availability to several story and side-quest steps around the Fish Eye. The following is a route to try, not a verified universal sequence.

- Complete Renegades if it becomes available. Players report that an SOS call during Observatory can trigger this quest, and include it among the steps preceding “To Kill or Not to Kill.” Steam Community: reported quest steps
- If it is still available, avoid activating the Newalls Crossing / Fish Eye-area metro too early. Multiple player reports associate early metro activation with the quest not appearing. The reports do not confirm that activating it always blocks the quest. Steam Community: reported quest steps
- During Welcome on Board, speak with the Carrier aboard the PK ship. Players link this conversation to unlocking “Rats in the House.” Steam Community: reported quest steps
- Complete Rats in the House and the metro, then check the Fish Eye. This is the remaining sequence described in player reports. Steam Community: reported quest steps
These reports do not establish an exact required order, and one walkthrough commenter said the sequence did not reproduce on an existing save. If you have already completed some of these steps, check the Fish Eye again after finishing the remaining ones rather than assuming your save is permanently blocked. If you only need Avery’s Map
You may not need to make the quest appear. A player thread from July–August 2026 reports collecting Avery’s Map as a free-roam memento without triggering “To Kill or Not to Kill”; the original poster confirmed the approach worked for them. Treat this as an anecdotal option, but try the map’s overworld location before restarting a save or arranging co-op. Reddit: player report about the quest trigger and Avery’s Map

Older Steam discussions also mention finding the map without the task and describe joining another player’s co-op session as a way to access it when that player’s mission had just started. If the quest started but the door says “Please wait”
This is a separate issue: players describe reaching a mission door that will not open or trigger the next scene. In one thread, the original poster said finishing the main story and returning to the quest resolved the prompt; a later commenter reported the same result. This is an anecdotal workaround, not a guaranteed fix. Reddit: “Please wait” glitch

The same discussion includes a report of an enemy forcing the player through the door and leaving them stuck inside. Do not treat being pushed through as a reliable way to advance. If you are stuck, the reported story-completion workaround is the only recovery described in these accounts; restarting the game or console did not resolve the original poster’s issue.
