The exact rasapi32.dll errors you may see
Windows may display one of these messages:

Do not download a replacement from a random DLL website. The safe repair is to update Windows, repair its component store with DISM and SFC, or repair the specific application if only that program fails.
The error does not always mean that rasapi32.dll itself is missing. Windows may be reporting a damaged dependency, an architecture mismatch, an access problem, invalid system-file signing, or a broken application installation.
What rasapi32.dll does
Windows applications call the Remote Access API when they need to create or manage certain remote connections. Microsoft documents these functions as being supplied by Rasapi32.dll and linked through Rasapi32.lib.

This is a Windows file, not a Visual C++ Redistributable, DirectX, or .NET file. Those runtimes can still be separate dependencies of the application showing the error, but reinstalling them does not replace rasapi32.dll.
On 64-bit Windows, the normal locations are:
%windir%System32rasapi32.dll
%windir%SysWOW64rasapi32.dll
System32 normally contains the native 64-bit system copy. SysWOW64 normally contains the 32-bit copy used by 32-bit applications. This naming is confusing, but it is how Windows maintains compatibility with older software.
A 32-bit program cannot load a 64-bit DLL. Therefore, a valid file in System32 does not prove that a 32-bit application has the copy it needs.
First identify the scope of the failure
Before changing files, answer these questions:
- Does the error appear during Windows startup or at every sign-in?
- Does it affect several programs or only one?
- Did it begin after Windows Update, an application update, a cleanup utility, antivirus action, or suspected malware?
- Is the file absent, unsigned, in an unexpected directory, or present but unable to load?
- Does the message mention another DLL, such as
VCRUNTIME140.dllorMSVCP140.dll?
If Windows startup or multiple unrelated applications are affected, treat this as Windows component corruption first. If one VPN client, installer, game, or business application fails while Windows works normally, repair that application before replacing anything in Windows.
Fix 1: Update Windows and restart
A pending update can leave system components at different servicing levels or repair a problem already addressed by Microsoft.
- Press Windows + I to open Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Start the affected program again.
If the error began immediately after an update, install any newer pending update first. If no update is available and the issue started after a known system change, continue with the repair steps below.
Fix 2: Repair Windows with DISM and SFC
Use this path when the file is missing from a Windows directory, several programs fail, or the problem occurs during startup. Microsoft recommends running DISM before System File Checker because DISM repairs the Windows component store that SFC uses as a repair source.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- After DISM completes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the program again.
A successful SFC result says that Windows Resource Protection did not find any integrity violations, or that it found and repaired corrupt files. If SFC says it could not repair some files, restart once and run the same two commands again.

If repair still fails, the CBS log can show which files were not repaired. For severe corruption, use matching Windows installation media as a repair source or perform an in-place Windows repair using Microsoft installation media. The media must match the installed Windows edition and architecture.
Repeating DISM and SFC without knowing what changed can make troubleshooting slow. Fix 3: Check whether the file exists in the correct locations
Use Command Prompt to check both architecture-specific copies.
dir "%windir%System32rasapi32.dll"
dir "%windir%SysWOW64rasapi32.dll"
On 32-bit Windows, the SysWOW64 path may not exist. That is normal.
Do not copy a file from System32 to SysWOW64, copy one from another computer, or place a downloaded DLL beside the application. The files must match the Windows build, architecture, servicing state, and trust chain. A file that merely has the right name can still be invalid or incompatible.
If the file exists but the application reports “not found,” Windows may actually be unable to load one of its dependencies. DLL dependencies are searched separately. In that situation, replacing rasapi32.dll will not solve the underlying problem.
For advanced diagnosis, Microsoft Process Monitor can reveal failed file lookups, access-denied events, and the process that requested the DLL. Use it when the basic repair commands finish successfully but one application still fails.
Fix 4: Repair or reinstall the affected application
If only one application fails, Windows may be healthy and the application’s installation, private dependencies, permissions, or configuration may be damaged.

- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, uninstall the application and reinstall it from the developer’s official installer. Restart Windows between uninstalling and reinstalling if the program’s installer requests it.
For a game, use the launcher’s built-in verification command before reinstalling:
- In Epic Games Launcher, open Library, select the three dots beside the game, choose Manage, then select Verify.
- In the EA app, open the game’s three-dot menu and choose Repair.
- In Steam, use the official Verify Integrity of Game Files workflow.
If the application’s installer separately reports VCRUNTIME140.dll, MSVCP140.dll, or another runtime file, install the matching Microsoft Visual C++ Redistributable. That package supplies Visual C++ runtime libraries; it does not supply rasapi32.dll.
Run the installer as administrator only when the developer’s installer requires elevation. Do not disable User Account Control or security software as a general workaround.

Security software can quarantine a legitimate system file after a false detection, or malware may have modified or removed it.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
rasapi32.dll. - Expand the entry and review its location, detection name, and action.
Do not restore the file automatically. Restore it only after confirming that the file is the genuine Microsoft system component and that the detection is a false positive. Microsoft warns that allowing a truly malicious file can expose the computer.
After a confirmed restoration, run DISM and SFC again. If malware is plausible, select Scan options in Windows Security and run a Full scan. For a deeper check, use Microsoft Defender Offline scan, which restarts Windows and scans before the normal desktop loads.

If a copy exists outside the normal Windows directories, verify its digital signature and origin. A Microsoft signature does not automatically make an unexpected copy safe to load, but an unsigned copy deserves immediate suspicion.

Fix 6: Check architecture, permissions, and dependencies
A 32-bit program needs the 32-bit system environment, while a 64-bit program needs the 64-bit environment. The existence of one copy does not guarantee that every process can use it.
Useful clues include:
- The error affects only an older 32-bit program.
- The application was copied from another computer instead of installed.
- The file exists but the message says “Access is denied.”
- The message says the file is “not designed to run on Windows.”
- Process Monitor shows a missing dependency or access-denied event.
- The file is present in an application folder rather than a Windows system directory.
Do not change permissions on the Windows directory as a first response. Do not replace system ownership or bypass security controls to force a program to load. Repair the application, confirm its architecture, and use Windows servicing first.

A VPN client or networking product may be the program that calls the Remote Access API, but it does not own the Windows DLL. Reinstalling a network driver is not a general rasapi32.dll repair.
If the error began after a network-driver change:
- Right-click Start and select Device Manager.
- Expand Network adapters.
- Right-click the affected adapter.
- Select Properties and open the Driver tab.
- Review the provider, date, and version.
- Use Update Driver or reinstall the driver from the computer or adapter manufacturer.
- Restart Windows and test the affected VPN or application.
Do not enable the Windows Server RRAS role merely to replace this file. The server role and the client-side Remote Access API are separate concerns.
When several drivers may be outdated, manually identifying the correct package can mean checking hardware IDs, manufacturers, and architecture repeatedly. Fix 8: Use System Restore after a recent change
If the problem started immediately after a driver, update, cleanup tool, or application installation, System Restore may return system settings and files to an earlier restore point.
- Press Windows + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the problem began.
- Select Scan for affected programs if available.
- Confirm the restore point and select Finish.
- Allow Windows to restart.
System Restore does not replace personal files, but it can remove recently installed programs or drivers. If no suitable restore point exists, continue with Windows repair rather than downloading a DLL.
Fix 9: Repair-reinstall Windows
If DISM, SFC, application repair, antivirus checks, and System Restore do not resolve a system-wide failure, use an in-place repair installation from Microsoft Windows installation media.
On supported Windows 11 installations, Windows may also offer:
Settings > System > Recovery > Fix problems using Windows Update > Reinstall now
Availability depends on the Windows edition, configuration, and servicing status. Follow the on-screen instructions and back up important data before major recovery work.
Do not use regsvr32 rasapi32.dll
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer, commonly used by COM or ActiveX components. rasapi32.dll is an API library, not a COM server that should be registered manually.

It can produce an error without changing the problem. It does not restore a missing file, repair the component store, or fix a dependent DLL.
Why random DLL downloads are unsafe
Avoid standalone DLL download sites and copies from another PC. They may provide:
- Malware or tampered files
- The wrong Windows architecture
- An incompatible servicing version
- A file with invalid or missing signatures
- A replacement that hides the real dependency or application problem
Use Windows Update, DISM, SFC, Microsoft installation media, antivirus restoration after verification, or the affected program’s official installer instead.
If the error remains
Use this final checklist:
- If several programs or Windows startup fail, run DISM followed by SFC again and inspect the repair result.
- If one program fails, repair or reinstall that program.
- If the file exists and is Microsoft-signed, investigate architecture, permissions, and dependent DLLs.
- If the issue follows an update or driver installation, use System Restore or roll back the specific change.
- If antivirus removed the file, verify the detection before restoring it.
- If a crash report merely lists
rasapi32.dllas a loaded module, that does not prove the DLL caused the crash. - If only one Windows account is affected, test a new user profile as an isolation step.
- If all normal repair paths fail, perform an in-place Windows repair using matching Microsoft media.

Is rasapi32.dll a Windows file?
Yes. It is a Microsoft Windows system DLL implementing the Remote Access Service API.

Is rasapi32.dll part of Visual C++ or .NET?
