When Acrobat OCR is not recognizing text, the PDF is usually an image-only scan, the selected OCR language does not match the page, the source image is too poor, or security settings prevent processing. First save a backup, then use All tools > Scan & OCR > In this file, select the correct pages and language, and choose Recognize Text. If Acrobat still produces little or no text, improve the scan with Enhance scanned file, remove authorized security restrictions, rerun OCR, and review the result against the page image. A readable-looking scan is not automatically searchable: Acrobat must add a machine-readable text layer before you can select, search, copy, or use the content with assistive technology.
Why is Acrobat OCR not recognizing text?
A scanned PDF can look perfectly legible while containing nothing but page images. In that state, there are no characters for Acrobat to select or search. Adobe describes the condition directly: “When you scan a paper document to PDF, the resulting file contains only image data, not searchable text.” OCR analyzes those pixels and adds a hidden, machine-readable text layer.

That distinction explains several apparently different failures:
- You can see words but cannot drag across them.
- Find returns no result for a phrase that is visibly on the page.
- Select All selects an image or nothing useful rather than individual characters.
- OCR creates a layer on some pages but leaves other pages unchanged.
- Text is present but contains wrong characters, missing lines, or scrambled reading order.
“No output” can therefore mean that OCR never ran, that it could not interpret the image, that the language model was wrong, or that the PDF is protected. Identify which symptom you have before changing settings.

How do I check whether the PDF already has a text layer?
Use these quick checks before running OCR. They are non-destructive and help distinguish an image-only file from a PDF whose existing text is merely inaccurate.
- Open the PDF in Acrobat and try to select one clearly visible word with the text-selection tool.
- Search for a distinctive phrase that is easy to see on the page. Search several words rather than a single letter.
- Use Select All, copy the result, and paste it into a plain-text editor. A pasted image, an empty result, or meaningless symbols indicates that usable text is absent or damaged.
- Check more than one page. A document can mix born-digital pages, OCR pages, and image-only pages.
If none of the visible words can be selected or found, treat the file as an image-only scan and create a text layer. If selection works but contains errors, use Acrobat’s correction tools or rerun OCR with better settings rather than assuming the page is still image-only.
What is the correct Acrobat desktop OCR workflow?
Acrobat desktop provides the most control: page ranges, document language, suspect correction, and multi-file processing. The labels can move between Acrobat’s newer and classic experiences, but the Scan & OCR workflow remains the same.
- Preserve the source. Save a copy with a new filename. Keep the untouched scan so you can compare every recognized value and rerun OCR without cumulative changes.
- Open the tool. Choose All tools, then Scan & OCR.
- Choose the file scope. Select In this file. Do not choose a scanner-capture option when the pages are already in the PDF.
- Set the page range. Process all pages or specify only the pages that need recognition. A limited range is useful for testing a setting on a representative page before processing a long archive.
- Choose the language. Select the language that matches the printed document. The language setting determines the character model used to interpret shapes, accents, punctuation, and word boundaries.
- Run recognition. Select Recognize Text and let Acrobat finish. Avoid closing the document while the progress operation is active.
- Save a new OCR copy. Use a separate filename so the original image remains available for audit and comparison.
- Test the result. Search for several phrases, select text in different areas, and inspect pages with columns, tables, or forms before relying on the output.
If a page range works but the full document does not, process the file in smaller ranges and identify the pages that trigger the failure. Those pages usually need image cleanup, a different language choice, or separate handling.
Which image problems make Acrobat miss or corrupt words?
OCR recognizes patterns in pixels, not the intent of the writer. Anything that makes characters resemble one another or breaks their edges can produce omissions and substitutions. Improve the source before repeatedly running the same OCR command.
Blur and insufficient resolution
Out-of-focus camera photos, motion blur, and heavily downsampled scans erase the fine strokes that distinguish characters such as “c” and “e” or “1” and “7.” A sharper rescan is usually more effective than trying several language settings on the same blurry image.
Shadows, uneven lighting, and dark backgrounds
Book spines, curled pages, fingers, and overhead lighting can create dark bands that Acrobat interprets as text or erase parts of letters. Flatten the page, illuminate it evenly, and crop away the surrounding surface when recapturing it.
Skew and rotation
A page photographed at an angle produces slanted baselines and irregular spacing. Deskewing can correct moderate rotation, but severe perspective distortion is better fixed at capture time by positioning the camera or scanner square to the page.
Low contrast and compression artifacts
Faint gray type on a gray background and aggressive JPEG or PDF compression remove the separation between characters and paper. Increase contrast during rescanning or enhancement, and avoid repeatedly exporting a lossy image.

Decorative fonts, handwriting, and busy designs
Ornamental lettering, cursive handwriting, stamps, textured paper, photographs behind text, and colored backgrounds fall outside the conditions in which ordinary printed-text OCR is most reliable. Expect manual correction or transcription for these areas instead of assuming a second pass will make them exact.

Use Acrobat’s Enhance scanned file command when the original scan is available but visually weak. The enhancement controls change the image that OCR analyzes; they do not turn uncertain recognition into verified fact.
Deskew
Enable deskew to straighten lines that are slightly rotated. It helps paragraphs and forms align with the recognition engine, but it cannot reconstruct text that is cut off or severely warped.
Background removal
Remove gray paper, shadows, and colored surroundings so characters stand out. Inspect the preview: an overly aggressive setting can erase pale letters, thin rules, or signatures.
Descreen
Descreening reduces halftone dots and moiré patterns from magazines, photocopies, and printed photographs. Use it when the page has a visible screen pattern; it is not a substitute for higher-quality capture.

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsText sharpening
Sharpening emphasizes character edges. Moderate sharpening can help soft scans, while excessive sharpening creates false strokes and makes punctuation look like noise.
Compression and resolution controls
Choose settings that retain enough detail for small type without producing an unnecessarily large file. Section508.gov training guidance recommends scanning at 300 DPI for grayscale and 600 DPI for color. The guidance does not establish a guaranteed accuracy rate or a publication year, so treat those values as practical capture guidance rather than a promise that every page will OCR perfectly.
After enhancement, run OCR again and compare a difficult page with the unenhanced version. If both versions fail in the same places, rescan the original or use a connected document scanner. A scanner with stable alignment and lighting is often the sensible hardware fix when a phone camera or damaged source is the limiting factor.
How do I fix a wrong OCR language?
Select the language that actually appears on the page before choosing Recognize Text. A language model is not just a spell-check dictionary: it affects how Acrobat separates words and interprets character shapes. A mismatch can produce nonsense, missing output, or systematic substitutions.

For a multilingual file, identify which language dominates each page. If the document contains separate language sections, process those ranges independently with the matching language. Adobe Scan warns that a language mismatch can result in no usable output, and selecting multiple languages can reduce recognition quality. Use multiple-language recognition only when the page genuinely mixes languages and you have checked the result carefully.
When the language is correct but a particular alphabet still fails, test a clean page from the same document. If that page works, the problem is probably image quality or layout rather than the language model. If every page fails, verify the language selection, application version, and file security before changing the scan.
Can PDF security or passwords stop OCR?
Yes. Encryption and permission settings can block OCR, editing, copying, or other changes even when you can view the pages. Open Acrobat’s document security properties and check whether the file is password-protected or has editing restrictions. If Acrobat reports that the operation is not permitted, the restriction—not the image quality—is the immediate blocker.
Remove a password or permission restriction only when you are authorized by the document owner. If you do not have that authorization, request an unrestricted working copy or ask the owner to perform OCR. Do not defeat security on a file merely because OCR would be convenient.

How do I correct wrong words after OCR finishes?
OCR output is a draft representation of the page, not a transcription that can be trusted without inspection. Acrobat’s Correct recognized text workflow lets you review uncertain words while keeping the page image visible.
- Open the OCR correction command for the recognized document and enable review of uncertain text.
- Move through the highlighted suspects. Acrobat displays the source page so you can compare the character shape with the proposed value.
- Replace the proposal in the Recognized as field when the image clearly shows a different word, number, or symbol.
- Advance to the next suspect and save after completing the review.
Pay particular attention to names, account numbers, dates, decimal points, minus signs, superscripts, and characters that look alike. If errors are widespread rather than isolated, stop hand-correcting and rerun OCR after changing the image quality, language, or enhancement settings. Manual correction is efficient for a handful of suspects; it is risky when an entire page has been interpreted with the wrong assumptions.
Why does Acrobat OCR skip columns, tables, and form fields?
Recognition has two jobs: identify characters and infer where those characters belong. Complex layouts make the second job difficult. Columns may be read across instead of down, table cells can merge, line breaks can move, and form labels may be separated from their values.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Tables
Compare every important cell with the page image. OCR can preserve the words while losing row boundaries, which changes the meaning of a financial or scientific table even when every individual number appears somewhere in the text layer.

Multi-column pages
Check reading order from the first paragraph to the last. If copied text jumps between columns, use the image as the authoritative layout and consider reconstructing the content in a structured document rather than trusting a continuous text extraction.
Forms and checkboxes
Boxes, underlines, signatures, and handwritten entries are often treated as graphics or noise. Verify filled values visually and do not infer an unchecked box, blank field, or signature from missing OCR text.
Headers, footers, and marginal notes
Repeated headers can be inserted between paragraphs, while marginal annotations may be omitted. Review the page image whenever page numbers, legal clauses, or annotations matter.

For consequential content, visual verification against the original scan is mandatory even when search and selection appear to work.
How does OCR affect PDF accessibility?
An image-only page has no renderable text for a screen reader. Adding OCR creates a text layer that assistive software can potentially read and that users can search, but recognition alone does not guarantee a correctly tagged, logically ordered, fully accessible PDF.
After OCR, inspect reading order, headings, lists, table structure, and the language metadata when accessibility matters. A screen reader may follow the wrong column order or announce a table as a flat sequence if the document structure is not tagged. Keep the original page image so a user can verify ambiguous words, and perform a separate accessibility review rather than treating OCR as the final compliance step.
What is different between Acrobat desktop, Acrobat web, and Adobe Scan?
The same basic goal is available across Adobe’s products, but the controls and dependencies differ.
| Product | How recognition is started | Useful controls or limits |
|---|---|---|
| Acrobat desktop | All tools > Scan & OCR > In this file, then choose the range, language, and Recognize Text. | Page-range and language controls, suspect correction, enhancement options, and multi-file OCR support. Interface labels can differ between newer and classic experiences. |
| Acrobat web | Upload the PDF through Convert > Recognize text with OCR. | Convenient for a file that is already online, but it exposes fewer of the desktop application’s detailed correction and enhancement controls. |
| Adobe Scan mobile | Capture the document in the mobile app and allow its recognition workflow to process the scan. | Results are sensitive to rotation, lighting, dark backgrounds, and language selection. Recognition may depend on network or cloud access, so an offline capture is not necessarily an offline OCR result. |

Mixed behavior usually means the PDF contains different page types or that OCR was run on only part of the file. Check the page range used during recognition and test an unsearchable page individually.

- Run OCR on only those pages with the correct language.
- If they still fail, inspect their resolution, rotation, contrast, and background separately from the pages that worked.
- Check whether the failing pages are encrypted, have unusual fonts, or are photographs rather than scans of printed text.
- Merge or replace pages only after confirming that the new text layer and page numbering remain correct.
Do not assume that a searchable first page proves the entire document is searchable. Mixed PDFs are common when pages were assembled from email attachments, scanner output, and born-digital sources.
What fallback should I choose if Acrobat still fails?
Choose a fallback based on the failure you need to solve, not on a promise of perfect extraction. Preserve the original image and compare any alternative output with it.
Recommended Free Tools
| Decision factor | What to check | Why it matters |
|---|---|---|
| Source capture | Can the tool deskew, remove backgrounds, reduce screen patterns, sharpen text, and accept a higher-resolution rescan? | Weak pixels cannot be reliably repaired after capture. |
| Language coverage | Does it support the document’s script and the accents or symbols actually present? | A visually similar but incorrect language model can create systematic errors. |
| Layout handling | How does it treat tables, columns, forms, headers, and reading order? | Character accuracy does not guarantee usable structure. |
| Security support | Can it process the file under its current permissions, or does an authorized owner need to provide a working copy? | Changing software cannot bypass a restriction you are not permitted to remove. |
| Platform and scale | Is desktop, web, or mobile access required, and does the workflow support batch processing? | A tool that works on one page may be impractical for an archive. |
| Image preservation | Does the output retain the original page image with a searchable layer? | Keeping the image provides an audit trail for correcting uncertain text. |
When a clean rescan is possible, it is usually the highest-value fallback. A connected document scanner can provide even lighting, consistent focus, and stable alignment that a hurried phone photograph cannot. Whichever tool you use, verify important names, amounts, dates, and table values against the scan.
What is the fastest troubleshooting sequence?
Use this order so you do not spend time correcting symptoms caused by a more basic problem.
- Save an untouched backup.
- Test selection and search on several pages.
- Run All tools > Scan & OCR > In this file on a small representative range.
- Set the exact document language and recognize the text.
- Review whether text is selectable and searchable.
- Enhance skew, background, screen pattern, sharpness, compression, or resolution when the source is weak.
- Rescan at approximately 300 DPI grayscale or 600 DPI color when the original image lacks detail.
- Check security properties and obtain authorized permission changes if processing is blocked.
- Use Correct recognized text for isolated suspects.
- Rerun OCR or use a different capture/OCR workflow when errors are widespread, then verify complex layouts visually.
This sequence separates four different problems—missing text, bad pixels, wrong language, and blocked permissions—so each fix addresses the cause rather than repeating an unsuccessful OCR pass.
Frequently Asked Questions
Can Acrobat OCR recognize handwriting or signatures?
Ordinary printed-text OCR is optimized for machine-printed characters. Handwriting, signatures, checkmarks, and decorative lettering may be treated as graphics or produce unreliable guesses, so transcribe or verify those elements manually.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Will OCR change the visible pages in my PDF?
OCR normally adds a machine-readable layer associated with the page image; it does not replace the scan as your visual reference. Save the result as a new file so you can compare the rendered page and the recognized text with the untouched original.
Why does copied OCR text contain the right words in the wrong order?
The recognition engine can identify characters correctly while assigning an incorrect reading order to columns, sidebars, headers, or tables. Reconstruct structured content from the page image when sequence or cell relationships are important.
Can I OCR a password-protected PDF without the password?
Not reliably or lawfully when the owner has restricted editing or copying. Ask the authorized owner for a working copy or for the owner to run OCR, and preserve any required security settings afterward.
