Age verification and parental consent are different steps. Age verification assigns or estimates an age category, such as under 13, teenager, or adult. Parental consent is a separate, verifiable authorization from an adult when a law or platform rule requires permission. A game can use an age check to limit chat or mature content without blocking play, while another service may require a parent account before collecting a child’s personal information, allowing purchases, or completing registration.
For U.S. families, the result depends on federal COPPA coverage, the service’s audience classification, state law, the app store or gaming platform, and the game’s own policy. The explanation below separates those layers so you can tell what a prompt is actually asking you to approve.

What does age verification mean on a child’s game account?
Age verification is the process a service uses to decide which age category applies to a user. The input may be a neutral age screen, an age category supplied by an app store, a platform-level check, or technology intended to estimate or verify age. It is not automatically proof of the user’s identity, and it does not by itself prove that an adult is the child’s legal parent.
An age result can control different parts of an account. A service might use it to decide whether a user is under 13, in a teen band, or an adult; to apply chat or content settings; or to determine whether a parent-account relationship is needed. The same prompt can therefore have a different practical effect from one game to another.

Ask what the service is assigning, where the information came from, and what feature or transaction depends on it. A self-declared birthday, an app-store category, and a separate age-assurance technology are not equivalent evidence.
Is parental consent the same as age verification?
No. Age verification answers, “Which age category applies?” Parental consent answers, “Has an adult who can be verified as the parent authorized this activity?” A service may need one, both, or neither, depending on the applicable rule and the activity involved.

| Question | Age verification | Parental consent |
|---|---|---|
| Primary purpose | Assign or estimate an age or age category | Authorize a child’s covered data use, transaction, or feature |
| Who is being established | The user’s likely age group | That the consenting person is the child’s parent or otherwise authorized adult |
| Possible inputs | Self-reported age, app-store category, platform check, or age-assurance technology | A consent workflow designed to provide reasonable assurance of parental status |
| Typical consequences | Feature limits, maturity-rating limits, or routing to a different account flow | Permission to collect, use, or disclose covered information, or to complete a covered purchase or download |
The Federal Trade Commission (FTC) does not require one universal technology for either task. A platform can provide a consent mechanism for an operator if the mechanism meets the notice and consent requirements; entering a platform password alone is not automatically sufficient if it does not provide enough assurance that the person is the parent. See the FTC’s COPPA frequently asked questions.
When does COPPA require a parent’s permission?
The federal Children’s Online Privacy Protection Act (COPPA) is the starting point for the U.S. analysis. It applies to commercial websites and online services directed to children under 13 and to general-audience services that have actual knowledge they are collecting personal information from a child under 13. FTC guidance specifically includes mobile applications and internet-enabled gaming platforms among covered online services.
The federal threshold is under 13, not every minor under 18. Teen privacy duties can arise under state law, platform policy, or another legal regime, but COPPA’s definition controls the basic federal parental-consent question. The FTC’s current rule summary is available at ftc.gov.
When COPPA covers the activity, the operator generally must give notice and obtain verifiable parental consent before collecting, using, or disclosing a child’s personal information, unless a limited exception applies. Covered obligations also include giving parents access to the child’s information, honoring deletion requests, using reasonable security, and not collecting more information than is reasonably necessary.

Does every game have to ask a player’s age?
No. The FTC says, “The Rule does not require operators to ask the age of visitors.” A general-audience service may choose a neutral age screen and may block children if it chooses, but an age question alone does not reveal why the service is asking or what legal result follows.
General-audience services
A general-audience game is not automatically required by COPPA to collect everyone’s age. If it learns that a user is under 13 and collects personal information, COPPA obligations can apply at that point. Some services use an age screen to avoid collecting information from children or to route them to a different experience.
Mixed-audience services
A mixed-audience service may use an age screen to distinguish under-13 users from older users. It may not collect, use, or disclose personal information from users who identify themselves as under 13 without complying with COPPA.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Child-directed services
A service directed to children generally cannot use age screening simply to exclude children from participating. Its design and data practices must account for the child-directed audience rather than treating a child’s answer as a way to avoid the rule.
Consequently, “the game asked for an age” does not establish that the law required the question, that the answer was independently verified, or that a parent must approve the entire account.
What does “verifiable parental consent” require?
“Verifiable” means the method must be reasonably calculated, in light of available technology, to establish that the person giving consent is the child’s parent. The FTC lists several acceptable approaches and allows other methods that meet that standard; it does not require every service to demand a government identification document.
A service should explain what information it needs, why it needs it, how long it will keep it, and how the parent can review or withdraw permission. An app store or other platform may run the consent process for the game operator, but the arrangement still has to satisfy the relevant notice and consent requirements.

Do not assume that a parent account, a password, or a device owner label proves legal parenthood. Those details may be part of a stronger workflow, but the service’s documented process determines whether it is designed to provide the required assurance.
Can the age check itself create a privacy risk?
Yes. An age check may require information that is personal, sensitive, or capable of identifying a user. In February 2026, the FTC issued a limited policy statement saying it would not bring a COPPA enforcement action against certain general-audience and mixed-audience services that collect information solely to determine age, provided they meet conditions including purpose limitation, prompt deletion when the information is no longer necessary, clear notice, security safeguards, restricted disclosure, and reasonable accuracy. The statement is at ftc.gov.
This is an enforcement-policy statement, not a nationwide mandate or a blanket exemption from privacy law. It does not make every age-check vendor or implementation acceptable. The FTC’s Bureau of Consumer Protection Director Christopher Mufarrige described age-verification technologies as “some of the most child-protective technologies to emerge in decades,” but the safeguards and purpose limits still matter for each implementation.
How do Texas, Louisiana, and New York rules change the answer?
State law can add account, app-store, or consent requirements that do not map neatly onto every console, PC launcher, or standalone game. Always identify the state, the distribution channel, and the activity before treating a state rule as universal.
Texas: app-store categories and parent-account affiliation
Texas’s App Store Accountability Act took effect January 1, 2026. For a covered app store, it defines four categories: child under 13, younger teenager from 13 through 15, older teenager from 16 through 17, and adult at 18 or older. A minor’s account must be affiliated with a parent account belonging to the minor’s parent or guardian, and the app store must obtain consent through that parent account before covered downloads, purchases, or in-app purchases, subject to the statute’s terms. Read the statute at tcss.legis.texas.gov.
The law defines an app store around software distributed to a mobile device. It should not be generalized automatically to a console account, a PC launcher, or every game website.
Louisiana: age-category verification and recurring checks
Louisiana section 1773 is effective July 1, 2026. It requires covered developers to verify the age category supplied through a covered application store or another appropriate source. If the user is a minor, the account must be affiliated with a parent account and the developer must obtain verifiable parental consent before specified downloads, purchases, or in-app purchases. The provision is available at legis.la.gov.

New York: COPPA remains the under-13 reference point
New York’s Child Data Protection Act implementation guidance was updated May 19, 2025. For children under 13, it identifies COPPA as the applicable standard for covered processing when the operator actually knows the user is 12 or younger or the service is primarily directed to users 12 or younger. The guidance is published by the New York Attorney General.
What happens if a child skips the age check or a parent declines?
The consequence is platform-specific. A service may block registration, disable chat, restrict purchases, limit mature-content access, or prevent a download while leaving basic play available.
Roblox currently says users must complete an age check before they can chat with other users. It describes age-based chat and maturity-rating restrictions and recommends linking a parent account to a child’s account. Roblox also says a user who does not complete the check may still play but will not have chat access and will lose access to games with higher maturity ratings. Those outcomes are examples of one platform’s policy, not a universal COPPA requirement; see Roblox’s safety FAQs.
The practical distinction is important: an age check can gate one feature rather than the entire service. Whether a child can continue playing, buy content, use voice or text chat, or enter a higher-maturity experience depends on the game’s rules and the law that applies to that account.
What should parents check before approving a game account?
Use the prompt as a checklist rather than assuming that every request means the same thing.
- Identify the assigned category. Ask whether the service uses under 13, teen bands, adult, or another category, and whether the category comes from self-report, an app store, or separate age-assurance technology.
- Identify the verification target. Determine whether the service is estimating the child’s age, verifying an adult parent account, or attempting both. These are separate tasks.
- Read the data explanation. Look for the purpose of collection, recipients, retention period, deletion process, and security measures. An age check should not become permission to reuse the information for unrelated purposes.
- Ask what requires consent. The trigger may be personal-data collection, chat, a download, a purchase, an in-app purchase, or mature-content access.
- Locate parent controls. Find the account page for parent access, review, deletion, and consent withdrawal before completing the flow.
- Record the refusal outcome. Check whether declining blocks the account, removes a feature, restricts ratings, or leaves basic play available.
For covered child information, COPPA gives parents meaningful control, including access and deletion rights. The service’s privacy notice and parent-support process should explain how to use them.

How can you compare two game services’ age and consent systems?
Compare the systems by asking the same questions of each service, rather than comparing the presence of an age prompt alone.
| Comparison axis | What to examine |
|---|---|
| Legal scope | Federal COPPA, a named state law, platform policy, or a combination |
| Geography | The state or country whose rule applies to the account and transaction |
| Age categories | Under 13, teen bands, adult, or platform-specific groups |
| Verification target | Child age, adult status, parent relationship, or more than one of these |
| Consent trigger | Data collection, chat, download, purchase, in-app purchase, or mature content |
| Data handling | Notice, purpose limitation, retention, deletion, security, and third-party disclosure |
| User consequence | Full access, feature restriction, parent approval, or blocked registration |
| Revocation | How a parent withdraws consent, reviews information, or deletes the child’s account data |
This framework prevents a common mistake: treating an age estimate as proof of parental authorization or treating a parent-account link as proof that every part of a game is legally approved.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat if the service asks for more information than expected?
Pause before submitting documents or biometric information and read the service’s notice. Ask whether the information is used only for age determination or also for identity, payment, advertising, fraud prevention, or other purposes. A narrowly described purpose, limited retention, restricted disclosure, and a clear deletion route are stronger safeguards than a vague request for “verification.”
If the service will not explain the purpose, retention, recipients, or refusal consequences, use its support or privacy channel to request clarification. For a COPPA-covered account, ask how to exercise parent access or deletion rights and how to withdraw consent.
What is the practical rule for families?
Start by separating three questions: what age category the service assigns, what information or feature is being requested, and whether an adult must authorize it. Then check the game’s policy, the app store or platform rules, and the law of the relevant state. A child may be allowed to play while losing chat or mature-content access, or the account may be blocked until a verifiable parent-consent step is complete.
These rules change as states, platforms, and privacy policies change. This is a U.S.-focused explanation, not legal advice; for a disputed account or a business compliance decision, consult the current statute, regulator guidance, and qualified counsel.

Does a parent have to upload a government ID to approve a game account?
No single federal method requires a government ID in every case. The FTC standard is whether the consent method is reasonably calculated to establish that the consenting person is the parent, and services may use different methods that meet that standard.
Can a game ask for age verification again after the account is created?
It can, if its policy or an applicable law allows a later check. Louisiana’s 2026 provision, for example, identifies account creation, significant changes, suspected transfer or misuse, and a continued-accuracy check no more than once in a 12-month period as specified situations, subject to statutory conditions.
Are mobile-app-store rules automatically the same on consoles and PCs?
No. Texas’s statute defines its covered app-store framework around software distributed to a mobile device, and Louisiana’s provision likewise addresses covered application stores and developers. A console or PC service can have a different legal scope and account workflow.
How can a parent remove a child’s information after giving consent?
For information covered by COPPA, parents can request access and deletion and can withdraw consent through the operator’s parent-access or privacy process. The exact menu and verification steps are set by the service, so save the support link and account details when consent is granted.
