Choose based on the games you actually want to play, the subscription you already pay for, and the device in front of you. Amazon Luna is built around a rotating Luna Standard selection for eligible Amazon Prime members, plus the paid Luna Premium library. Xbox Cloud Gaming is mainly an entitlement of eligible Game Pass plans, with selected free-to-play games and a limited set of owned or purchased games also streamable. Neither service has a permanent catalog-size winner.
The practical comparison below reflects official US-facing information current on 13 October 2026. Catalogs, plans, regions, prices, device support and cloud-play limits can change, so verify the live listing for your country and the specific game before subscribing.

The short answer: which service fits which player?
Amazon Luna is usually the simpler choice for someone who already has eligible Amazon Prime and is happy to browse a managed, rotating selection. Luna Premium is the paid route when the Prime selection does not contain enough of the games you want. Xbox Cloud Gaming is the stronger candidate when a particular Game Pass title matters, when you want to use an Xbox console as well as other screens, or when you need the wider device range listed by Xbox.
That is a starting point, not a permanent ranking. A game can be available on one service, absent from the other, limited to a particular plan, or unavailable in your region. Cloud catalogs are moving inventories rather than fixed libraries. Check each desired title in the current Luna browser and Xbox cloud catalog, then confirm that your plan, device and controller meet the requirements.

As of 13 October 2026, the key differences are:
- Access: Luna Standard is described as an eligible Prime benefit; Luna Premium is a paid subscription with an expanded library. Xbox cloud access for most games is attached to eligible Game Pass plans, while selected free-to-play games work with a free Microsoft account in supported regions.
- Ownership: Xbox says selected cloud-playable games that you own or buy can be streamed. That does not mean every purchased game is cloud enabled. Luna access is based on the selections and subscriptions Amazon offers.
- Devices: Both support computers, mobile devices and TV-oriented hardware, but Xbox also lists Xbox consoles and selected Meta Quest headsets. Exact models and regional support still need checking.
- Controls and connection: A compatible controller is the normal requirement. Xbox publishes a 10 Mbps minimum download speed and says some devices may need 20 Mbps for best quality; both services warn that latency depends on more than a headline speed.
How the two access models work
Amazon Luna Standard and Luna Premium
Amazon’s terms describe Luna Standard as a benefit for eligible Amazon Prime members under the applicable Prime terms. Amazon manages the Standard titles, and its gaming portal describes that selection as rotating. “Included with Prime” therefore means access to the games Amazon currently places in the Standard selection; it is not a promise that a particular title remains available indefinitely.
Luna Premium is a paid subscription option with an expanded game library. Amazon says prices and billing terms are provided on its detail and help pages and may change. The available Premium catalog is still subject to title, country and platform availability. A Premium subscription expands the route into Luna; it does not turn every PC or console release into a Luna stream.
Because the Standard list rotates, a Prime member should check the live Luna catalog before starting a game they expect to play for months. If a title leaves the selection, continued access depends on whether it is offered through another current Luna route.

Xbox Cloud Gaming and Game Pass plans
Xbox says most titles in the Game Pass library are playable from the cloud, but cloud play is not identical to every Game Pass catalog in every region or on every device. The current cloud-gaming page lists Essential, Premium and Ultimate tiers with different catalog benefits and monthly cloud-playtime allowances. Those quantities and allowances are page details for the current offering, not permanent guarantees.
Xbox also identifies two exceptions to the usual subscription path. Selected free-to-play games can be streamed with a free Microsoft account in supported regions, and selected games that you own or purchase can be streamed. Eligibility is title-specific: do not assume that buying a game automatically adds it to cloud play, or that a free-to-play game is available in every country.
When comparing Game Pass tiers, look at three separate entitlements rather than the tier name alone: whether the game is in that tier’s catalog, whether the tier grants enough monthly cloud time for your usage, and whether the title is supported on your intended device. A higher tier can have a larger catalog while still being unsuitable if a regional or platform restriction applies.

Game-library comparison
There is no useful, permanent “largest library” number. Amazon and Xbox change selections, and the same title can have different availability by country, plan and platform. Use the table as a decision guide, then verify the actual game.

|---|---|---|
| What is the normal subscription route? | Luna Standard through eligible Prime; Luna Premium is a paid expanded-library option. | Eligible Game Pass plans provide cloud access to most streamable catalog titles. |
| Are included games permanent? | No. Amazon manages a rotating Luna Standard selection; Premium availability can also change. | No. Xbox warns that titles, features, numbers and availability vary over time, region, plan and platform. |
| Can I play without a paid game subscription? | Prime eligibility or a paid Luna option is generally needed for the corresponding selection; a universal free catalog is not established. | Selected free-to-play games can be streamed with a free Microsoft account in supported regions. |
| Can I stream games I already own? | The access model is based on the current Luna selections and subscriptions; an equivalent general owned-library entitlement is not stated. | Xbox says selected cloud-playable games that you own or buy can be streamed; not every purchase qualifies. |
| Where should I check a specific title? | Use Luna’s live game-browsing experience and confirm the title’s current route. | Use the official Xbox catalog and open the title’s cloud-playability and plan details. |
| How stable is a catalog count? | Not stated as a permanent total; the Standard selection rotates and Premium changes. | Current page totals and allowances are not permanent guarantees. |
For a fair comparison, write down the five or ten games you would genuinely play, not a platform-wide wish list. Mark each one as available, unavailable or unclear in the live catalog. Then record the required plan, cloud-time allowance if applicable, supported device and any regional note. This produces a more reliable answer than comparing promotional counts.
Devices: where you can play
Amazon Luna device categories
Amazon’s terms require a compatible computer, streaming media player or smart TV, mobile device, or another device that meets Amazon’s current system and compatibility requirements. Amazon reserves the ability to add supported devices or change requirements, and compatibility can depend on third-party software or operating systems.
That wording matters when you are buying hardware. “Smart TV” or “mobile device” is a category, not a guarantee for every model. Check the current Luna compatibility list for the exact television, operating-system version, browser and app availability before spending money.
Xbox Cloud Gaming device categories
Xbox lists supported Windows PCs; Apple and Android phones and tablets; Xbox consoles; supported browsers at xbox.com; select LG, Samsung and VIDAA televisions; Amazon Fire TV; and selected Meta Quest headsets. Availability varies by country, model and service version. A device appearing in a category does not prove that every model in that category is supported.

On a console, cloud play can reduce downloads for supported titles, while the catalog and entitlements remain tied to the account and plan.

Fire TV: a shared category, not a universal guarantee
Both services identify Fire TV within their supported-device categories. The available information does not establish one exact Fire TV model that is guaranteed to support both services at the same time. Check Luna’s and Xbox’s current model lists separately; do not infer dual compatibility from the product name alone.
Meta Quest and other specialist hardware
Xbox lists selected Meta Quest headsets. Luna’s general terms allow Amazon to change supported-device requirements but do not establish the same headset range. If a headset is your main screen, confirm the exact model and regional app or browser path for each service before choosing a subscription.
Controllers, touch input and accessories
A compatible controller is the normal way to play on both services. Xbox says selected games offer touch controls, so a supported phone or tablet may not need a physical pad for those particular titles. Touch support is game-specific and should not be treated as a universal replacement.
Recommended Free Tools
Amazon names the Luna Controller as an optional controller choice; its compliance documentation identifies model T28B69. It is not a prerequisite for every setup. Other controllers may work when the device and game support them, so check the current compatibility instructions before assuming that a Bluetooth pad, USB pad or console controller will pair correctly.
For either service, test the controller in the exact environment you will use: television app, browser, phone or console. Pairing can differ between Bluetooth and USB, and a controller that works on a PC may not be recognized by a smart-TV app. Keep a wired option available when diagnosing wireless input delay.
Internet and streaming quality
Xbox publishes a minimum 10 Mbps download speed and says some devices may require 20 Mbps for best quality. It recommends 5 GHz Wi-Fi. These figures are guidance, not a promise that a connection at that speed will deliver a particular resolution, frame rate or latency.

Amazon’s terms likewise caution that quality and latency depend on the device, location, network, bandwidth and other factors, and do not guarantee a particular resolution or quality. A fast line can still feel poor when Wi-Fi interference, household traffic, a distant router or a congested route to the service adds delay.

- Run a download-speed test in the same room and on the same device you will use for cloud play.
- Prefer 5 GHz Wi-Fi when the device supports it, or connect by Ethernet where practical.
- Pause large downloads, video uploads and other high-bandwidth activity while testing.
- Start a supported game and watch for input delay, image breakup, repeated resolution changes or disconnects for at least 10 minutes.
- Repeat at the time of day you normally play; a single quiet-hour test can hide evening congestion.
Neither service publishes an independently comparable head-to-head latency or satisfaction statistic. Your own test on the intended device is more informative than a generic speed claim.
Subscriptions, prices and cloud-play limits
Do not budget from an old article or a remembered launch price. Amazon says Luna Premium pricing and billing terms are shown on its current detail and help pages and may change. The value of Luna Standard also depends on whether you already maintain eligible Prime membership; adding Prime solely for cloud gaming changes the calculation.
Xbox’s current page names Essential, Premium and Ultimate tiers and gives each different catalog and monthly cloud-playtime benefits. The page warns that titles, numbers, features and availability vary over time, region, plan and platform. Before paying, open the current plan comparison and note the cloud-play allowance, not just the catalog description.
Use this four-line cost check:
- Existing subscription: Do you already pay for eligible Prime or Game Pass?
- Game requirement: Which plan contains the specific title, and is it cloud playable?
- Usage limit: Is there a monthly cloud-play allowance, and does it match your hours?
- Hardware: Do you need a controller, adapter or supported streaming device?
A plan can be inexpensive on paper and still poor value if your favorite game rotates out, is excluded from the tier, requires a purchase, or cannot run on your chosen screen.
How to check a game before subscribing
- List the exact edition and platform. Deluxe, regional, bundled or older editions can have different cloud entries.
- Open Luna’s live catalog. Search the game and record whether it is in Luna Standard, Luna Premium or another current route.
- Open Xbox’s cloud catalog. Confirm the cloud icon or equivalent cloud-play wording, the required Game Pass tier and any purchase requirement.
- Check your country. Availability shown on US-facing pages may not apply to your account or region.
- Check the target device. Verify the exact TV model, browser, phone, console or headset, not merely the category.
- Check controls and time. Confirm controller or touch support and, for Xbox plans with an allowance, estimate whether the monthly cloud time is enough.
- Recheck immediately before purchase. Catalog entries and plan terms can change between your first search and checkout.
Setup guides
Starting with Amazon Luna
- Confirm that your Amazon account has eligible Prime access or that you intend to subscribe to Luna Premium.
- Use a supported computer, mobile device, smart TV or streaming player listed by Amazon for your region.
- Install or open the current Luna app or supported browser path for that device.
- Pair a compatible controller. If you use the Luna Controller, follow Amazon’s current pairing instructions; model T28B69 is the identifier in Amazon’s compliance documentation.
- Open the live game selection and verify that the title is included in your current Standard or Premium route.
- Run a short connection test before starting a long session, then adjust Wi-Fi placement or switch to Ethernet if latency is noticeable.
Starting with Xbox Cloud Gaming
- Sign in with the Microsoft account that holds the eligible Game Pass plan, or use a free account for a supported free-to-play title.
- Choose a supported path: xbox.com in a supported browser, a compatible phone or tablet, Xbox console, supported smart TV, Fire TV device or selected Meta Quest headset.
- Connect a compatible controller by Bluetooth or USB. Use touch controls only where the individual game supports them.
- Open the current Xbox cloud catalog and confirm the game, plan tier, region and any ownership requirement.
- Check that your connection meets Xbox’s published guidance: at least 10 Mbps down, with some devices needing 20 Mbps for best quality; 5 GHz Wi-Fi is recommended.
- Launch the game and test input response before changing video settings or troubleshooting the account.
Troubleshooting common failures
The game does not appear
First confirm the country, account and exact edition. A rotating Luna selection can remove a title, while Xbox can list a game in a broader Game Pass catalog without making it cloud playable on your plan or device. If the catalog entry is absent, do not assume reinstalling the app will restore it.

The game appears but asks for another subscription
Read the plan label on the title page. On Luna, Standard and Premium are different access routes. On Xbox, the title may require a higher Game Pass tier, a purchase, or a separate entitlement. A free-to-play exception applies only to selected games and supported regions.
Video is blurry or controls feel delayed
Move closer to the router, prefer 5 GHz or Ethernet, pause competing traffic and test again at another time. Confirm that the device is supported and that the controller is connected by a stable Bluetooth or USB link. Meeting a speed number alone does not eliminate congestion or route latency.
The controller is not detected
Reconnect it after opening the service, try USB instead of Bluetooth, and verify that the app or browser has permission to use the device. On mobile and TV hardware, check the service’s current controller list; support can differ from PC support.
A TV or Fire TV setup will not launch
Check the exact model, operating-system version and regional app availability for the service. Fire TV is a supported category for both services, but the available information does not guarantee every model supports both. A compatible controller and sufficient network connection are also required.
Which service should you choose?
| Your situation | More likely fit | Why |
|---|---|---|
| You already pay for eligible Prime and want an occasional rotating selection. | Amazon Luna Standard | The cloud-game benefit is attached to an existing subscription, subject to the current selection. |
| You want a larger Luna selection and accept a separate paid plan. | Amazon Luna Premium | Premium is the paid route Amazon describes for an expanded library. |
| Your must-play title is listed as cloud playable in Game Pass. | Xbox Cloud Gaming | The relevant Game Pass tier can provide the entitlement without a local download. |
| You mainly play selected free-to-play games. | Xbox Cloud Gaming | Xbox offers selected free-to-play cloud games with a free Microsoft account in supported regions. |
| You want to stream selected games you already own. | Xbox Cloud Gaming | Xbox explicitly supports selected owned or purchased cloud-playable games; verify each title. |
| Your main screen is an Xbox console or selected Meta Quest headset. | Xbox Cloud Gaming | Those device categories are listed by Xbox; Luna support should be checked separately. |
| You want a TV setup but have not chosen a model. | Neither by default | Confirm the exact television or Fire TV model supports the service before buying hardware. |
The decisive test is a title-and-device check, not a brand preference. If the same game is available on both services, compare the required plan, cloud-time allowance, controller setup and regional terms. If it is available on only one, that fact outweighs a general catalog-count argument.
What can change after you subscribe?
Expect movement in four areas: game availability, plan entitlements, supported devices and regional terms. Amazon can rotate Luna Standard titles and change compatibility requirements. Xbox can change catalog totals, cloud-play allowances, supported platforms and the games that qualify as free-to-play or owned-and-streamable. A service page that is accurate today is not a lifetime guarantee.
Save the service’s current help and catalog pages in your own notes, but revisit them before a major purchase or a long-term game commitment. If a title is essential, maintain a local or console option when practical; cloud access is convenient but depends on an active service entitlement, a supported region and a working network path.
Verdict
Pick Amazon Luna when eligible Prime access and a rotating, curated selection match your habits, or when Luna Premium contains the specific games you want. Pick Xbox Cloud Gaming when its live catalog has your target titles, you value Xbox-console and broader device support, or you need the option to stream selected owned games and free-to-play titles. In both cases, verify the exact game, plan, region, device and controller immediately before subscribing; those details—not a permanent library count—determine whether cloud gaming will work for you.
