For a clear opening, follow Ubisoft’s beginner framework: start timber production, connect buildings with roads, build warehouses, learn what residents need, grow income and place buildings thoughtfully. Treat that as official guidance—not a proven optimal build order.
What kind of game is Anno 117: Pax Romana?
Set in 117 AD, Anno 117: Pax Romana puts you in the role of a Roman governor responsible for provincial development. Its central challenge is to grow settlements without losing sight of the people who live there or the demands of the empire. You also make choices about how much to promote Roman culture, how to engage with local traditions, and whether to rely on trade and diplomacy or military strength.

That makes the game more than a matter of placing houses and waiting for a city to grow. Residents need supplies, production chains take space and coordination, and expansion brings new decisions. The game’s progression systems add further ways to shape your economy and settlement.
What should you build first?
Ubisoft’s official “5 Essential Tips for Beginners” gives a useful order for thinking about an opening. It is a framework for new players, not a guarantee that every island or situation calls for an identical build order.

- Start timber production. Timber is the first production priority in Ubisoft’s beginner sequence. Establish it before you commit to a larger building plan.
- Build roads and warehouses. Connect your settlement’s buildings with roads and provide warehouse access as you develop. These are core parts of setting up the town’s economy.
- Understand residents’ needs. Check what your population requires and plan supplies around those needs rather than expanding homes without support.
- Grow income. Keep the settlement’s finances in view as you add buildings and services. Growth is more useful when the economy can support it.
- Pay attention to placement. Consider where buildings fit in relation to roads, warehouses and the rest of your settlement before committing space.
Ubisoft’s listed tips do not provide a detailed transcript or precise placement rules, so they should not be read as a tested optimization guide. Their practical value is in the priorities they put in front of a beginner: establish production and access, understand demand, and avoid treating expansion as an end in itself.
How do roads, warehouses and production chains fit together?
Your town needs more than residences. Production chains turn resources into the food, clothing and luxury goods residents need. As the population grows, those demands make the economy more involved: you must provide supplies, arrange production and leave room for the settlement to develop.
Roads and warehouses belong in this early economic picture because Ubisoft puts them near the start of its beginner guidance. Think about them while laying out the town, not only after adding buildings. The official tip summary does not specify exact warehouse ranges, road rules or optimal layouts; check the in-game information for the rules that apply to a particular building.
Once the basic settlement is established, the wider loop is to add residences, meet population needs, build out the supply chains that serve them, and expand to other islands and provinces. Each step can add complexity, so use resident demand and the state of your economy to decide when growth is manageable.
Latium or Albion: what is the difference?
The game’s two named regions offer contrasting settings. Ubisoft describes Latium as the fertile Roman heartland and Albion as a Celtic province of wetlands. Those descriptions suggest different landscapes and cultural contexts, but the official material cited here does not establish a numerical difficulty ranking or prove that one is the better starting choice.

| Region | Officially described setting | What a beginner should take from it |
|---|---|---|
| Latium | Fertile Roman heartland | A Roman provincial setting associated with fertile plains. |
| Albion | Celtic province with wetlands | A contrasting provincial setting tied to Celtic culture and wetlands. |
Choose based on the setting and cultural choices that interest you, rather than assuming one province is objectively easier.
Should you Romanize a province or preserve local traditions?
One of the game’s central choices is how to balance Roman culture with local traditions. In Albion, that includes deciding whether to preserve Celtic culture or enforce Roman traditions. This is a strategic direction to consider, not a single correct answer prescribed for every player.
Other systems can shape your approach as the settlement develops. Optional Needs give you choices about progression; the Discovery Tree unlocks and researches technologies; chosen deities provide bonuses; and building items and modular ships offer additional ways to tune the economy. These systems add options, so it helps to understand your settlement’s immediate needs before pursuing broader development.

When should you expand—and how should you deal with other powers?
Expansion is part of the economic loop: as your settlement grows, you can move on to other islands and provinces. But every new commitment sits alongside resident needs and imperial demands. A larger settlement is not automatically a healthier one if its supply chains and finances cannot keep pace.
The game supports more than one approach to relations and conflict. You can pursue cooperation and trade routes, or turn to military tools that include land battles, naval combat, defenses and armies. Treat trade, diplomacy and military force as strategic options to balance—not as a mandatory sequence in which every player must follow one path.
