If Windows or an application says it is missing, repair Windows and the affected application rather than downloading a replacement DLL.
What this file is
Microsoft describes API sets as loader contracts that separate an application’s requested API from the DLL that implements it. An API-set name can look like a physical .dll file while acting as a virtual alias that Windows resolves internally. It may not exist as a standalone file beside the application or in the location a dependency checker expects.

This means a dependency scanner reporting api-ms-win-base-bootconfig-l1-1-0.dll does not automatically prove that a file is missing. A real launch failure is more important than a static scan result.

The contract is associated with Windows, not with a particular game or named third-party program. Reverse-engineered API-set mappings commonly associate it with Windows system functionality, but that implementation detail should not be used as a reason to copy advapi32.dll or another system file manually.
Error messages you may see
The wording depends on whether the message comes from Windows, the application, or a diagnostic tool. Common variants include:
- “The program can’t start because api-ms-win-base-bootconfig-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because api-ms-win-base-bootconfig-l1-1-0.dll was not found.”
- “There was a problem starting api-ms-win-base-bootconfig-l1-1-0.dll.”
- “The specified module could not be found.”
- “api-ms-win-base-bootconfig-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
These messages do not all mean the same thing. Before repairing anything, note:
- The exact message and the application that displays it
- Whether the error appears during launch or only in a dependency scanner
- Your Windows version and whether it is fully updated
- Whether the affected program is 32-bit or 64-bit
- Whether the problem began after an update, cleanup utility, antivirus event, reinstall, or migration from another computer
- Whether other applications fail with several API-set names
If only one application fails, its installation is a strong suspect. If Windows features and multiple applications are also failing, start with Windows repair.
Fix 1: Update Windows and restart
An application built for a newer Windows release can request API sets that an older or incompletely updated system does not provide. This is especially relevant on older Windows installations and systems that have missed servicing updates.
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install every applicable update.
- Restart the computer, even if Windows does not immediately require it.
- Launch the affected application again.
If the error disappears, the cause was likely an outdated Windows component or incomplete update state. If Windows reports that it is up to date but the application still requires a newer API, check the application’s documented system requirements. The correct solution may be moving to a supported Windows release, not adding a DLL manually.
Fix 2: Repair Windows components with DISM and SFC
Use this step when the error affects Windows itself, several programs, or multiple API-set names. It is also appropriate after disk corruption, aggressive cleanup software, malware, or an interrupted update.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run System File Checker:
sfc /scannow
- Restart Windows after both commands complete.
- Try the affected program again.
Microsoft recommends DISM before SFC because DISM repairs the component store that SFC uses as a source for protected system files. Microsoft’s full instructions are in Use the System File Checker tool to repair missing or corrupted system files.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: protected files appear intact, so investigate the application, Windows compatibility, or the diagnostic tool.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test the application.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, review the CBS log, and consider the recovery steps below.
If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a genuine repair source matching the installed Windows edition and build. Do not use an arbitrary folder from another computer.
Running repeated SFC and DISM commands without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan for problems and show what needs attention; its free scan identifies issues, while repair is performed by the full version. It is optional, and Windows’ built-in DISM and SFC remain the correct first-line repair for this API-set problem.

Fix 3: Repair or reinstall the affected application
If Windows works normally and only one program reports the error, repair that program before changing system folders.
For a supported Windows application:
- Open Start > Settings > Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the program again.
If the application has no Repair button, use its own launcher’s Verify, Repair, or Verify files command.
For a traditional desktop program:
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the affected program.
- Choose Repair or Change, if available.
- Follow the installer prompts.
- Restart Windows and test the application.
Microsoft documents these paths in Repair apps and programs in Windows.
If repair fails, uninstall the program, restart Windows, and reinstall it from the publisher’s official installer. Do not preserve a damaged executable or copy DLLs from another installation. If the program is old, confirm that its current release supports your installed Windows version.

Fix 4: Check 32-bit and 64-bit compatibility
Architecture problems can make a dependency appear to be missing even when Windows contains the required system support.
On 64-bit Windows:
System32normally contains 64-bit system components.SysWOW64normally contains 32-bit system components.
The names are confusing, so do not use folder names as a reason to move files between them.
Check the application’s requirements or installer details to determine whether it is 32-bit or 64-bit. Then:
- Repair or reinstall the application using its official installer.
- Install the version intended for your Windows architecture.
- Avoid mixing 32-bit and 64-bit DLLs.
- Test the program again after restarting Windows.
If the program was copied from another computer, replace it with a proper installation. Copying its executable and dependency files rarely reproduces the original installation correctly.

Fix 5: Check antivirus quarantine and malware
Security software can quarantine a genuine file, while malware can damage or replace system components.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Open Protection history.
- Look for a recent action involving the affected program or a Windows system file.
- Do not restore a file merely because an error message names it.
- Restore an item only after confirming its location, publisher, and trust status.
- Update security definitions.
- Run a Full scan.
- If compromise is suspected, use an offline scan and follow the security product’s removal guidance.
A file with this name in a temporary directory, an unfamiliar application folder, or a random user-writable location deserves security investigation. A genuine Windows component should not be replaced with a similarly named file from an unknown source.

A driver is not the usual cause of this API-set error. Consider driver work only if the failure began after a graphics, storage, chipset, or device change, or if Event Viewer records a related device failure.
To check through Windows:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Properties > Driver.
- Review the provider and date.
- Use Update Driver, or install a matching driver from the hardware manufacturer.
- Restart Windows and test again.
Do not remove random devices or install driver packages unrelated to the failing application.
Recommended Free Tools
Manually hunting through hardware pages and guessing which of dozens of drivers is stale can waste time. Outbyte Driver Updater can scan and identify driver issues; its free scan reports findings, while driver installation is handled by the full version. Updating a driver is not a substitute for repairing Windows or reinstalling the affected application.
What not to do
Do not download the DLL from a random website
A downloaded DLL can have the wrong architecture, wrong build, altered contents, or malware. It may also satisfy one filename while leaving the actual Windows or application problem untouched.
Do not place an unknown copy in:
C:WindowsSystem32C:WindowsSysWOW64- The application directory
Use Windows Update, DISM, SFC, the application’s official installer, or official Windows installation media instead.
Do not run regsvr32 for this API set
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly ActiveX or COM components. It is not a general missing-DLL repair command.
Running this is normally irrelevant:
regsvr32 api-ms-win-base-bootconfig-l1-1-0.dll
It may produce a missing-entry-point error because an API-set contract is not something you normally register. Microsoft’s command reference explains the purpose of regsvr32.
Do not delete system DLLs
Deleting a file that looks related can turn a recoverable problem into a boot or application failure. Run repair tools first and preserve logs that may help identify the damaged component.
If the error remains
If DISM, SFC, Windows Update, and application repair do not help:
- Test the application from a new Windows user profile.
- Open Event Viewer and check Windows Logs > Application for an Application Error entry at the failure time.
- Check disk health and available storage.
- Run a memory diagnostic if crashes affect multiple programs.
- Use System Restore if the problem began after a recent software or driver change.
- Consider an in-place Windows reinstall when system corruption continues.
System Restore can roll system files, registry settings, and installed programs back to an earlier restore point. Microsoft describes these recovery choices in Backup, restore, and recovery in Windows.

FAQ
Is api-ms-win-base-bootconfig-l1-1-0.dll part of Visual C++ Redistributable?
No general Visual C++ installation should be assumed. This is a Windows API-set contract. Install a Visual C++ package only when the application’s own documentation or a separate error specifically requires it.
Should I install DirectX or .NET?
Not for this filename alone. DirectX and .NET address different application dependencies and will not generally repair a Windows API-set resolution problem.
Is the file supposed to be in System32?
An API-set name does not prove that a conventional standalone file should be present there. Windows may resolve the contract through its loader and API-set schema.
Why does Dependency Walker say it is missing?
Older or unsuitable dependency tools can report API-set aliases as unresolved even when Windows handles them at runtime. Capture the actual launch error and test the application on the target Windows installation before treating the scan as proof.
What if every application reports missing API-set DLLs after a clean installation?
Suspect an unsupported or broken Windows installation, damaged storage, incomplete updates, or a misleading dependency scan. Do not download dozens of DLLs. Update Windows, run DISM and SFC, and investigate the installation or hardware if the failures continue.
Does reinstalling the application always fix it?
No. Reinstalling is the definitive step when one application is damaged, but it will not correct an unsupported Windows version or corrupted system components. Use the repair path that matches the scope of the failure.
