If an application says it is missing or cannot be loaded, the cause is usually an unsupported Windows version, damaged Windows components, a broken application installation, or another dependency that the loader cannot resolve.
What this file actually is
Windows uses API-set names as virtual aliases. The loader redirects an API-set contract to the Windows component that implements it, often KernelBase.dll; the contract name does not always represent a separate physical file on disk. Microsoft documents this behavior in its guide to Windows API sets and its explanation of API-set loader operation.
The contract provides system-information, time, time-zone, and memory-related Windows functions. Its presence and physical representation depend on the Windows release, build, architecture, and servicing state.
This is not the same as api-ms-win-crt-runtime-l1-1-0.dll. The latter belongs to the Universal C Runtime. It is also not a DirectX file, a .NET assembly, a graphics driver, or a general-purpose Visual C++ Redistributable file.

A file appearing in System32 does not automatically make it suitable for every program. On 64-bit Windows, System32 normally contains 64-bit system components, while SysWOW64 normally contains 32-bit components used by 32-bit applications. The names are historical and confusing. Microsoft explains the behavior in its File System Redirector documentation.
First, determine whether Windows or one application is at fault
Before changing anything, check these points:
- Press
Win+R, typewinver, and press Enter. Note the Windows edition and build. - Does the error affect one game or application, or do several unrelated programs fail?
- Did it begin after Windows Update, a cleanup utility, antivirus activity, a failed installation, or a driver change?
- Is the affected program 32-bit or 64-bit?
- Does the complete error mention another DLL as well?
Messages such as “The code execution cannot proceed because api-ms-win-core-sysinfo-l1-1-0.dll was not found” are generic loader messages. “The specified module could not be found” can also mean that a dependency of the named module is missing. The named API-set is not always the true root cause.
If only one program fails, start with that program’s repair or reinstall. If many applications fail with different api-ms-win-* names, repair Windows first.
Fix 1: Update Windows and repair its components
A newer application may require API contracts that an older Windows release does not provide. Copying a DLL cannot add the underlying operating-system implementation, so compatibility comes before file replacement.
Install pending updates
- Open Start and select Settings.
- Choose Windows Update.
- Select Check for updates.
- Install all available quality, security, and cumulative updates.
- Restart, return to Windows Update, and check again until no important updates remain.
- Launch the affected program.
If the program now starts, the missing contract was likely related to Windows compatibility or incomplete servicing. If Windows reports update errors, continue with the repair commands below.
Run DISM and System File Checker
- Open Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish. It may take some time and can appear to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the program again.
DISM repairs the Windows component store. SFC then checks protected system files against that repaired store. Microsoft provides the same repair sequence in its Windows image repair guidance.
If SFC says it repaired files, restart and test. If it says it could not repair some files, run DISM again, restart, and run SFC a second time. If DISM cannot find repair content, use Microsoft’s documented matching installation source and /Source procedure rather than copying a DLL from another computer.
Manually repeating SFC and DISM can make it difficult to know what changed. Outbyte PC Repair provides a free scan that shows reported problems, while repair is handled by the full version; it is optional, and Windows Update plus DISM and SFC remain the built-in repair path.
Fix 2: Repair or reinstall the affected application
If only one game or program reports the error, its installation or private dependency may be damaged. The application may also have been built for a Windows version newer than the one installed.
Use the Windows repair option
- Open Settings.
- Select Apps, then Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for it to finish.
- Test the application.
If Repair is unavailable or does not help, select Reset only if you understand that it may remove application settings or local data.
Verify a game installation
Open the game launcher and look for a command named Verify files, Verify integrity, Repair, or Scan and repair. Let the launcher replace damaged files, then restart the launcher and test the game.

- Close the program.
- Open Settings > Apps > Installed apps.
- Uninstall the program.
- Restart Windows.
- Download the current installer from the publisher’s official site or sign-in launcher.
- Install it again.
- Apply the program’s latest update before launching it.
If the application requires prerequisites, install only the packages supplied by its official installer or publisher. Reinstalling the application remains the definitive fix when its private files are damaged.
Fix 3: Check Windows compatibility and architecture
A program designed for a newer Windows release may request an API contract unavailable on Windows 7 or Windows 8.1. Installing api-ms-win-core-sysinfo-l1-1-0.dll separately will not make those missing operating-system APIs available.
Check the application’s system requirements on its official product page. If your Windows release is unsupported, update Windows where the hardware and license allow it, or install an older application version that explicitly supports your release.
Architecture can produce a similar failure:
- A 32-bit program needs 32-bit dependencies and runs through WOW64 on 64-bit Windows.
- A 64-bit program needs 64-bit dependencies.
- Installing an x64 runtime does not repair a 32-bit program’s missing x86 runtime.
- A 32-bit process cannot load a 64-bit DLL.
To check a program’s architecture, consult its publisher’s requirements or inspect the installation documentation. Do not assume that a file in System32 is the correct file for a 32-bit application.

Fix 4: Install Visual C++ only when the error names a VC runtime
The Visual C++ Redistributable does not replace Windows API-set contracts. Installing it is relevant when the complete error also names a runtime such as vcruntime140.dll, msvcp140.dll, or a Universal CRT component.
Use Microsoft’s latest supported Visual C++ Redistributable downloads. Select the architecture required by the application:
vc_redist.x86.exefor a 32-bit applicationvc_redist.x64.exefor a 64-bit applicationvc_redist.arm64.exefor a compatible ARM64 application
On 64-bit Windows, it is normal for both x86 and x64 Visual C++ packages to coexist because different applications use different architectures. Do not uninstall every older runtime merely because one installation fails.
For a Universal C Runtime error on an older supported Windows release, follow Microsoft’s Universal C Runtime update guidance. That advice applies to UCRT errors, not automatically to this API-set contract.
Fix 5: Check antivirus quarantine
Security software can quarantine a damaged application file, a private bundled dependency, or, less commonly, a Windows component after a detection.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections and note the file path and detection name.
- If the file came from a trusted, signed installer, follow the publisher’s guidance before restoring it.
- If the source is unknown or the detection concerns malware, do not restore it. Remove the program and reinstall it from the official source.
- Run a full scan before testing again.
Microsoft’s Protection History guidance explains the available actions. Do not whitelist an unverified DLL just to make a game launch.

If the error appeared immediately after a driver, cleanup, or Windows change, System Restore may return system files and configuration to an earlier working state.

- Press
Win+R. - Type
rstrui.exeand press Enter. - Select Next.
- Choose a restore point dated before the failure.
- Select Scan for affected programs if available.
- Confirm the restore and restart Windows.
- Test the application.
Microsoft documents this process in its System Restore instructions.
A graphics driver is not normally the owner of this Windows API-set component. If a driver is also malfunctioning, obtain it from the hardware manufacturer. Check Device Manager by right-clicking Start, selecting Device Manager, expanding the relevant device category, right-clicking the device, and choosing Update driver or Uninstall device before installing the manufacturer’s current package.

What not to do
Do not download the DLL from a random website
An isolated download may contain malware, use the wrong architecture, have an incompatible build, or fail because the real problem is another dependency. It can also break Windows servicing and signature validation.
Use Windows Update, DISM, SFC, System Restore, or the original application installer instead.
Do not copy it into System32 or SysWOW64
API-set contracts are tied to the Windows loader and servicing model. Manual copying can create version, architecture, signature, and malware risks. It does not add an API that the operating system does not implement.
Do not run regsvr32
regsvr32 registers COM or ActiveX DLLs that expose registration exports such as DllRegisterServer. This API-set contract is not a user-registerable COM component. Running regsvr32 api-ms-win-core-sysinfo-l1-1-0.dll will not repair it. Microsoft describes the command’s purpose in its regsvr32 documentation.

Is api-ms-win-core-sysinfo-l1-1-0.dll a Microsoft file?
It represents Microsoft Windows API-set infrastructure. The name is primarily a loader contract and does not guarantee a separate normal DLL file on disk.
Why does an application say it is missing?
The application may require an API unavailable on that Windows build, Windows component data may be damaged, its own installation may be incomplete, or the loader may be reporting a missing dependency.

Usually not. Install Visual C++ only when the error also names a Visual C++ or Universal CRT runtime file.
Should I check both System32 and SysWOW64?
Those directories are architecture-sensitive, and finding a similarly named file does not prove that the application can use it. Do not replace files manually.
What if every program reports different api-ms-win-* errors?
Treat that as a Windows-wide problem. Install updates, run DISM followed by SFC, check for malware, and investigate recent system changes.
What if only one game still fails?
Use the launcher’s Verify or Repair function, reinstall its official prerequisites, and reinstall the game from its publisher or launcher. If it still fails on an older Windows release, check whether the game now requires a newer operating system.
