api-ms-win-core-threadpool-legacy-l1-1-0.dll may appear in messages such as “The program can’t start because api-ms-win-core-threadpool-legacy-l1-1-0.dll is missing from your computer.”
When Windows reports that api-ms-win-core-threadpool-legacy-l1-1-0.dll was not found, could not be located, or could not be loaded, repair Windows and the affected application instead of downloading a replacement DLL.
Common messages include:
- “api-ms-win-core-threadpool-legacy-l1-1-0.dll was not found.”
- “api-ms-win-core-threadpool-legacy-l1-1-0.dll could not be located.”
- “api-ms-win-core-threadpool-legacy-l1-1-0.dll could not be loaded.”
- “The program can’t start because api-ms-win-core-threadpool-legacy-l1-1-0.dll is missing from your computer.”
The 60-second answer
This filename is a Microsoft Windows API-set name associated with legacy thread-pool functions. An API-set is a contract used by the Windows loader. It can route an application’s request to an implementation such as kernel32.dll or kernelbase.dll, so the exact API-set name does not have to exist as a normal physical DLL on every healthy installation.

Microsoft lists the name in its Windows API inventory, and explains how Windows API sets work. Its absence from System32 or SysWOW64 alone does not prove that Windows is damaged.

First identify the scope of the failure
Before changing Windows files, determine whether one program fails or several.
If only one game or application fails
Record:
- The program’s exact name and version, if shown
- The complete error message
- Whether the program is 32-bit or 64-bit, if documented
- Where it was installed
- Whether it was recently updated, reinstalled, or moved
- Whether antivirus or cleanup software ran immediately beforehand
A single failing application usually points to a damaged installation, an outdated application, incompatible local files, or a launcher problem. The API-set name may be involved in the loader error without being a file supplied by that application.
If several programs fail
If multiple unrelated applications show loader errors, or Windows itself is behaving abnormally, prioritize Windows servicing repair. This pattern is more consistent with a damaged component store, incomplete update, unsupported Windows build, or broader system problem.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Press Windows key + R, type winver, and press Enter. Note the Windows edition and build. Compare them with the affected program’s published requirements. Installing a DLL cannot add an operating-system API that an older Windows release does not support.
Fix 1: Update Windows and restart
- Open Start and select Settings.
- On Windows 11, select Windows Update. On Windows 10, select Update & Security, then Windows Update.
- Select Check for updates.
- Install all available quality, security, and feature updates that Windows offers.
- Restart the computer, even if Windows does not insist on a restart.
- Launch the affected application again.
If the error started after an interrupted update, this may restore the missing or mismatched component registration. If the application still fails, continue with DISM and SFC rather than copying a DLL from another computer.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running DISM before System File Checker because DISM repairs the component store that SFC uses as a repair source.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- After DISM completes, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application.
Possible SFC results include:
- Windows Resource Protection did not find any integrity violations: Windows protected files were not detected as damaged. The failing application, compatibility, or loader path becomes more likely.
- Windows Resource Protection found corrupt files and successfully repaired them: Restart and test the program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: Run DISM again, restart, and repeat SFC once. If it still cannot repair files, continue to the repair-source section below.
The Microsoft procedure is documented in its guide to using System File Checker to repair missing or corrupted system files.

If DISM cannot find repair files
If DISM reports that source files could not be found, use a matching Windows installation source rather than an arbitrary image.
A repair-source command has this form:
DISM.exe /Online /Cleanup-Image /RestoreHealth ^
/Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the path to a valid Windows repair source. The source must closely match the installed Windows edition and build. Microsoft explains this process in its documentation for repairing a Windows image.

Fix 3: Repair or reinstall the affected application
If Windows repair finds no problem, repair the program that displays the error.
Use the application’s repair option
- Open Settings.
- Select Apps, then Installed apps on Windows 11. On Windows 10, select Apps, then Apps & features.
- Select the affected application.
- Open Advanced options, if available.
- Select Repair.
- Test the application.
- If Repair does not help, select Reset only if you understand that it may remove local settings or saved data.
Desktop programs may instead provide a Repair option in their original installer. Run that installer from the application’s official publisher and choose Repair.
Reinstall from the official source
If repair is unavailable or fails:
- Back up saves, profiles, templates, or other application data.
- Uninstall the affected program from Settings > Apps.
- Restart Windows.
- Download the installer from the program’s official publisher or use its official launcher.
- Install the version that supports your Windows build and CPU architecture.
- Restart if the installer requests it.
- Launch the program before adding optional modifications, overlays, or plug-ins.
For a Steam game, open Steam, select Library, right-click the game, choose Properties, select Installed Files, and choose Verify integrity of game files. When verification finishes, start the game again. If it still fails, reinstall the game through its official launcher and check the game publisher’s support requirements.
Recommended Free Tools
If only an old application fails while modern programs work normally, test Compatibility mode:
- Right-click the application shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the Windows version recommended by the application publisher.
- Select Apply, then OK.
- Test the application.
Do not permanently run an application as administrator unless its publisher specifically requires it. To test that setting, right-click the shortcut and choose Run as administrator once.
Fix 4: Check Windows Security quarantine
Antivirus software or a cleanup utility may have removed an application file that Windows now needs.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections associated with the affected application.
- Expand a detection to inspect its original path, threat name, and action.
- Restore or allow the item only when the original location, publisher, digital signature, and associated software are trusted.
- Reinstall or repair the application afterward if files were removed.
Do not restore an item merely because its filename resembles a Windows component. Microsoft explains the risks of allowing detected items in its Protection history guidance. If you suspect malware, leave the item quarantined and run a full Windows Security scan.

Fix 5: Check architecture and separate runtime dependencies
On 64-bit Windows, 64-bit system components normally use %windir%System32, while 32-bit components are handled through %windir%SysWOW64. Windows uses file-system redirection, so these names do not mean that every API-set contract must appear as a matching physical file in both folders. Microsoft documents this behavior in its File System Redirector reference.
Do not copy a 32-bit DLL into System32 or a 64-bit DLL into SysWOW64. More importantly, do not assume that finding or copying this API-set filename will repair loader resolution.
Visual C++ Redistributable
This API-set name is not itself a Visual C++ Redistributable file. Install or repair Visual C++ only when the same application also reports files such as VCRUNTIME*.dll, MSVCP*.dll, or the application publisher lists Visual C++ as a requirement.
Use Microsoft’s official Visual C++ Redistributable downloads. Choose the package architecture required by the application, such as vc_redist.x86.exe, vc_redist.x64.exe, or vc_redist.arm64.exe. Different Visual C++ generations can remain installed side by side.
DirectX, .NET, and graphics drivers are also conditional dependencies. Install them only when the affected program’s official requirements or its separate error message identify them.
Do not use regsvr32
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer, commonly used by COM components. It is not a repair tool for Windows API-set contracts.
Running commands such as these is not an appropriate fix:
regsvr32 api-ms-win-core-threadpool-legacy-l1-1-0.dll
Microsoft documents the intended use of regsvr32. An error from regsvr32 does not prove that Windows needs this filename copied somewhere else.

- Right-click Start and select Device Manager.
- Expand the relevant device category.
- Right-click the device and select Properties.
- Open the Driver tab.
- Select Roll Back Driver if it is available and the problem began after an update.
- Otherwise select Update Driver, then Search automatically for drivers.

Outbyte Driver Updater can scan for outdated drivers and identify what needs attention, while driver installation is performed by the full version; use the hardware manufacturer’s package when a specific driver is required.
If the change was a recent Windows or software installation and a suitable restore point exists:
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point created before the problem began.
- Review the affected programs and drivers.
- Confirm the restore and restart.
System Restore does not normally remove personal documents, but it can remove recently installed applications and drivers. Microsoft describes the process in its System Restore guidance.
When normal repair does not work
Use the remaining symptoms to choose the next step:
- Every application fails: scan for malware, check disk health, back up important data, and consider an in-place Windows repair installation.
- Only one old application fails: use compatibility mode, install the application’s supported release, and contact its publisher.
- SFC reports no violations: focus on the application, launcher files, side-loaded local DLLs, and Windows compatibility.
- The error says the file is incompatible or not designed to run on Windows: preserve the complete message and any error code. Do not infer a filename-specific diagnosis from that generic loader wording.
- The error began after antivirus removal: review Protection history and reinstall the affected application rather than restoring an unverified file.
- DISM repeatedly fails: use a matching repair source and retain
CBS.logfor Microsoft support.
What to collect before asking for support
Prepare this information:
- Windows edition, version, build, and whether it is 32-bit or 64-bit
- The affected program and where it was installed
- The complete error text and any error code
- Whether one program or multiple programs fail
- Results from DISM and SFC
- Whether the issue followed an update, driver installation, antivirus action, cleanup, or reinstall
- Whether the program came from its official installer or a launcher
This information separates a Windows component-store problem from a damaged application and prevents unsafe DLL substitutions.
FAQ
Is api-ms-win-core-threadpool-legacy-l1-1-0.dll a real Windows file?
It is a real Microsoft API-set name. Microsoft lists it among Windows API names, but an API-set name can be a virtual loader alias rather than a conventional file that must be visible on disk.
Should I download it manually?
No. Random downloads can have the wrong architecture, exports, build, or signature, and may contain malware. Use Windows Update, DISM, SFC, and the affected program’s official installer instead.
Is this a Visual C++ problem?
Not by itself. Repair Visual C++ only when the application separately reports Visual C++ runtime files or its publisher requires that runtime.
Will copying the file into System32 fix the error?
Usually not. API-set resolution is not the same as searching for an ordinary DLL, and copying files between System32 and SysWOW64 can create architecture and servicing problems.
Is regsvr32 required?
No. API-set contracts are not ordinary COM components that should be registered with regsvr32.
Why can Windows be healthy when the exact filename is absent?
The Windows loader can resolve an API-set contract to another host DLL. Therefore, the absence of a physical file with the contract’s name is not conclusive evidence of corruption.
