Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →api-ms-win-devices-query-l1-1-1.dll is a genuine Microsoft Windows API-set component, not a normal application DLL. If Windows says it is missing, not found, or could not be loaded, repair Windows and then check the application that exposed the problem rather than downloading a replacement file.
An API-set DLL is a loader contract. It gives software a stable API name while Windows routes the call to the appropriate underlying implementation on that computer. The filename therefore does not identify a particular game, launcher, or utility. Microsoft explains this API-set design in its Windows API sets documentation.

What the error means
You may see messages such as:
- “The program can’t start because api-ms-win-devices-query-l1-1-1.dll is missing from your computer.”
- “api-ms-win-devices-query-l1-1-1.dll was not found.”
- “Error loading api-ms-win-devices-query-l1-1-1.dll.”
- “The code execution cannot proceed because api-ms-win-devices-query-l1-1-1.dll was not found.”
- “The application was unable to start correctly (0xc000007b).”
The message does not prove that this one file is the only problem. The actual cause may be damaged Windows system files, an incompatible application, a quarantined file, a bad private DLL beside the application, or another missing dependency.

Public file records commonly describe this as an ApiSet Stub DLL associated with Microsoft Windows. Some catalogs report a Windows 8.1-era version, date, and small file size, but those catalog values are identification clues rather than a universal specification for every Windows installation.

Before repairing anything
Spend a minute identifying the scope of the failure.
- Note the exact program that produces the message.
- Check whether other applications start normally.
- Record your Windows version by pressing
Win + R, enteringwinver, and pressing Enter. - Check whether the error appeared after a Windows update, reset, cleanup, antivirus scan, failed installation, or malware incident.
- Open your security software and review its quarantine or detection history.
- Do not copy a DLL from another computer yet. Windows files must match the operating system and architecture.
If several unrelated programs fail, treat this primarily as a Windows repair problem. If only one application fails, repair Windows but give equal attention to that application’s installation and compatibility.
Fix 1: Repair Windows with DISM and SFC
Time needed: 10 to 30 minutes, sometimes longer if Windows must obtain repair files.
This is the safest first repair when the file is absent from a Windows system directory or multiple programs report API-set errors. Microsoft recommends running DISM before System File Checker because DISM repairs the component store that SFC uses as a source.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Select Yes if User Account Control appears.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run SFC next:
sfc /scannow
- Restart Windows.
- Launch the affected program again.
A successful result may say that Windows Resource Protection found corrupt files and repaired them, or that it found no integrity violations. Either result requires a restart and a fresh test.
If SFC reports that it could not repair some files, save its detailed report:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
Then run DISM and SFC again after confirming that Windows Update is working. If the repair still fails, continue to the matching repair-source step below.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Repeating SFC without knowing what changed can make troubleshooting unnecessarily slow. Outbyte PC Repair can perform a free scan that shows what it identifies; any repair is completed by the full version, and it is optional rather than required. For an application-specific failure, reinstalling that application remains the definitive fix.
Fix 2: Check the Windows system location and security quarantine
Time needed: 5 to 15 minutes.
On a 64-bit Windows installation, system components normally reside in protected Windows directories. System32 contains 64-bit system binaries, while SysWOW64 contains 32-bit system binaries used by 32-bit applications. The names are confusing, so do not move files between them.
- Open File Explorer.
- Enter
%windir%System32in the address bar. - Search for
api-ms-win-devices-query-l1-1-1.dll. - If you use a 32-bit application on 64-bit Windows, also review
%windir%SysWOW64, but do not manually copy the file there. - Open your antivirus or Windows Security application.
- Check Protection history, Quarantine, or Detection history.
- Look for an event matching the time the error began.
If security software quarantined a protected Windows file, do not disable protection and download a replacement. Restore it only when the detection is confirmed to be a false positive and the restored file comes from the security product or Windows repair process. Run DISM and SFC afterward.
If the file exists but the application still fails, the displayed filename may be a dependency symptom. The missing item could be another Windows component or an application dependency.

Fix 3: Repair or reinstall the affected application
Time needed: 10 to 30 minutes.
When only one program fails, the application installation is often damaged even though the error names a Windows API-set contract.
For a Microsoft Store application
- Open Settings.
- Select Apps and then Installed apps.
- Find the affected application.
- Select the three-dot menu and choose Advanced options.
- Select Terminate, then Repair.
- Test the application.
- If it still fails, return to the same screen and select Reset, if available.
Resetting can remove local application data, so use it only after Repair.
For a desktop application
- Open Settings.
- Select Apps and Installed apps.
- Select the application.
- Choose Modify, Repair, or Change if the installer provides one.
- Restart Windows and test again.
For a game or launcher, use its built-in Verify, Repair, or Verify integrity command. If no repair command exists:
- Uninstall the application.
- Restart Windows.
- Download the current installer from the application publisher or the official platform that supplied it.
- Install the version that supports your Windows release.
- Start it once using Run as administrator if the program requires elevated access.
Do not replace a DLL inside the application folder unless the application publisher specifically supplies that file for that exact build. A private, incompatible copy can override normal Windows API-set behavior.
Fix 4: Check Windows-version and architecture compatibility
Time needed: 5 to 20 minutes.
Public evidence associates this exact filename especially with Windows 8.1, but the filename alone does not provide a complete Microsoft compatibility table. A newer program may require Windows APIs that an older release does not provide.
- Press
Win + R. - Enter
winver. - Record the Windows edition and version.
- Check the application’s official system requirements.
- Confirm whether the application is x86, x64, or supports both.
- Check Settings > System > About > System type to see whether Windows is 32-bit or 64-bit.
- Install the application build that matches the supported environment.
Windows 8.1 support ended on January 10, 2023, so newer software may no longer support it. If the application requires a newer Windows release, an upgrade is the correct solution rather than trying to transplant API-set files from another system. Microsoft documents the support status here.
A 0xc000007b message often points to an invalid image or architecture mismatch, but it is not proof that this DLL alone is responsible. Do not mix 32-bit and 64-bit files from different Windows releases.
Fix 5: Update or reinstall relevant drivers only when the application has a device problem
Time needed: 15 to 30 minutes.
This filename relates to a device-query API contract, but a missing API-set DLL is not normally fixed by reinstalling a driver. Consider drivers only if the application also reports a graphics, audio, USB, camera, controller, or other device failure.
Free tools Windows power users keep installed

- Right-click Start and select Device Manager.
- Expand the category related to the failing device.
- Right-click the device and choose Properties.
- Open the Driver tab and note the provider and date.
- Use Update driver only with a trusted manufacturer or Windows source.
- If the problem began immediately after a driver change, use Roll Back Driver when available.
- Restart Windows and test the application.
Do not uninstall an unknown device merely because it has a warning icon. Identify the hardware first and obtain the driver from the computer or device manufacturer.
Manually hunting through dozens of driver versions is error-prone. Outbyte Driver Updater provides a free scan showing what it identifies, while driver installation is handled by the full version; it is optional and does not replace Windows repair.
Fix 6: Use a matching repair source when DISM cannot repair Windows
Time needed: 20 to 60 minutes.
If DISM says that source files could not be found, use a genuine Windows installation source matching your edition and build. Microsoft documents this form:

Do not run this as a general repair:
regsvr32 api-ms-win-devices-query-l1-1-1.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, typically self-registering COM components. An API-set stub is a Windows loader contract, not normally a COM server. Registration cannot recreate a missing protected file or repair the component store. Microsoft describes the command’s purpose in its regsvr32 documentation.
Why standalone DLL downloads are unsafe
Random DLL download sites cannot reliably establish the correct Windows build, architecture, signature, or provenance of a file. A replacement may contain malware, be incompatible with your installation, or simply leave the real damaged component untouched. Copying it into System32 or beside an executable can also create a private DLL that causes a different loading failure.
Use Windows Update, DISM, SFC, an official Windows installation source, or the affected application’s official installer instead.

FAQ
Is api-ms-win-devices-query-l1-1-1.dll a virus?
The filename itself is a legitimate Microsoft Windows API-set name. A malicious file can still be given any legitimate-looking name, so rely on Windows repair and security-product history rather than filename alone.
Is it part of Visual C++, DirectX, or .NET?
No verified Microsoft package identifies this individual API-set file as a Visual C++ Redistributable, DirectX runtime, .NET component, or device-driver package. Install those runtimes only when the affected application separately requires them.
Should I download the DLL?
No. Repair Windows or reinstall the owning application from an official source. A standalone copy may be the wrong architecture or version and may introduce unsafe code.
What if Dependency Walker lists dozens of API-MS files?
Do not download every listed filename. Dependency-analysis tools can misunderstand API-set contracts and report names that are virtual, redirected, or otherwise not independently missing.
Does 0xc000007b prove this DLL is broken?
No. That code can involve an invalid image, architecture mismatch, corruption, or another dependency. Check the application build, Windows architecture, and repair results.
When should I reinstall Windows?
Use reinstalling only after DISM, SFC, application repair, compatibility checks, and recovery options have failed, or when malware, disk damage, or broad system corruption is involved. Back up personal files first.
