api-ms-win-power-setting-l1-1-0.dll: Repair the Right Layer

By VGSources Team 10 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

api-ms-win-power-setting-l1-1-0.dll is a real Microsoft Windows API-set contract, not normally a third-party application DLL. If an application reports it as missing, repair the application first when only that program fails, then repair Windows if several programs show related errors.

The filename refers to Windows power-management functions. Microsoft documents API sets as loader contracts that route calls to implementation DLLs. In this case, the relevant implementation is commonly PowrProf.dll, which provides functions such as power-plan selection and power-setting notifications.

Before changing anything: identify the failure layer

Answer these questions first:

  • Does only one game or application fail?
  • Do several unrelated programs report missing api-ms-win-* files?
  • Did the problem begin after a Windows update, application update, failed installation, disk problem, antivirus action, or copying the application to another PC?
  • Is the application old, running through Wine or a virtual machine, or using a custom Windows image?
  • Is the executable x86, x64, or ARM64?

An error naming this API-set does not prove that the file should exist as a standalone file. Older Windows inventories, particularly for Windows 8 and 8.1, show physical API-set stub files in C:WindowsSystem32. On modern Windows, Microsoft states that an API-set contract does not necessarily map to a physical DLL. Do not treat the absence of this exact filename on Windows 10 or Windows 11 as proof of damage.

1. Repair or reinstall the affected application

Time needed: 10–30 minutes

This is the best first fix when one application or game fails and Windows otherwise works normally. The program may be old, incorrectly packaged, built for a different Windows API surface, or reporting a dependency-resolution failure as a missing API-set file.

Use the application’s repair or verification option

  1. Close the application and its launcher.
  2. Open the launcher or store used to install it.
  3. Open the application’s library or installed-program page.
  4. Look for Verify, Verify integrity of files, Repair, or Scan and repair.
  5. Start the check and allow it to replace damaged application files.
  6. Restart Windows and test the program.

If there is no verification option, download the current installer from the application’s official vendor and reinstall the program. Prefer an in-place repair if the installer offers one. Back up saved games or application data before uninstalling.

Check the application architecture

A 32-bit application and a 64-bit application use different loader views. ARM64 applications and compatibility layers add another variable.

  1. Right-click the application’s shortcut and select Open file location.
  2. Right-click the main .exe file and select Properties.
  3. Open the Details tab and inspect the available product information.
  4. Check the vendor’s system requirements or support documentation for x86, x64, or ARM64 requirements.
  5. Install the build intended for your Windows architecture.
  6. Do not copy a 64-bit DLL into a 32-bit application folder, or the reverse.

If the error says the file is “not designed to run on Windows,” inspect the application executable and nearby DLLs for an architecture mismatch or corruption. SFC and DISM cannot repair a damaged third-party application binary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the application is old, install its current vendor update before trying compatibility settings. To test compatibility, right-click the executable, select Properties, open Compatibility, choose Run this program in compatibility mode, and select a Windows version documented by the vendor. Do not assume compatibility mode can supply missing Windows APIs.

Check whether another dependency is actually missing

“Specified module could not be found” can mean that Windows found the named module but could not load another DLL required by it. A launcher or diagnostic utility can also report the API-set name even when the actual fault is a different dependency.

If reinstalling the application does not help, use the application’s official support process or a reputable dependency-analysis tool approved by your organization. Do not replace files one at a time from download sites. The important clue is often the first incompatible, corrupted, or missing dependency in the load chain.

2. Install Windows updates, then repair Windows components

Time needed: 20–45 minutes

Use this path when several applications fail, Windows features are also malfunctioning, or the problem started after an interrupted update, disk issue, or incomplete installation.

Install pending updates

  1. Press Windows + I to open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all available updates.
  5. Restart when Windows requests it.
  6. Return to Windows Update and check again until no further updates are offered.

Then open an elevated Command Prompt:

  1. Press Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt and select Run as administrator.
  4. Select Yes at the User Account Control prompt.
  5. Run these commands in order:
DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow

Microsoft recommends DISM before SFC. DISM repairs the component store that SFC uses as a source for protected Windows files.

  1. Wait for each command to reach completion.
  2. Restart Windows.
  3. Test the application again.

A successful result may say that the restore operation completed or that Windows Resource Protection found no integrity violations. If SFC reports that it repaired files, restart before testing. If it says some files could not be repaired, run the commands again after restarting.

  • Widgets makes staying up-to-date with the content you love and the news you care about, simple.
  • Stay in touch with friends and family with Microsoft Teams, which can be seamlessly integrated into your taskbar. (1)

Outbyte PC Repair can show what system issues it finds when repeatedly running SFC and DISM leaves you unsure what changed; its free scan identifies problems, while repair is handled by the full version. It is optional, and it does not replace the supported Microsoft repair path.

If DISM cannot find source files

If DISM reports that source files could not be found, use matching Windows installation media rather than a random DLL archive. The source must closely match the installed Windows version and edition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The command format is:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:<matching-Windows-source> /LimitAccess

Replace the placeholder with a valid matching installation source. Microsoft’s Windows image repair guidance explains the source requirements. Run SFC again after DISM completes, then restart.

3. Check Windows Security quarantine and scan for malware

Time needed: 15–60 minutes

Antivirus software can remove or quarantine a file from an old Windows installation or application directory. This is possible, but there is no file-specific Microsoft incident establishing that quarantine is the normal cause of this error.

  1. Open Start and select Windows Security.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections and their original file paths.
  5. Do not restore a file automatically.
  6. If the detection concerns an application file, verify the application’s official installer and reinstall the application instead.
  7. Only consider restoration after confirming the file path, digital signature, and detection details.

Microsoft warns that restoring a genuinely malicious file can put the device at risk. Run Scan options, select Full scan, and choose Scan now. If malware is suspected or normal scanning cannot remove it, use Microsoft Defender Offline scan.

After malware removal, run DISM and SFC again. If storage corruption is suspected, back up important data and check the drive’s health before continuing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Confirm the Windows edition and execution environment

Time needed: 5–20 minutes

The correct diagnosis depends partly on the Windows release.

  1. Press Windows + R.
  2. Type winver.
  3. Press Enter.
  4. Note whether the computer runs Windows 10, Windows 11, Windows Server, Windows 8, Windows 8.1, or an older release.

Windows 8 and 8.1 inventories contain physical API-set stubs with this name. That does not establish a universal file size, hash, version, or location for every release. On Windows 10 and Windows 11, the API-set may be resolved through the API-set schema without a standalone file named api-ms-win-power-setting-l1-1-0.dll.

If the application runs in Wine, a virtual machine, a custom Windows image, or another compatibility layer, troubleshoot that environment separately. If every application begins reporting unrelated API-set names, suspect a damaged Windows installation, modified system image, malware, or a broken compatibility layer rather than many independent missing DLLs.

5. Update power, chipset, and system drivers only when symptoms support it

Time needed: 10–30 minutes

No evidence establishes this API-set as belonging to one particular graphics, chipset, or power-management driver. Driver updates are therefore a secondary check, not the first fix.

  1. Right-click Start and select Device Manager.
  2. Expand Display adapters, System devices, and Batteries.
  3. Right-click a device associated with the failure.
  4. Select Update driver.
  5. Choose Search automatically for drivers.
  6. Restart Windows if a driver is installed.

For a laptop, obtain chipset and power-management drivers from the computer manufacturer. For a desktop, use the motherboard or hardware manufacturer’s official support page. Avoid driver packages from unverified sources.

Outbyte Driver Updater can reduce the work of hunting through many hardware driver versions; its free scan shows detected issues, while driver installation is handled by the full version. It is optional, and a driver update is not a guaranteed fix for this API-set error.

If the problem began immediately after a driver update, open Device Manager, right-click the affected device, select Properties, open the Driver tab, and choose Roll Back Driver when available. Use the manufacturer’s documented recovery path if rollback is unavailable.

6. Do not reinstall Visual C++ unless the error names a runtime

Time needed: 5–20 minutes

api-ms-win-power-setting-l1-1-0.dll is a Windows API-set contract, not a documented Visual C++ Redistributable DLL. Reinstalling Visual C++ is not an authoritative fix for this filename alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Visual C++ repair is relevant when the error also names files such as:

  • vcruntime140.dll
  • msvcp140.dll
  • api-ms-win-crt-*.dll

It can also be required by the application vendor. In that case, use Microsoft’s latest supported Visual C++ Redistributable packages and match the application architecture. Microsoft provides x86, x64, and ARM64 packages. An x64 package does not repair every dependency of an x86 application.

7. Skip regsvr32 for this filename

Time needed: 1 minute

Do not run:

regsvr32 api-ms-win-power-setting-l1-1-0.dll

regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer, normally for COM or other registered components. An API-set contract is a loader-routing mechanism, not a COM component. Registration errors do not repair Windows and can distract from the actual dependency failure.

See Microsoft’s regsvr32 documentation for the command’s purpose.

8. Use System Restore or a Windows repair installation as escalation

Time needed: 30–90 minutes

Use System Restore when the failure began after a known system change and an appropriate restore point exists.

  1. Press Windows + R.
  2. Type rstrui.exe.
  3. Press Enter.
  4. Select Next.
  5. Choose a restore point from before the problem began.
  6. Select Scan for affected programs if available.
  7. Confirm the restore point and select Finish.
  8. Test the application after Windows restarts.

System Restore can affect system files, settings, and installed programs. It is not a targeted DLL replacement.

If DISM and SFC still fail, Windows features are broken, or the component store cannot be repaired, use Microsoft-supported installation media for a repair installation or the appropriate Windows recovery option. Back up important files first.

Why downloading the DLL is the wrong fix

Random DLL download sites can provide malware, an incorrect version, the wrong architecture, or a file with an invalid signature. Copying a DLL into System32, SysWOW64, or the application folder also does not repair the API-set schema, component store, application manifest, or another dependency that may actually be failing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use Windows Update, DISM, SFC, the application’s official installer, Microsoft Defender, and official hardware or software vendor sources instead. Never assume that a missing filename must be downloaded as a standalone file.

FAQ

Should this file be in System32?

Not necessarily. Older Windows inventories show a physical stub in System32, but modern API-set contracts may be resolved without a standalone file. Do not create or copy one merely because a checker cannot find it.

Is api-ms-win-power-setting-l1-1-0.dll part of Windows?

Yes. It is associated with Microsoft Windows and exposes an API-set contract for power-management functionality. The implementation is commonly provided through PowrProf.dll.

Is it a Visual C++ file?

Not according to Microsoft’s documentation. Repair Visual C++ only if the application also reports a Visual C++ runtime dependency or the vendor explicitly requires it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I copy it into System32 or SysWOW64?

No. Manual copying risks the wrong architecture, version, signature, or malicious content, and often leaves the real dependency problem untouched.

Can I register it with regsvr32?

No. API-set contracts are not ordinary COM DLLs and are not repaired through registration.

What if Windows itself is healthy but one game still fails?

Repair or reinstall that game from its official installer and run its launcher’s file verification. If the current build still fails, check its supported Windows version, architecture, and compatibility-layer requirements.

What if the error names several unrelated API-set files?

Treat that as a Windows or environment problem first. Run Windows Update, DISM, and SFC, then scan for malware and investigate any custom image, virtual machine, or compatibility layer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
