api-ms-win-service-core-l1-1-0.dll is a Windows API-set component, not a normal Visual C++ runtime or a DLL you should download separately. If Windows reports that api-ms-win-service-core-l1-1-0.dll is missing, not found, or could not be loaded, repair Windows or the affected application instead of copying a replacement into a system folder.
What this error means
Names beginning with api-ms-win- are API-set contract names used by the Windows loader. They act as compatibility aliases that Windows resolves through its API-set schema. The name in the error does not always prove that a standalone file is physically missing from the computer.

- “The program can’t start because api-ms-win-service-core-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because api-ms-win-service-core-l1-1-0.dll was not found.”

- “Error loading api-ms-win-service-core-l1-1-0.dll. The specified module could not be found.”
- “api-ms-win-service-core-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
Start by checking whether one application fails or whether several unrelated programs fail. One affected application usually points to damaged or incompatible application files. Many programs failing at once points more strongly to Windows component corruption, an unsupported Windows version, malware, or a damaged user profile.

Fix 1: Repair the affected application
Time needed: 5 to 20 minutes
If only one program or game produces the error, repair that program before changing Windows.
- Close the affected program.
- Open Start > Settings > Apps > Installed apps.
- Find the application in the list.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the application again.
Windows repair keeps the application’s data where possible while replacing damaged program components. If the error remains, return to the same screen and select Reset if that option is available. Reset can remove application settings or local data.
For a traditional desktop program without an Advanced options menu:

- Select Programs > Programs and Features.
- Select the affected program.
- Choose Repair or Change, if offered.
- Follow the installer prompts.
- Restart Windows and test the program.
If repair does not work, uninstall the application and reinstall it using the developer’s official installer or the official launcher where you originally obtained it. Avoid copying the DLL into the application folder. The installer needs to restore the complete set of files and dependencies, not just the name shown in the error.
If the program has a launcher, use its file-repair feature. In Epic Games Launcher, open Library, select the three dots beside the game, choose Manage, and select Verify. The launcher compares the installed files and replaces damaged or altered ones.
Run the application once as administrator only as a diagnostic step:
- Right-click the application shortcut.
- Select Properties > Compatibility.
- Select Run this program as an administrator.
- Select Apply, then OK.
- Test the application.
If administrator mode changes nothing, turn that setting off again. It does not repair a missing Windows API contract.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFix 2: Install Windows updates
Time needed: 10 to 45 minutes, excluding download time
A newer application may request API contracts that an older Windows build does not provide correctly. Windows 10 support has ended, and Windows 7 and Windows 8.1 are unsupported, so compatibility is especially important on older installations.
- Open Start > Settings.
- In Windows 11, select Windows Update. In Windows 10, select Update & Security > Windows Update.
- Select Check for updates.
- Install every available quality, cumulative, and servicing update.
- Restart when Windows asks.
- Return to Windows Update and check again until no further important updates are offered.
- Test the affected application.
If only one application fails after updating Windows, obtain a current version of that application from its developer. If the application is old, check whether its vendor supports the installed Windows version. An older application may require an older build, compatibility settings, or a replacement from the vendor.
Fix 3: Repair Windows with DISM and SFC
Time needed: 10 to 30 minutes
When several applications fail, repair Windows itself. Microsoft recommends running Deployment Image Servicing and Management before System File Checker.
Recommended Free Tools
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window while it is working.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected programs.
SFC may report that it found no integrity violations, repaired corrupt files, or could not repair some files. A successful result means Windows found no remaining protected-file corruption or repaired the detected corruption. It does not prove that an incompatible third-party application has been fixed.
If DISM says that source files could not be found, do not download individual DLLs. Use a matching official Windows installation source for the same Windows version and architecture, then repeat the repair. If Command Prompt, Windows Update, and SFC are all failing, move to an in-place Windows repair.
Repeating SFC and DISM without knowing what changed can be time-consuming when you are also hunting through Windows versions and repair sources. Outbyte PC Repair can scan for issues and show what it detects; the repair is performed by the full version, and it is optional rather than required.
Fix 4: Check the application and Windows architecture
Time needed: 5 to 15 minutes
A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL. On 64-bit Windows, System32 contains native 64-bit system files while SysWOW64 contains 32-bit system files. The names are confusing, and Windows performs redirection automatically.
To check the Windows architecture:
- Open Start > Settings > System > About.
- Look at System type.
- Note whether Windows is 32-bit or 64-bit.
To check an application’s architecture, consult its official system requirements or installer documentation. You can also open Task Manager, select the Details tab, and look for a 32 indicator beside a running 32-bit process on 64-bit Windows.
Do not copy an x86 file into System32, copy an x64 file into SysWOW64, or place a downloaded DLL beside the executable. That can create a second loader failure and interfere with Windows servicing.
If the application is 32-bit and Windows is 64-bit, install the application’s supported 32-bit build. If Windows itself is 32-bit, a 64-bit-only application will not run without upgrading Windows and checking the computer’s hardware support.
Fix 5: Check Windows Security quarantine
Time needed: 5 to 15 minutes
Antivirus software can quarantine an application file or a Windows component after a detection. The missing filename may also be reported when another dependency in the same loading chain was removed.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving the affected program or Windows files.
- If a file was quarantined, verify its original location, digital signature, and source before taking action.
Restore a quarantined file only when you trust its origin and have confirmed it is genuine. Otherwise, leave it quarantined, run a full scan, and repair Windows or reinstall the application from its official source. Microsoft warns that restoring a threat can cause it to be detected again.

Fix 6: Test a new Windows user profile
Time needed: 10 to 20 minutes
If the error occurs only in one Windows account, the user profile may be damaged.
- Open Settings > Accounts > Other users.
- Select Add account.
- Follow the prompts to create a local test account.
- Change the account type to Administrator if necessary.
- Sign out of the current account.
- Sign in to the new account.
- Start the affected application.
If the program works in the new account, the Windows installation may be healthy while the original profile is damaged. Move personal files to the new profile using Microsoft’s supported process. Do not copy the entire old profile, because that can copy the damaged settings as well.

Fix 7: Update or reinstall a related driver
Time needed: 10 to 30 minutes
A driver does not normally provide api-ms-win-service-core-l1-1-0.dll, so driver work is not the first fix. Consider it when the error began immediately after a driver installation or update and Device Manager shows a related warning.
- Right-click Start.
- Select Device Manager.
- Expand the category related to the affected program, such as Display adapters, Sound, video and game controllers, or Network adapters.
- Right-click the device.
- Select Properties and check the General tab for an error status.
- Open the Driver tab.
- Choose Roll Back Driver if the problem began after a recent update.
- Otherwise choose Update Driver, or download the current driver from the computer or hardware manufacturer.
- Restart Windows and test the application.
Manually hunting through hardware pages and guessing which of many installed drivers is stale can be tedious. Outbyte Driver Updater can scan for outdated drivers and identify the available update; installation through the full version is optional, and the hardware manufacturer remains the authoritative source.
Fix 8: Use System Restore or repair Windows in place
Time needed: 20 minutes to several hours
Use System Restore when the error began immediately after a Windows update, driver installation, disk repair, cleanup utility, or application installation.
- Press
Win+R. - Type
rstrui.exe. - Press Enter.
- Select a restore point dated before the problem began.
- Review the affected programs.
- Start the restore and allow Windows to restart.
System Restore rolls back system files, settings, the registry, and installed programs. It does not remove personal files, but back up important data first.
For Windows 11 version 22H2 or later, try the built-in repair first:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Keep the computer connected to power and the internet.
- Follow the prompts and restart when requested.
This reinstalls the current Windows version while preserving apps, files, and settings.
If that option is unavailable, create official Windows installation media, run setup.exe from within Windows, select Change what to keep, and choose Keep personal files and apps. Confirm the selection before proceeding. An in-place repair is preferable to a clean installation when Windows is still usable.
A clean reset or reinstall is a last resort for severe corruption, repeated repair failure, or suspected disk damage. Back up personal files first.
Why Visual C++, DirectX, and regsvr32 usually do not help
Visual C++ packages are intended for errors involving names such as VCRUNTIME140.dll or MSVCP140.dll. DirectX and .NET installers address different dependency families. They are not official standalone repair packages for this Windows API-set contract.
regsvr32 is also not appropriate. It registers COM DLLs that expose the DllRegisterServer entry point. An API-set component is not a normal COM plug-in, so registering it does not restore Windows API resolution and may only produce another error.
Do not download this DLL from a random website
Avoid DLL download sites and forum attachments. A copied file can have the wrong Windows build, architecture, export set, or integrity. It may also contain malware, fail to fix the unresolved dependency, or interfere with Windows servicing.
Use Windows Update, DISM and SFC, official Windows installation media, Windows Security, and the affected application’s official installer or launcher instead.
Common causes and the appropriate response
| Likely cause | What to do |
|---|---|
| Several programs fail | Update Windows, then run DISM followed by SFC |
| One application fails | Repair, verify, update, or reinstall that application |
| Error follows an old Windows installation | Upgrade Windows or obtain a compatible application build |
| Error follows an update or driver change | Use System Restore or roll back the related driver |
| Antivirus quarantined a file | Review Protection history and repair from a trusted source |
| Only one user account is affected | Test a new administrator profile |
Several api-ms-win-* names appear |
Treat it as a broader Windows or compatibility problem |
| x86 and x64 components are mixed | Install the correct application architecture and do not copy files between system folders |
FAQ
Is api-ms-win-service-core-l1-1-0.dll a third-party runtime?
No. It is a Microsoft Windows API-set component, commonly described as an ApiSet Stub DLL. It is not a Visual C++, DirectX, .NET, game middleware, or driver runtime.
Does the error prove that the file is physically missing?
No. The loader may be reporting an unresolved API-set contract or another dependency failure. The visible filename is not proof that copying a file with that name will solve the problem.
Should I install a Visual C++ Redistributable?
Only when the error names a Visual C++ runtime such as VCRUNTIME140.dll or MSVCP140.dll. That package is not the direct repair for this API-set error.
Why does regsvr32 fail?
regsvr32 expects a COM registration entry point. This API-set component is not a normal COM DLL and should not be registered.
