api-ms-win-service-management-l1-1-0.dll is a genuine Microsoft Windows API-set component, not a game-specific DLL or a Visual C++ Redistributable file. If Windows reports that it is missing or was not found, repair Windows first, then repair the individual application if only one program is affected.
An API-set name is a loader contract. Windows uses it to route service-management API calls to the correct implementation on that computer. It may not exist as a conventional standalone DLL with the same name in every Windows installation, so downloading a replacement and copying it into System32 is not the normal fix.

What the error means
You may see messages such as:
- “The program can’t start because api-ms-win-service-management-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because api-ms-win-service-management-l1-1-0.dll was not found.”
- “Error loading api-ms-win-service-management-l1-1-0.dll.”
- “The application was unable to start correctly (0xc000007b).”
- “api-ms-win-service-management-l1-1-0.dll is either not designed to run on Windows or it contains an error.”
The filename belongs to Windows API-set infrastructure and relates to service-management Win32 APIs. Microsoft explains this design in its Windows API sets documentation.
Public inventories show versions associated with Windows 7, Windows 8.1, Windows 10, and current Windows 11 builds. The exact version, size, and architecture depend on the Windows build. Do not use a file from another release as a universal replacement.

Start with this quick diagnosis
- Only one program fails: The application may have been deployed incorrectly, may require a newer Windows version, or may contain damaged files.
- Several programs fail: Suspect damaged Windows components, a failed update, disk corruption, or security software quarantine.
- Several
api-ms-win-*files are missing: Do not download them individually. Repair the Windows image instead. - The error includes
0xc000007b: Check for architecture mismatch or broader binary corruption as well as the application installation.
You can check whether Windows can locate a file with this command:
where /r "%windir%" api-ms-win-service-management-l1-1-0.dll
On 64-bit Windows, 64-bit system files conventionally use System32, while 32-bit files are commonly handled through SysWOW64. Windows file-system redirection means those folder names alone are not a reliable architecture test.
1. Install Windows updates and restart
Time needed: 10–30 minutes, excluding download time.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Press Windows + I to open Settings.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Try opening the affected program again.
Windows servicing updates can restore or repair protected components and may also add compatibility fixes. If the error remains, continue with DISM and SFC rather than searching for a replacement DLL.
2. Repair Windows with DISM and SFC
Time needed: 15–45 minutes.
DISM repairs the Windows component store. SFC then uses that repaired source to check and replace protected system files. Microsoft recommends running DISM before SFC.
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Restart Windows.
- Test the affected application.
The SFC result tells you what happened:
- Windows Resource Protection did not find any integrity violations: Windows files passed the check. Investigate the application, compatibility, or architecture.
- Windows Resource Protection found corrupt files and successfully repaired them: Restart and test the program.
- Windows Resource Protection found corrupt files but was unable to fix some of them: Run DISM again, restart, and repeat SFC. If it still fails, move to the repair-source step below.
Follow Microsoft’s System File Checker and DISM guidance if the scan reports unrepaired files.
Repeating SFC and DISM without knowing which component is changing can make troubleshooting slow. Outbyte PC Repair can scan for issues and show what needs attention, while repair actions are completed by the full version; it is optional, and it does not replace repairing an application that was deployed incorrectly.

Use a matching repair source if DISM cannot repair Windows
If DISM says that source files could not be found, use a legitimate Windows installation source that matches the installed edition, language, build, and architecture.
For example:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual matching source path. Microsoft documents this process in its Windows image repair instructions.
3. Repair or reinstall the affected application
Time needed: 10–30 minutes.
Use this step when only one game, installer, utility, or business program produces the error.
Repair a Windows-managed application
- Open Settings with Windows + I.
- Select Apps.
- Choose Installed apps.
- Find the affected program.
- Select its three-dot menu.
- Choose Advanced options.
- Click Repair.
- Restart the program and test it.
If Repair does not help, return to the same page and select Reset where available. Reset can remove the application’s local data.
Repair a desktop program or game
Use the program’s official launcher or installer to verify or repair files. If no repair option exists:
- Close the program and its launcher.
- Open Settings > Apps > Installed apps.
- Select the program and choose Uninstall.
- Restart Windows.
- Download the installer from the software developer’s official website or use the original trusted installer.
- Install the program again.
- Apply its latest update.
- Launch it once using Run as administrator if the program requires elevated access.
If reinstalling fixes the problem, the original installation or deployment was damaged. A National Instruments deployment article also documents this API-set filename among missing dependencies when a LabWindows/CVI-built DLL is moved to another computer, showing why a faulty deployment can produce this message even when Windows itself is healthy.
4. Check compatibility and 32-bit versus 64-bit requirements
Time needed: 5–15 minutes.
A program built for a newer Windows release may request API contracts that an older operating system does not provide. This is especially relevant with older Windows versions, newly installed software, and applications built for a different architecture.
- Check the application developer’s system requirements.
- Confirm that your Windows edition and version are supported.
- Confirm whether the application is 32-bit or 64-bit.
- Install the version intended for your Windows architecture.
- If the program officially requires a newer Windows version, upgrade Windows rather than copying individual API-set files.
A 32-bit application and a 64-bit application use different dependency paths. Installing a random copy of the opposite architecture will not correct the loader failure and can create another one.

Time needed: 10–30 minutes.
Drivers are not the source of this API-set contract, but an outdated chipset, storage, graphics, or device driver can contribute to application startup and compatibility failures.
- Right-click the Start button.
- Select Device Manager.
- Expand the relevant category, such as Display adapters, System devices, or Storage controllers.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
- Test the program again.
Prefer drivers supplied through Windows Update or the hardware manufacturer. Outbyte Driver Updater can scan and identify outdated drivers, while driver installation is completed by the full version; it is optional and should not be treated as a substitute for reinstalling the failing application.

7. Do not register or manually copy this DLL
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. API-set and system runtime components are not normally COM or ActiveX libraries that need registration.
Running a command such as this does not repair the Windows loader contract:
regsvr32 api-ms-win-service-management-l1-1-0.dll
An error stating that DllRegisterServer was not found is expected for many system and runtime DLLs. Microsoft describes how regsvr32 works and why registration errors occur in its DLL troubleshooting guidance.
Avoid copying the file manually into System32, SysWOW64, or the application folder. A mismatched Windows build or architecture can cause additional loader failures, and the API-set name may not be intended to function as an independent module.
8. Reinstall Windows components without removing personal files
Time needed: 30–90 minutes.
Use this only after Windows Update, DISM, SFC, and application repair have failed.
On supported Windows 11 installations:
- Open Settings.
- Select System.
- Choose Recovery.
- Find Fix problems using Windows Update.
- Click Reinstall now.
- Follow the prompts and keep the computer connected to power.
This reinstalls the current Windows version while preserving apps, files, and settings where supported. Back up important files first. Microsoft also lists Windows recovery options for cases where this option is unavailable.
Likely causes and the matching fix
| Likely cause | What points to it | Best response |
|---|---|---|
| Corrupted Windows component | Several programs fail or multiple API-set files are reported | Windows Update, DISM, then SFC |
| Incompatible application | One newly installed program fails on an older Windows release | Install a supported application version or upgrade Windows |
| Damaged application deployment | The error started immediately after installation or an update | Repair, verify files, or reinstall the program |
| Antivirus quarantine | The error follows a security event | Review quarantine, scan, then repair from a trusted source |
| Disk or broader system corruption | Updates fail or unrelated files repeatedly disappear | Back up data, check disk health, and use recovery options |
| Malware or modified system files | Multiple unexplained security symptoms appear | Run a full security scan and use trusted recovery media if necessary |
FAQ
Is api-ms-win-service-management-l1-1-0.dll genuine?
Yes. Its name follows Microsoft’s documented API-set contract naming scheme. It is part of Windows infrastructure, not a meaningless filename.
Is it a Visual C++ or DirectX file?
No evidence identifies it as a Visual C++ Redistributable, DirectX, .NET, or driver component. Those packages may be required for other application errors, but they are not the definitive repair for this API-set name.
Should I download the DLL?
No. Random DLL downloads can contain malware, use the wrong Windows build, use the wrong architecture, or fail to repair the underlying application or Windows component. Use Windows Update, DISM, SFC, and the application developer’s official installer instead.
Why does the file not appear in the expected folder?
An API-set contract may be resolved by the Windows loader rather than represented by a conventional standalone file with the same name. Its presence, version, and path can vary by Windows build and architecture.
Will regsvr32 fix the error?
No. This is not normally a self-registering COM or ActiveX library. Use Windows repair commands or repair the application that reports the error.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What if DISM and SFC report no problems?
If only one program fails, focus on that program’s repair, file verification, supported Windows version, and 32-bit or 64-bit requirements. A clean Windows scan does not repair an application compiled for an unsupported environment.
