To complete Paving the Way in Arc Raiders, visit an ENELICA building, read the researcher’s note on a nearby notice board, then go to the top floor above the Convinio in Buried City’s Piazza Roma and search the researcher’s flat for research data. Water Treatment Control on Dam Battlegrounds is a recommended starting point: approach its south entrance and interact with the notice board.

Other listed locations
You are not limited to Water Treatment Control. The quest reference also lists Research & Administration and Power Generation Complex on Dam Battlegrounds, and identifies Blue Gate as another quest location. Choose a location you know or that fits your current route; the walkthrough sources recommend Water Treatment Control but do not establish that it is always the fastest or safest option. How to reach the researcher’s flat in Buried City
Go to the top floor above the Convinio
After completing the ENELICA and notice-board objectives, deploy to Buried City. Find Piazza Roma and use the Convinio as your landmark. The target is the top floor above the Convinio; ascend the adjoining building using the stairs or zipline available on your route.
Search the flat for research data
At the upper level, follow the route into the researcher’s flat and interact with the research-data objective. The guides do not give fully identical room-by-room directions, so prioritize the shared landmarks—Piazza Roma, the Convinio, the top floor, and the researcher’s flat—instead of relying on a particular room or floor number. PC Gamer also warns that an enemy may patrol the rooftop, so check the area before crossing. PC Gamer’s walkthrough covers the rooftop route and hazard.

Quest rewards and progression note
The listed rewards are one Raider Hatch Key, three Seeker Grenades, and one Advanced Electrical Components. A quest reference says Paving the Way follows “Into the Fray”; because that prerequisite is reported by a single reference, check your live quest log if progression is blocked.
