Are Hacked Pokémon Illegal in Japan? The Law, Bans, and Tournament Rules

Japanese official sources do not establish that mere possession of a hacked Pokémon is a crime, but Pokémon services and tournament rules can impose separate consequences.

Based on the official sources cited here, simply possessing a hacked Pokémon is not established as a crime in Japan. That does not mean altered Pokémon are consequence-free: Pokémon may restrict game or Pokémon HOME access, and competition rules can make them grounds for disqualification. Criminal law, service restrictions, and tournament eligibility are separate questions.

What “illegal” means in this context

The word can refer to three different things: breaking Japanese law, violating a game or Pokémon HOME service policy, or being ineligible for a particular tournament. A consequence in one category does not prove a consequence in another.

  • Japanese law: whether particular conduct meets the elements of an applicable offense.
  • Pokémon services: whether Pokémon takes action under its service policies, potentially limiting online or HOME features.
  • Tournaments: whether the rules for a particular event allow the Pokémon and prescribe penalties for using it.

“Hacked Pokémon” is a broad informal label. Possessing, using, modifying, distributing, or selling altered data are different acts, and the setting—private play, an online service, or an organized event—also matters.

Does Japanese law make possession a crime?

The official Japanese legal materials cited here do not establish a blanket offense of simply possessing a hacked Pokémon. The Unfair Competition Prevention Act covers specified forms of unfair competition, including particular conduct involving technical restriction measures; that does not establish that every act called “hacking,” or mere possession of an altered Pokémon, falls within the law. Whether a specific modification, distribution, or sale is unlawful would depend on the precise conduct and applicable statutory elements. The available sources do not support a broader conclusion about every possible case.

Can Pokémon restrict your game or Pokémon HOME access?

Yes, Pokémon has warned that unauthorized altered data may cause problems in games or apps and that it may act against users who exchange such Pokémon in ways that trouble other users, or whose conduct it considers inappropriate in operation. Its November 11, 2022 notice lists possible measures including restrictions on internet play in Pokémon games, limits on trading features in the Pokémon HOME smartphone app, and suspension of Pokémon HOME on smartphone and Nintendo Switch. These are possible service measures described by the company, not a criminal sentence under Japanese law. The notice does not say that every person who possesses an altered Pokémon will automatically receive every listed restriction.

Can you use one in a Japanese Pokémon tournament?

It depends on the event’s rules. The Pokémon Japan Championships 2024 rules allowed specified Pokémon caught or hatched in Pokémon Scarlet and Pokémon Violet, officially distributed Pokémon, and Pokémon transferred from Pokémon HOME. They also stated that discovery of altered game data, Pokémon containing altered data, or Pokémon made using codes could lead to disqualification, loss of event rights, and exclusion from future events. The 2026 Pokémon Japan Championships game page concerns Pokémon Champions. It prohibits unauthorized third-party software or other technical methods during the event and lists possible disqualification, loss of rights, and exclusion from future events. That rule is specific to the event; it is not a rule for every Pokémon game or competition. See the 2026 Japan Championships page.

Check the rules for the exact event, game, and year before entering. An older event’s rules cannot establish eligibility for a different competition.

What did the older Nintendo and Pokémon warning say?

A 2013 joint notice from Nintendo and The Pokémon Company warned that unauthorized apps could create illicit Pokémon data and that such data could disrupt gameplay for the user or trading partners. It also said that tournaments held by The Pokémon Company could disqualify participants found using Pokémon obtained by means other than normal play and refuse future tournament participation. The companies said they could not restore problems caused by alteration outside normal play. Read the 2013 joint notice.

This is a company warning about gameplay, support, and tournament consequences—not a statement that possession is a crime.

How to assess your situation

  1. Identify the conduct. Ask whether the issue is possession, use, modification, trading, distribution, or sale; do not assume they have identical consequences.
  2. Identify the setting. Private play, online services, and a tournament are governed by different rules and authorities.
  3. Check the applicable source. For service access, consult Pokémon’s current notices and service terms; for a competition, read that event’s rules for the relevant game and year.
  4. Keep the consequence in its category. A platform restriction or tournament disqualification does not, by itself, establish criminal liability. For a concrete legal concern, the cited statute alone is not a case-specific legal opinion.
